1) Papuan plea to Widodo to save forests

A priest in Indonesia's Papua regoin has appealed to President Joko Widodo to halt the destruction of pristine forests by a palm oil developer.
The Catholic UCA news service reports Father Anselmus Amo saying the forest in Papua’s Muting area, about 200 kilometres from Merauke, is being snatched from tribal people who depend on it for their survival.

Tribal leaders say they are being intimidated by the military to hand their land over to the palm company - PT Agroprima Cipta Persada.
The priest who heads the Diocesan Justice and Peace Commission said he had petitioned the president because he was the last hope for the people.
He said petitions sent to the local government, military, and police have been ignored.
Father Amo told the website that the issue has caused widespread anxiety and tension between people, the company, local government and law enforcers.
He said he has also approached the National Commission on Human Rights.

2) Tangguh LNG Expansion Project, Papua Barat Province, Indonesia

The Tangguh liquefied natural gas (LNG) facility is located in Teluk Bintuni Regency in Papua Barat Province of Indonesia and operated by BP Berau on behalf of the Tangguh production sharing contract partners.
A final investment decision was taken by the operator in July 2016 to expand the LNG facility to increase its LNG production capacity. The Indonesian Government had approved the development plan for the Tangguh Expansion Project in 2012. Production from the new facility is scheduled to commence in 2020.
The partners in the production sharing contract are MI Berau (16.3%), CNOOC Muturi (13.9%), Nippon Oil Exploration (Berau, 12.23%), KG Berau Petroleum and KG Wiriagar Petroleum (10%), Indonesia Natural Gas Resources Muturi (7.35%), and Talisman Wiriagar Overseas (3.06%). BP Berau holds a 37.16% interest in the project, along with its Indonesian affiliates and acts as contractor to SKK Migas.
"The Indonesian Government had approved the development plan for the Tangguh Expansion Project in 2012."
Comprising both onshore and offshore production facilities, the project has been in production since 2009. The existing facilities include two liquefaction trains with a capacity of 3.8 million tonnes per annum (Mtpa).
The expanded facilities are expected to generate 10,000 jobs and assist in the development of Indonesia and the Papua Barat Province. A part of the generated gas from the project will be used for the electrification of Papua Barat.

Tangguh LNG expansion project details

Tangguh LNG extracts natural gas from offshore reservoirs and transfers it to an LNG plant onshore for processing and conversion into LNG. Shipping tankers are used to supply LNG from the plant to markets across Asia Pacific and other regions.
The expansion project will add a third LNG process train, a combined LNG and condensate jetty, an expanded LNG loading facility and other supporting infrastructure. The total capacity of the project will be 11.4Mtpa after the addition of the 3.8Mtpa LNG train.
A fourth LNG train and an LNG and condensate tank are also planned to be added in the future as part of the expansion project.
The offshore expansion will include the addition of two platforms, production and exploration wells, infill wells and subsea pipelines.
A new enhanced onshore receiving facility, a condensate stabiliser column and a condensate product cooler will be built to accommodate the new LNG trains. The new onshore receiving facility will be designed to process both lean and rich condensate, and carbon dioxide. It will have a gas flow rate of 808 tonne an hour (t/h) per train.
New utilities, including water supply, wastewater treatment, power supply, offices and accommodation facilities will also be constructed as part of the expansion.
A second berth will be built at the loading facilities for loading LNG on a new jetty, along with a condensate loading berth.

Sale of LNG and investment in Tangguh expansion project

The Tangguh Expansion Project will sell 75% of the LNG generated by the new LNG train to the Indonesian state electricity company PT. PLN (Persero). Kansai Electric Power Company based in Japan will purchase one million tonnes a year of the liquefied natural gas (LNG) produced by the project.
A $1.2bn loan will be provided by Japan Bank for International Cooperation (JBIC) towards the $12bn expansion project.

Key players involved

A joint venture of KBR, PT Rekayasa Industri, JGC Corporation and PT JGC Indonesia was awarded a contract for the onshore front-end engineering and design of the expansion project.
A collaboration of Tripatra, Chiyoda, Saipem and Suluh Ardhi Engineering has been selected to perform onshore engineering and construction of the LNG process train, utilities, offsites, LNG jetty and associated infrastructure.
Clough has been selected to conduct mechanical engineering studies and provide basis of design, and assistance during development, definition and procurement.

3) Papua, Britain`s university cooperate in sports management training

Jayapura, Papua (ANTARA News) - The government of the Indonesian province of Papua is cooperating with Britains University of Stirling to train a number of personnel in sports management.

The head of the education and training service of the Papua province, Zakarias Giay, said here on Wednesday that cooperation was aimed at preparing the provinces human resources ahead of the 20th National Sports Week (PON) in the region in 2020. 

"The dean of sports management department and a lecturer of the University of Stirling will prepare civil servants from the Papua provinces training and education service for training in Britain," he noted.

Zakarias explained that 100 candidates were selected, of which 20 cleared the selection process. Eventually, 10 will leave for Britain next month to improve their English language skills before attending the sports management program. 

Zakarias pointed out that a team of the University of Stirling would select the civil servants who would participate in the training program and also give inputs to the Papua provincial government with regard to PON XX 2020 management.

"Besides supporting human resources development, the education and training service will also renovate the APDN Yoka building for accommodation during PON XX," he informed.

He also disclosed that he has been named as the chief of the PON XX Committee and would lend support in terms of infrastructure and human resources.(*)

Lukas Rapi, a worker at gold and copper miner PT Freeport Indonesia’s (PTFI) mining area in Kuala Kencana, Timika, Papua, was crushed to death by a heavy vehicle on Tuesday. Lukas’ body has been transferred to Kuala Kencana Clinic in Timika.
“The incident occurred at 9:30 a.m. local time when Freeport workers were carrying out their activities. The victim was in an alley usually passed by containers, monitoring workers who released chains on trailers,” Mimika Police chief Adj. Sr. Comr. Yustanto Mujiharso said on Tuesday.
“He apparently wasn’t aware that a loader carrying a container was behind him. It seemed the loader’s driver also didn’t see the victim so he didn’t blow the horn. He was hit by the vehicle, causing him to fall and be crushed to death.”  
Shortly after the incident occurred, Yustanto said, Mimika Police officers hurried to the site to secure evidence and seal off the location for investigation purposes.
“The police are still investigating the case further. We are gathering information from witnesses and examining CCTV footage. We can conclude whether it was purely an accident or workplace negligence only after this investigation is completed.” 
PTFI spokesperson Riza Pratama refused to give a statement on the incident. “We cannot yet confirm the case because it is still under investigation by the police and mining inspectors,” Riza told The Jakarta Post.
It is not the first incident to befall PTFI. In September 2014, a car carrying Freeport employees collided with a haul truck in an open pit area in Grasberg, killing four people. Five others survived the incident. (ebf)

TEMPO.COJakarta - Low-cost carrier (LCC) Citilink Indonesia plans to expand its connectivity to the eastern region of Indonesia by opening a new flight route to Papua.
"The opening of this route has been one of our priorities. This is an important step in Citilink’s effort to expand connectivity in order to connect Aceh and Papua," Citilink Indonesia President and CEO Albert Burhan said in a statement on Tuesday, August 30, 2016.
Albert said that Citilink will begin passing through the skies of Papua on October 2016. The new rout will connect Jakarta and Jayapura using Airbus A320 aircraft with 180 seats.  “Citilink Indonesia will open a daily flight from Jakarta to Jayapura through a transit flight,” Albert said.
A team from Citilink is currently discussing about the concept and preparation of the new route. "We have previously conducted a feasibility study. Jayapura has good market potential in passenger and cargo transport.  We continue to assess and study so the route could soon be opened," Albert said.
Albert confirmed that Citilink is currently in the process of applying for a flight slot for the Jayapura airport to the Transportation Ministry.

A priest in Merauke Archdiocese in Papua has appealed to Indonesian President Joko Widodo, urging him to halt the destruction of pristine forests by a palm plantation corporation.
The forest in Papua’s Muting area, about 200 kilometers from district capital Merauke, is being snatched from tribal people who depend on it for their very survival, Father Anselmus Amo of the Missionaries of the Sacred Heart of Jesus congregation, told ucanews.com.

Klemens Mahuze, a local tribal person said people are opposed to palm corporations because for them the forest is a sacred place and a source of livelihood.
"We don’t want people destroying the forest, or excavating sacred places," he told ucanews.com.
"We don’t want [greedy] people touching our forest," he said.
Sulaeman Hamzah, a parliamentarian and a member of Indonesia’s agriculture commission, said he would take up the case because the government has limited the availability of land for the palm industry in the area,
"We will see the impact, and the validity of the company’s license," he said.

Jayapura (ANTARA News) - Trade across the border between Papua and Papua New Guinea (PNG) via Skouw, Jayapura, is stopped after the fire 
that gutted the border market on Saturday night.

“We have agreed with the local traders to stop business across the border pending the reconstruction of the market center," head of the Border 
Management and Foreign Cooperation Agency of the Papua province Suzana D. Wanggai,said here on Monday. 

Suzana said the PNG government has been informed of the decision to stop cross border trade via Skouw. 

Normally the market was open for traders from Papua New Guinea every Tuesday, Thursday and Saturday.

Suzana said the information is necessary as almost all buyers at the market center are Papua New Guineans. 

"They have to accept the condition as it is a force majeure. But people remain free to cross the borders," she said. 

Emergency market center is expected to built immediately by the security forces in cooperation with the local traders. 

The district administration has no budget for the reconstruction of the market center, formerly built by the trade ministry. 

"The local traders need the market reopened soon that they could resume business selling goods for buyers from across the border," Suzana said .

The fire on Saturday desytroyed around 200 kiosks in the frontier area of Skouw, Muara Tami, in the city of Jayapura.

Papua police chief Insp.Gen. Paulus Waterpauw said the fire broke out at 18.20 local time destroying most of the kiosk in the border market center. 

"The fire could not be put out immediately as the fire truck was out of function that the military soldiers have to act as fire fighters," the police chief said. 

Paulus said short circuit in one of the wooden kiosks was believed to be the cause of the fire.  

The incident came after recent visit to Skouw by Coordinating Minister for Law, Security and Political Affairs Wiranto, and Coordinating Minister for
 Maritime Affairs Luhut Panjaitan and Australian Attorney General George Brandis and Ambassador Paul Gripson. 

Wiranto invited the two Australian official to visit Papua to see condition in the countrys easternmost and most backward region.(*)

The Elections Supervisory Agency (Bawaslu) has released an election vulnerability index identifying regions prone to electoral fraud and conflicts, with West Papua province topping the list. 

The list has been published ahead of concurrent regional elections slated for next year.

Bawaslu spokesperson Daniel Zuchron said the criteria for the index comprised organizer professionalism, candidate contestation and level of public participation. The scale grades 
from 0 to 5, with 0 to 1.0 being “very safe” and 4.1 to 5.0 being “very prone” to conflict.

The list reveals that West Papua (3.381), Aceh (3.327) and Banten (3.147) top the vulnerability index for the elections being held in 101 regions in seven provinces and 94 regencies or cities. 
“The elections in these three provinces require intensive attention and oversight. We have to take anticipatory measures to minimise possible problems,” Daniel said as quoted by kompas.com
Daniel said the main reason for West Papua, the easternmost province in the archipelago, coming first was the lack of professionalism among election organizers.

Jayapura, Jubi – Chairman of the Commission I of the Papua Legislative Council for Government, Politic, Legal, Human Rights and Territorial Affairs, Elvis Tabuni, said both customary people and tenure landowners are increasingly being squeezed. They don’t know where to go for justice.
He said their land that once was sago forest has been converted into buildings, while many among the landowners have not obtained their rights. He said in Jayapura City and surrounding area, land disputes are rarely settled, despite efforts by customary landowners take the legal option.
“To whom they supposed to go for justice, whereas the land is the foundation of their life?” he asked.
“People never asked for the government to be existed among them. They never gave their tenure rights to anyone. Jayapura Municipality was once the sago forest, the planting area, but now it stands for buildings, shops, hotels and other constructions. The indigenous sago landowners are currently living at the edge,” said Elvis Tabuni on Wednesday (24/8/2016).
He said the customary land issue was not only occurred in Jayapura Municipality, but also in other regencies in Papua, such as Mimika and Biak. For this reason, on Tuesday (23/8/2016), the Commission I held the hearing with related regional government agencies and customary people to discuss and find solution on several land disputes in Jayapura Municipality.
“Attended in the hearing are including the representatives of Papua Provincial Land Office and Civil Service Police Unit and the customary leaders (ondoafi – local language) of tribes in Jayapura Municipality, namely Kayu Pulau, Engros, Tobati and Ormu. Many related tenure rights aspirations from regencies submitted to the Commission I,” he said.
The Commission I of the Papua Legislative Council further planned to form a Special Committee to tackle the tenure land issue. However, it needs to hear some feedbacks and aspirations from relevant stakeholders before the committee is formed.
Meanwhile, the Commission I member, Januarius Douw said the Commission I invited the government agencies following the people’s complaints on land issue in Jayapura Municipality. “We had people’s aspirations about their tenure rights occupied by others without the process of settlement. And now they demand it. Land is the source of life and prosperity,” he said.
According to him, although the Commission I is not authorized to make decision, but it attempted to find solution over the aspirations of the customary people. “It is how we come with related stakeholders to find a solution and create an agreement that acceptable to the parties who’s in dispute, either the government or people,” he added. (*/rom)

                               About 50 students travelled across the lake every day to town for school using a speedboat – Jubi

Sentani, Jubi – Students living across Lake Sentani have missed classes because they could not afford to pay for speedboat rides.
A speedboat operator at Yahim Quay, Dobonsolo Village, Jayapura Regency, Frengky Ibo, said about 50 students travelled across the lake every day to town for school, paying Rp 2,500 one way or Rp 5,000 return.
“Here the speedboats are mostly privately-owned. There also those donated by Education Office. But this is mine,” he said.
He said the speedboats for the students are separate from speedboats for public transportation. A speedboat can carry up to 15 people.
“When the students want to go to school, they should wait at the quay and we will transport them. The same way goes for the return. We will wait until the last student, because we knew who are going home,” he said.
Those who would stay at the town, he said, would let them know so that they don’t have to be waited.
“We hope in the future the Regional Government would able to donate a special speedboat for the students, like at Yoboi Village that had donation from the school. So if they have their own school transportation,” he said.
A student from Yoboi Village Nesti Alinda Sokoy said because she takes the speedboat to the school, she must get ready at 5:58 Papua time. She, who’s currently the 12th grade at SMA YPPGI Jayapura Regency, said if she run out for money, she would stay at home. “If I cannot go to school, I usually inform my class monitor who will telling my teacher,” she said. Jayapura, Jubi – Papua Governor Lukas Enembe urged officials in Papua Province not to use armed civilian groups for political purposes.
“Do not overreact for political purposes. Once you made it, something like this would happen,” said Enembe in Jayapura on Wednesday (24/8/2016) in responding the shooting towards an employee of PT AS Jaya some times ago in Lanny Jaya Regency.
He urged the groups to lay down their weapons.
“From Mulia to Tiom, there’s only a group. They just come and go. They texted me saying that ‘we are only regular people but in publication they said we are OPM (Free Papua Movement), so we want to point a gun on someone’. That’s what they said to me through SMS,” he said.
“So, the officials shouldn’t utilize these men for political purposes,” he added. Enembe further said Papua is part of the Republic of Indonesia, therefore he asked the opposite parties to rejoin. “If you want a freedom, there is no place here. This is a big country. So I suggest better to join and develop this country. Furthermore, it is my duty to develop and change Papuans towards the prosperity,” said Enembe.
When asked about the statement by Lanny Jaya Regent Befa Yigibalom who said he would stop the infrastructure development in the region due to the shooting incident, Enebe said the development in that region has already settled because all access have been connected.

Jayapura, Jubi – Residents in Keneyam, Ndgua Regency can now buy fuel at normal prices as applied throughout Indonesia after Regent Yairus Gwijangge launched the Distributor of Petroleum and Diesel Fuel (APMS) there on Wednesday (24/08/2016).
Gwijangge thanked PT. Pertamina (Persero) for their ability to distribute subsidized fuel in Keneyam.
It also signals Pertamina’s positive performance, because people who previously had to pay up to Rp 3 million per drum, can now just pay the same cost like other regions.
“Let’s together take care of Pertamina that’s already present among us, do not harm, destroy or burn it. Because it comes for the sake of Nduga people,” he said.
Further he would coordinate with Pertamina in both regional and central offices to monitor the unexpected price increase by the fuel provider.
General Manager of Pertamina MOR VIII Maluku Papua Eldi Hendry said, with APMS already settled in Kenyam, the residents could enjoy the rights of equal price as the residents at other Indonesian regions. “We hope the distributors could provide services to fulfill their needs on fuel, and this APMS could serve everyday so that it could promote the economy of Nduga,” he said.
Hendri also expected the local government could control the APMS services. The owner of APMS PT Suluh Jaya Abadi, Suwardi said he get the quota of 30 KL consisting of 20 KL petroleum and 10 KL solar fuel. “All were on shipping, currently we have 5,000 litters of petroleum and 5,000 litters of solar fuel,” he said.
Nduga resident Obeth Aewakom admitted he was very happy with the presence of APMS because he couldnt pay more for solar fuel for his hotel business. “Earlier I pay Rp 25 to Rp 30 thousand per litter,” he said. (*/rom)

5) Housing and Public Works Ministry Plans to Build Canal in Papua

Merauke, Jubi – The Ministry of Housing and Public Works plans to build a canal in Papua Province.
“President Jokowi is planning to build sixty-five canals in Indonesia, which encouraged me for taking initiative to meet the minister and president to tell that we also would build a canal in Papua,” said the Head of Canal Center, Directorate General of Water Resource Imam Santoso in Mereauke on Friday (26/8/2016).
According to him Papua has some major rivers that are potential for the canal. In near future, his office would conduct an assessment to determine the location of the canal.
“We will conduct a feasibility study at Digoel River and Mamberamo River to assess which one the most feasible. We are projecting that the construction could be started in 2017 or 2018,” he said.
Merauke Regent Sularso appreciated the Central Government’s plan on canal construction. According to him, when the plan was materialized in Merauke, the supply of water for the local community would be accomplished.
“We expect the support to realize the construction of canal to be done immediately,” he said.
He said the calan was not for agriculture only, but also to meet the people’s need on clean water, as well as for recreation.
He explained in Merauke, there are several watersheds (DAM) crossing to Papua New Guinea, such as DAS Bian, DAS Sakiramke, DAS Digoel and DAS Fly River. (*/rom)

6) Biak Numfor Could Be Indonesia’s First Space Port

Jayapura, Jubi – Biak Numfor has been considered as a location for the first space airport in Indonesia.
The plan of the construction of the launched rockets and satellite for civil purposes is currently under a feasibly study conducted by the National Aerospace Institute (LAPAN).
According to the Law 21/2013 on the aerospace, LAPAN was mandated to build the National Space Airport in the territory of the Republic of Indonesia, explained Husni Nasution, team member of LAPAN Space Airport Assessment to Jubi on Thursday (25/8/2016).
“We have a mandate to build the Space Airport in the Republic of Indonesia. Then it was elaborated in the Master Plan, but it is still in the assessment phase. We are currently assessing Morotai, Enggano and Biak. But Enggano certainly not qualify geographically,” said Husni by phone.
According to him, Biak was selected because besides it is strategic and geographically fit for a space airport; it is because LAPAN already has a location in the island.
“Because we stand in the equator area, we certainly find the best location, because the airport should be at the equator area with the position of 0 degree,” said Husni.
Earlier the senior researcher of LIPI, Adriana Elizabeth, who asked for advise by LAPAN related to this plan, said LAPAN tends to vote Biak as the construction site.
“The choice was actually between Morotai and Biak. But the more strategic and heading to the ocean, as well as some other geographical considerations, the choice tends to be Biak,” she said during the break of Papua Lawyer Club in Jayapura some times ago.
Based on the information from LAPAN, she said 100 hectares have been set up by LAPAN for the future airport. But Husni admitted the set up location in Biak is too small and would not qualified referring to the law, “furthermore the people settlement is very crowded,” he said.
Meanwhile Adriana worried about the plan, furthermore it has not communicated to the local people. “There is an issue should be communicated first with the customary people. Because the investment often conflicts with the people. I think it should be considered. I have suggested LAPAn to meet the Customary Council Chief to talk about the government’s plan to build the space airport.”
But, represented the feasible study team, Husni stated the team would involved many related stakeholders including the university, community and local government.
“This is still a stage of study, it’s still for internal, but later it must involve the universities, community, local government and so on,” he said.
The project that would take huge investment certainly could not be executed by LAPAN only. According to Thomas Djamaluddin, the Head of National Aerospace Institute (LAPAN) cited merdeka.com (9/8) it required the huge investment and should have partnership with other country.
Related to the partnership, Adriana Elizabeth said about the investor that already interested with the project. “The investor who interested to execute the project is coming from the People’s Republic of Tiongkok, but instead of 100 hectares, Tiongkok might ask for up to 700 hectares.”
She worried though in term of State’s security it is important, but it has potential to become a conflict in term of local interest.
“If it’s true the investment would come from Tiongkok, we already knew about the rivalry between Tiongkok and the United States. When the technology development is implemented in the Indonesian territory, what is the position of Indonesia related with this rivalry? Moreover it was built in Papua. So it would raise so many correlation of issues,” she said.

PM Departs For Conservation Congress in Hawaii

Prime Minister Hon Manasseh Sogavare will be leaving for the World Conservation Congress of the International Union for Conservation of Nature (IUCN) in Honolulu, Hawaii today, Sunday, 28th August.
The convention to be hosted by the Governor of Hawaii will bring together Pacific Island Heads of Governments as well as Governors and Mayors from cities and states on the Pacific Rim and indigenous leaders.
“The primary purpose of the Summit is the formalisation of a 2030 Pacific Ocean-wide partnership and coalition for action, starting in 2016 and convening every three years to add more partners and track progress on the path towards realisation of a sustainable Pacific Ocean by 2030.
“The partnership begins by connecting the actions and aspirations of the population centres seated around the Pacific Rim to align with the vast ocean states of the Pacific islands and private sector leadership. The actions fulfill the visionary commitments of Pacific leaders and will shift the collective impact on the Pacific Ocean towards the global target of the United Nations Sustainable Development Goal 14 on Oceans.
“The path to achieving these aims has already been made clear through the Paris Agreement reached late in 2015 at COP21 in Paris, which served as a sweeping global agreement to address many of the human drivers currently poised to destabilise the balance of the Pacific Ocean along with many other aspects of our planet’s environment.
“While COP21 serves as a platform for national-level action to limit global temperature increase to 1.5 °C above pre-industrial levels, the Pacific Ocean Coalition links the visionary leadership of the Pacific island leaders with like-minded leaders of cities, states, and businesses that are making a difference.
“This begins a journey toward 2030 that will continue to bring more countries, cities, states, and businesses to the table for action. We hope that at the first UN Oceans Summit in Fiji in 2017 the Pacific Ocean partners will lead a strong call for similar 2030 Ocean partnerships across the globe,” the IUCN stated in reference to the congress.
At the margins of this summit, Prime Minister Sogavare will also attend the first meeting of the Pacific Coalition on West Papua (PCWP), an initiative by the Prime Minister himself in his capacity as the head of the Solomon Islands Government and also as Chair of the Melanesian Spearhead Group.
The PCWP, which had its introductory meeting at the sidelines of the recent 4th Pacific Islands Development Forum in Honiara, aims to expand the advocacy network on the issue of West Papua from the bounds of the MSG bloc of nations to the greater Pacific region to enhance the level of the support it has behind its resolve to take up this pressing issue with the United Nations for intervention.
The Coalition’s current membership consists of Solomon Islands, the Republic of Vanuatu, Front de Liberation Nationale Kanak et Socialiste (FLNKS) and the United Liberation Movement of West Papua (ULMWP).
Representatives of the governments of the Republic of Marshall Islands and the Kingdom of Tonga who attended the introductory meeting have indicated strong support for the initiative.
The Prime Minister’s delegation includes, Madam Emmy Sogavare, Deputy Chair of Caucus, Hon Namson Tran, Permanent Secretary of the Ministry of Environment, Climate Change, Disaster Management and Meteorology, Dr Melchior Mataki, Deputy Secretary to the Prime Minister, Derek Futaiasi, Policy Secretary for the Resources Sector in the Prime Minister’s Office, Dr Chris Vehe, Solomon Islands Government Special Envoy on West Papua, Rex Horoi, Foreign Affairs Protocol Officer, Mr Philip Moses Fafe, Press Secretary to the Prime Minister, Ms Deli Oso, Executive Personal Secretary to the Prime Minister, Ms Suzie Wale and two Police Close-Protection Officers.

Jakarta. A police office in the Sugapa subdistrict in Intan Jaya, Papua, was burned down late Saturday (27/08) in a riot following the killing of 15-year-old Etinus Sondegau in an incident involving police earlier in the day.
The incident occurred after 10 police officers chased three individuals into a local market in Sugapa after receiving reports the three had threatened members of the public and were intoxicated.
Police fired shots during the chase but refused to divulge if those shots killed Etinus.
A mob formed and arrived at the Sugapa Police office in Intan Jaya district, carrying the body of Etinus, and raized the office before closing down the local airport and a mobile phone tower.
"People shut down the cell phone tower so we have no access on information to Intan Jaya district," Papua Police chief Insp. Gen. Paulus Waterpauw said on Saturday night.
"The situation is beginning to return to normal," Papua Police spokesman Comr. Patriage Renwarin told BeritaSatu.com.

    Jakarta. Human rights activists have rejected a House of Representatives plan to reinstate deliberation on a government-proposed national security bill, which has been on the backburner for years over concerns that it may pose a threat to the rule of law.
    House Speaker Ade Komarudin, who is a member of the Golkar Party, earlier this month proposed that the bill should be included in the institution's priority list, shortly after a meeting with officials from the Ministry of Defense.
    "The most fundamental thing under the bill is the definition of national security. It must not lead to multiple interpretations," National Commission on Human Rights (Komnas HAM) commissioner Roichatul Aswidah said on Thursday (25/08). "National security is indeed a clause that could be used to limit human rights. But how to limit them should then be thoroughly reviewed."
    Calling the bill "draconian," Al Araf of the Indonesian Human Rights Monitor (Imparsial) said: "What is perilous in the bill is that the description of what constitutes a threat is extremely broad. This could seriously limit freedoms."
