Jayapura, Jubi – Two teenagers in Intan Jaya Regency, Central Papua Province, identified as Daud Hagismijau and Kiko Hagismijau, were reportedly shot on Monday (29/6/2026).
The two teenagers were reportedly shot in Titigi Village, Sugapa District, while working with local residents on the construction of the St. Francis Xavier Titigi Catholic Church.
The Management of the West Papua National Liberation Army’s (TPNPB) National Commission Central Headquarters stated, based on a report from the Papua Intelligence Service (PIS), that the shooting was allegedly carried out by the military.
“Indonesian military personnel are [allegedly] responsible for conducting an operation and shooting two young men under the age of 18 on June 29, 2026, at around 12:00 noon. At the time, the two victims, along with other civilians, were working on the construction of the St. Francis Xavier Titigi Catholic Church in Titigi Village, Sugapa District, Intan Jaya Regency, Central Papua,” wrote TPNPB Spokesperson Sebby Sambom in his press release on Monday night (29/6/2026).
According to the TPNPB report, the two victims sustained gunshot wounds to the leg and back of the thigh, and during the shooting, the Indonesian military immediately took control of the main access route from the center of Sugapa City, the capital of Intan Jaya Regency, to Titigi Village and onward to Puncak Regency.
“[The military] blocked the path of subsequent refugees fleeing villages in Agisiga, Hitadipa, and Sugapa Districts as a result of Indonesian military operations and bombing attacks on churches and civilian homes in Hitadipa, Sugapa, and Agisiga Districts,” said Sambom.
He said that in addition to bombarding the area using drones from the air, security forces also carried out ground operations from June 26–29, 2026 in Intan Jaya. These actions resulted in numerous public facilities being burned down and caused a mass displacement from the three districts. Residents sought refuge in the forests and in the center of Sugapa City.
“We consider the shooting of two teenagers under the age of 18 while they were working on the construction of the St. Francis Xavier Titigi Catholic Church to be a form of crime against humanity.”
In addition, the use of heavy weaponry by the Indonesian military in its operations in Intan Jaya from June 26–29, 2026, is considered a form of war crime and crime against humanity that warrants serious attention from the UN and international human rights bodies.
“We also urge the UN to mandate the UN Security Council and the UN Human Rights Council to conduct an investigation and monitor the humanitarian situation in the Land of Papua,” said Sambom.
As of this report’s publication, there has been no statement from the relevant authorities regarding this report. Jubi has also not been able to verify this report with parties in Intan Jaya, as they could not be reached by mobile phone or messaging applications. (*)

Ongoing Indonesian brutality reminds us why we must uphold the spirit of 1971. In Titigi village, Intan Jaya yesterday (29th June), Indonesian soldiers opened fire on two minors, Duad Hagismijau (aged 18) and Kiko Hagismijau (aged 16). The youngsters, who are now being treated in hospital, were working on the construction of a Catholic Church in their village when the attack began. More than 2000 villagers were displaced by this latest display of colonial violence, adding to the 122,000+ refugees dispersed throughout West Papua.
Intan Jaya is a warzone. The Titigi assault was followed by further drone attacks on Danggoa Village – already the site of a previous drone-executed civilian killing – and Dangomba Village, Hitadipa District. On the same day, the TNI opened fire on two Papuan civilians near a military base by the Dogabu river, also in Hitadipa. One of them, a minor named Sandibega Agimbau, was hit by an “Asoka” shell; the other, a shepherd called Edianus Agimbau, suffered gunshot injuries and later died of his wounds. His last words, as recorded by Mr Agimbau, were “I cannot walk any further”.
Later that same day, the military claimed yet another victim, this time in Tolikara Regency. A man named Krona Penggu was shot and killed by Indonesian soldiers near the Tolikara border. The ULMWP demands that Indonesia immediately withdraws its colonial military from Intan Jaya and across the highlands, in order to allow refugees to return to their homes. They must also immediately cease using drones to drop bombs on Papuan civilians, a direct contravention of international law.

Sentani, Jubi – Three factions in the Jayapura Regency Legislative Council (DPRK) are seeking to revoke the establishment of three special committees, arguing that they were formed in violation of the council’s rules of procedure and applicable laws.
The committees cover new autonomous regions (DOB), the Free Nutritious Meals (MBG) program, and boundary demarcation.
The National Democrat Faction, the United Development Faction, and the Special Group Faction announced their position through a joint statement read by United Development Faction Chair Billy Suwae before members of the Kenambai Umbai Indigenous Entrepreneurs Forum (FPAKU) in Sentani on Tuesday.
“We believe the establishment of the DOB, MBG, and Boundary Demarcation special committees did not comply with the DPRK Jayapura’s rules of procedure or applicable laws and regulations. The process was procedurally flawed and could result in decisions that lack legal validity,” Suwae said.
The committees were established under separate decrees issued by the leadership of the Jayapura Regency Legislative Council—Decree No. 11 of 2026 for the DOB committee, No. 12 of 2026 for the MBG committee, and No. 13 of 2026 for the Boundary Demarcation Committee. Their establishment was later ratified during a plenary session on June 3.
The factions argued that revoking the committees is necessary to safeguard the council’s integrity and ensure legal certainty.
“To prevent prolonged controversy and ensure legal certainty, we urge the Speaker of the Jayapura Regency Legislative Council to immediately convene a plenary session on June 30 to revoke the decrees establishing the three special committees,” Suwae said.
The proposal reflects one of eight demands put forward by the Kenambai Umbai Indigenous Entrepreneurs Forum (FPAKU), whose members have occupied the grounds of the Jayapura Regency Legislative Council office since Monday.
As of Tuesday, dozens of demonstrators remained outside the council building, pressing lawmakers to immediately establish the proposed Special Committee on Special Autonomy. (*)
