Indonesian President Joko “Jokowi” Widodo visited Papua province Monday to inspect destruction from an anti-Jakarta riot that killed dozens of people last month, as critics complained that he had failed to address human rights issues at the heart of the conflict.
The visit was Jokowi’s first to the country’s easternmost province since a wave of street protests, sometimes violent, began in August over alleged racist remarks against Papuan students on Java island.
“We want everything to return to normal,” Joko said in remarks released by the cabinet secretariat.
Mobs torched government buildings, shops and homes after a rally descended into chaos on Sept. 23 in Wamena, the largest town in Papua’s highlands. At least 40 people were killed and about 16,000 of the 42,000 residents were uprooted or evacuated as a result.
Jokowi urged local authorities to rebuild the town’s Wouma market immediately along with homes and shops with assistance from the military and state-owned companies.
“We should learn from the recent events and unite to rebuild Papua,” he said.
Later, Jokowi traveled to the provincial capital Jayapura and officially launched the new Youtefa Bridge, which cost 1.8 trillion rupiah ($128.4 million) to build.
“A bridge can serve many functions and its multiplier effect can benefit the people,” Jokowi said.
The president promised to pay closer attention to Papua and West Papua provinces and visit the region two or three times a year during his second five-year term, which began last week. On Sunday, Jokowi visited West Papua.
“This is my 13th visit to Papua and we are determined to develop Papua to make it more advanced,” Jokowi said.
The president made constructing roads, bridges and infrastructure in Papua a priority in his first term, but that effort came into question in December 2018 when armed rebels killed 19 workers building a trans-Papua highway.
The government said that those killed were civilians working for a state-owned construction company, but the West Papua National Liberation Army, the armed wing of the separatist movement, insisted they were soldiers.
Rights activist reacts
Papuan human rights activist Theo Hasegem said despite Jokowi’s frequent visits, no rights abuse cases have been resolved during the president’s watch.
“If the conflict continues, who will enjoy the infrastructure development? That is a question that Papuans have been asking,” Hasegem told BenarNews.
The Wamena riot came a few weeks after protests that began in late August killed about a dozen people. Government buildings and schools were damaged while 450 shops and 165 homes were burned, according to the government.
The riot was the worst since 2000 when 30 people were killed during clashes between residents and security forces.
The government has blamed the separatist United Liberation Movement of West Papua (ULMWP) and the National Committee for West Papua for the unrest that has gripped Papua and West Papua since August when protesters took to the streets to demand a vote on self-determination.
The Papua region was incorporated into Indonesia in 1969, after a U.N.-administered ballot known as the Act of Free Choice. Many Papuans and rights groups said the vote was a sham because it involved only 1,000 people.

Late last month, Jokowi said he was ready to hold talks with separatist leaders to solve the conflict.

But ULMWP chairman Benny Wenda said the prospects of any talks depended on the government’s willingness to discuss a referendum on self-determination and withdraw 16,000 additional troops and police sent to the region in August.

President Joko “Jokowi” Widodo inaugurated the 732-meter Youtefa Bridge in Jayapura, Papua on Monday on the last leg of his three-day trip to Papua and West Papua.
Construction was started on the bridge, previously known as the Holtekamp Bridge, in May 2015. It spans Youtefa Bay, connecting Holtekamp village in the Muara Tani district with Hamadi village in the South Jayapura district. 
“I have always pushed to accelerate infrastructure construction in eastern Indonesia in parallel with human resources development. The goal, besides improving the people’s prosperity, is to improve connectivity so that the movement of goods and people can be faster, resulting in much cheaper goods and services for the public,” Jokowi said in his speech at the bridge’s inauguration.
“This is also the case with the Youtefa Bridge, which we are inaugurating today, a bridge that has been built over four years with a budget of Rp 1.8 trillion [US$128 million].”
The President added that he hoped that the bridge would serve as a new icon for Papua, particularly during the 2020 National Games (PON), which will be held in the province. 
“Finally, I also ask that the Papua provincial administration and the Jayapura municipal administration use the Youtefa Bridge to develop tourism in Youtefa Bay,” he said. “Use this as an opportunity for Papua to rise and advance.”
Shortly after the inauguration ceremony, Jokowi left the province to visit Ambon, Maluku. (kmt)

Jayapura, Papua (ANTARA) - Indonesian President Joko Widodo (Jokowi) is prepared to erect a Presidential Palace and Dormitory of Archipelago in Jayapura, the capital city of Papua Province, Abisai Rollo, revered figure of the Port Numbay customary community, stated.

In conversation with journalists after witnessing President Jokowi inaugurated  Youtefa Bridge in Jayapura on Monday, Rollo affirmed he had provided 10 hectares of land to the state to build the Indonesian Presidential Palace, the work for which will commence in 2020.

"(Late) President Soekarno's message to us all is that do not ask what your country has given to you but what you have given to your country," he stated, adding that the presidential palace is expected to be built in 2021.

Following its completion, President Jokowi, accompanied by First Lady Iriana during his working visit to the provinces of Papua and West Papua, has vowed to use the presidential palace, Rollo remarked.

"That is Mr. President's pledge to us when we met him in Jakarta in September. Today, he came here and conveyed that the Presidential Palace will be erected in Jayapura," Rollo noted.

Before continuing his work visit to Ambon, the capital city of Maluku Province, President Jokowi inaugurated Youtefa Bridge, or also popularly called Holtekamp Bridge by several residents of Jayapura, the capital city of Papua Province.

"I am upbeat that this Youtefa Bridge is cared for and kept clean," President Jokowi remarked while inaugurating the 732-meter-long and 21-meter-wide bridge at around 3:30 p.m. local time.

The president remarked that the bridge, whose construction began in 2015 and for which Rp1.8 trillion was spent, was expected to help bolster the province's economic development.

In connection with the construction of this Youtefa Bridge, Deputy Minister of Public Works and Public Housing (PUPR) Wempi Wetipo revealed that it was part of President Jokowi's commitment to expediting infrastructure development in Papua.

Hence, Wetipo urged the people at large, especially those residing in Jayapura, the capital city of Papua, to care for this long bridge in the province.

5) Youtefa Bridge reflects Jokowi's commitment to build Papua: Wetipo

Jayapura, Papua (ANTARA) - The construction of Youtefa Bridge is part of President Joko Widodo's (Jokowi’s) commitment to expediting infrastructure development in Papua Province, Deputy Minister of Public Works and Public Housing (PUPR) Wempi Wetipo stated.

Hence, Wetipo urged the people at large, especially those residing in Jayapura, the capital city of Papua, to care for this long bridge in the province, he told journalists while observing this bridge scheduled for inauguration here on Monday.

"Please take care of this bridge. Do not vandalize it again. This is evidence of a president's commitment to us," he noted, adding that President Jokowi truly cared for the rapid development of infrastructure facilities in Papua.

President Jokowi always demonstrated full commitment to developing Papua. Hence, the people of Papua should laud him by maintaining and caring for facilities, including the bridge, that his administration has built, he stated.

Wetipo noted that President Jokowi's focus on Papua was also apparent from the fact that he and other native Papuans were appointed as his cabinet members.

Some Rp943.6 billion was spent to construct this 732-meter-long Youtefa Bridge.

A consortium of state construction companies -- PT PP, PT Hutama Karya, and PT Nindya Karya -- constructed the bridge over Youtefa Bay to link Jayapura and Muara Tami District in Papua and Skouw District of the neighboring country Papua New Guinea.

In April 2018, President Jokowi had reviewed the progress in its construction during which he was optimistic that the long bridge would give rise to new economic centers in Jayapura and the nearby areas.

The project, the construction for which began in 2015, is already 80 percent complete. It will cut short the time required to reach Skouw border from Jayapura, from 2.5 hours to 60 minutes.

On the last day of his three-day visit to the country's easternmost regions, President Joko “Jokowi” Widodo visited Wouma Market in Wamena, Jayawijaya regency, Papua and promised to quickly repair damage from last month’s riots.
“Wouma Market is a place where residents sell farming products produced by people in Wamena and its surrounding areas,” Jokowi told reporters after the visit on Monday according to a statement. “That’s why we are prioritizing [repairing the market].”
He added that he had already set a target of two weeks for the Army's engineering directorate to complete repairs on the market, “so that economic activities in this market can continue as soon as possible.”
Besides the market, the President said he had ordered the directorate’s personnel to work together with state-owned enterprises to repair houses and shop-houses that had been damaged in the riots. 
Jokowi also urged people to work together to develop Papua. 
“If everyone here stays committed to remaining united and to work together to develop Papua, I think that we will soon achieve prosperity,” he said.
The violence that occurred on Sept. 23 saw mobs, reportedly comprising native Papuans, setting hundreds of buildings, houses and cars on fire and violently attacking residents. Thirty-three people, mostly non-natives, were killed during the riots, sparking concerns of communal violence. 
“I think that TNI [Indonesian Military] and National Police personnel are ready to guarantee security so that economic activities can carry on normally. Indonesia is a big country. So if there is a problem, we will resolve it. The important thing is that the problem is resolved,” Jokowi said. (kmt)

2) Wamena riot victims ready to hold dialog with President: Police

Jayapura, Papua (ANTARA) - Chief of Papua Police Inspector General Paulus Waterpauw spoke of the Wamena riot victims' readiness to meet and engage in a dialog with President Joko Widodo (Jokowi).

"The refugees are presently ready to hold a dialog with the president, though they are no longer staying in emergency tents but being accommodated in the homes of local residents. However, in the evening, several of them, including children and women, take refuge in places of worship and military office," Waterpauw noted here on Monday.

The refugees constitute displaced people since their houses were scorched by rioters in Wamena on Sept 23, 2019.

"Some 50 displaced people are victims, who had lost their homes in the fire set by rioters," he noted.

The situation in Wamena and Jayapura is currently safe and under control.

"Right now, I and commander of the Regional Military Command XVII Cenderawasih are in Wamena since Sunday," he revealed.

President Jokowi and his entourage were scheduled to visit Wamena District in Papua Province to obtain first-hand information following the brutal riot that killed 33 non-Papuans, displaced thousands of mostly migrants, and set fire to thousands of buildings and vehicles.

From Wamena, Jokowi will head to Jayapura to inaugurate the Yotefa Bridge built over Yotefa Bay.

The president and his entourage had earlier paid a working visit to West Papua Province after departing aboard the presidential aircraft from Halim Perdanakusuma Airport in East Jakarta on Saturday (Oct 26) for Sorong.

Members of the Presidential entourage constituted Public Works and Public Housing Minister Basuki Hadimuljono, Transportation Minister Budi Karya Sumadi, Home Affairs Minister Tito Karnavian, Chief of the Indonesian Defense Forces (TNI) Marshal Hadi Tjahjanto, and acting Chief of the Indonesian Police Commissioner General Ari Dono.

On Sunday morning, the president and First Lady Iriana greeted thousands of people hailing from 162 villages located in 10 sub-districts. They had congregated at the Irai football field in Pegunungan Arfak District, West Papua.

Jokowi pledged to build infrastructure, including roads, a hospital, and market in the mountainous area of Pegunugan Arfak District.

The Pegunungan Arfak-Manokwari road is crucial to transport people and goods, especially agricultural products.

"Thus, agricultural commodities from Pegunungan Arfak can later be marketed in Manokwari," the head of state was quoted as saying in a press statement issued by Erlin Suastini, head of the Press, Media, and Information Bureau in Jakarta.

Access to land transportation is also crucial for development of the tourism industry in Pegunungan Arfak that has scenic twin lakes: Anggi Giji and Anggi Gida.

Jokowi also pledged to build an airport, market, hospital, and community health centers in Pegunungan Arfak, the development projects for which will be completed within two years.

He later paid a visit to Irai Market to witness first-hand the commodities offered at the market and hold dialog with the local vendors.

West Papua Governor Dominggus Mandacan and District Head of Pegunungan Arfak Yosias Saroy accompanied President Jokowi during the visit.

On Sunday afternoon, Jokowi and his entourage headed to Kaimana District, West Papua, to enjoy a scenic sunset and then stayed overnight.

Jayapura, Papua (ANTARA) - Young Papuan generation’s 3,500 members joined a roll call and cultural parade at Swakarsa Field, Arso Sub-district, Keeron, Monday, coinciding with President Joko Widodo (Jokowi) and top government officials’ visit to Papua and West Papua.

"We hope President Jokowi would be able to join the roll call and cultural parade," Chairman of the event's organizing committee, Leo Hilman, told journalists in Jayapura, the capital city of Papua Province, on Sunday evening.

Attendees at the roll call and cultural parade, held to mark this year's Youth Pledge Day, were youngsters representing various customary communities and ethnic groups in the province. They will wear diverse traditional clothing, he stated.

Participants at this event will also hoist a 2,500-meter-long Red-and-White Flag and read out a youth pledge, he revealed.

Deputy West Papua Governor Mohamad Lakotani had earlier remarked that President Jokowi and his entourage were scheduled to visit Manokwari, the capital city of West Papua Province, and Pegunungan Arfak District.

On Monday (Oct 28), President Jokowi continues his working visit to Wamena, the capital city of Jayawijaya District, in Papua Province.

"We are thankful since from the onset, President Jokowi begins his second leadership term by visiting several areas in Papua and West Papua. Of course, we have several agenda items that we can propose to Mr. President," he remarked.

Meanwhile, Pegunungan Arfak District Head Yosias Saroy stated that during President Jokowi’s working visit, he had suggested to accelerate the completion of road and bridge construction projects.

"The status of the Prafi-Minyambouw-Anggi-Anggi Gida-Ransiki Road Section needs to be increased to be a national road since it connects the districts of Manokwari, Pegunungan Arfak, and Manokwari Selatan," he emphasized.

He also expressed keenness to appeal to the president to prioritize the development of human resources and expedite the construction of public hospital and health centers as well as boarding schools in his district.

The President said that he would prioritize the renovation of the market as the community’s place of trading agricultural products.
"I have set a target of two weeks that the rehabilitation must be completed, that would be executed by Zeni or the Army Corps of Engineers. Inshallah, it would be finished in two weeks. It would be operational soon so that the economic activities in this market would recover as soon as possible," he remarked.
In addition to the market, he asked the rehabilitation of residents' houses and shops to be carried out in cooperation between Zeni and State-Owned Enterprises to quickly reach completion. Meanwhile, the rehabilitation of Jayawijaya Regent's office will be managed by the Ministry of Public Works and Housing (PUPR).
The improvement was still in process as of date, he added. "The important thing is [the rehabilitation] is quickly done, the budget would come from PUPR Ministry," said the former governor of Jakarta.
He also appealed to the people to take a lesson from such experiences as these and make a commitment to unite and develop the country’s easternmost province.
"If everyone here holds a commitment to remain united, together in developing Papua, I think we can reach prosperity quickly," he said.
President Jokowi went on to say that the Indonesian Army and National Police assured the security in the province, and so the economy would return to normal.

Jakarta. President Joko "Jokowi" Widodo visited several districts in West Papua and Papua on Sunday – his first since unrest broke out in Indonesia's two easternmost provinces in August.  It was also his first official visit since his inauguration for a second term on Oct. 20.  

A helicopter carrying the president arrived in Arfak Mountain district at around 9.30 a.m. local time. He was accompanied by first lady Iriana, Indonesian Military (TNI) commander Air Chief Marshal Hadi Tjahjanto, Home Affairs Minister Tito Karnavian and Public Works and Housing Minister Basuki Hadimuljanto.  "I come here at the request of the district head and the governor, to take a firsthand look at the district. 
Of course, the district head and the governor want development in Arfak district," Jokowi told residents gathered at the town square, where he was welcomed with a traditional dance performance in the morning.  Antara reported that residents had started gathering at the square at 5.30 a.m. to wait for his arrival.  "I have listened to all proposals by the district head, and infrastructure development, particularly roads, must commence immediately, so agricultural products from here can be distributed to Manokwari or other provinces," Jokowi said.  The president said on his Twitter account that thousands of people had showed up for the gathering.  He spent about an hour in the district before proceeding to Manokwari – the provincial capital – and Kaimana district, before ending his trip in Papua's Jayawijaya district.  The two provinces experienced weeks of unrest triggered by widely reported incidents of racial abuse of Papuan students in East Java.    

At least 30 people were killed in riots in several districts, most notably Wamena and Jayapura, while many Papuan students left their campuses in Java in protest of unverified abuse. Thousands of non-Papuan residents also requested government assistance to be evacuated from the restive districts.  Although order has largely been restored, sporadic violence continues. Three motorcycle taxi drivers transporting passengers were killed by an armed group in Intan Jaya district, Papua, on Saturday. 

The authorities believe the gunmen were led by separatist leader Lekagak Telenggen.

Jakarta (ANTARA) - President Joko WIdodo (Jokowi) has pledged to build infrastructure including roads, hospital and market in Pegunungan (Mountainous) Arfak District, West Papua Province.

As requested by the Pegunungan Arfak District Head, the construction works of a road connecting Manokwari and Pegunungan Arfak would be completed soon, Jokowi said here on Sunday.

The President and First Lady Iriana greeted thousands of people hailing from 162 villages located in 10 sub-districts who gathered in Irai football field.

The Pegunungan Arfak-Manokwari road is crucial for transportation of people as well as goods particularly agricultural products.

"So agricultural commodities from Pegunungan Arfak could later be marketed in Manokwari," the President was quoted as saying in a press statement issued by Erlin Suastini, head of the Press, Media, and Information Bureau in Jakarta.

Land transportation access is also crucial for the development of tourism industry in Pegunungan Arfak which has beautiful twin lakes - Anggi Giji and Anggi Gida.

Jokowi also promised to build an airport, a market, a hospital and community health centers in Pegunungan Arfak and would complete the development projects within two years.

Jokowi and entourage on the occasion also visited Irai Market to see commodities offered in the market and have dialogs with local vendors.

Members of the Presidential entourage included Public Works and Public Housing Minister Basuki Hadimuljono, Transportation Minister Budi Karya Sumadi, Home Affairs Minister Tito Karnavian, Chief of the Indonesian Defense Forces (TNI) Marshal Hadi Tjahjanto, and acting Chief of the Indonesian Police Commissioner General Ari Dono.

West Papua Governor Dominggus Mandacan, and District Head of Pegunungan Arfak Yosias Saroy flanked President Jokowi during the visit.

In the meantime, Jokowi and his entourage were expected to stay overnight in Kaimana District, West Papua, on Sunday evening, after enjoying a scenic sunset in the afternoon.

Jokowi would check the infrastructure development projects including an airport renovation in Kaimana which is being designated as a halal tourism destination. The President and his entourage had departed aboard the presidential aircraft from Halim Perdanakusuma Airport in East Jakarta on Saturday for the Dominie Edward Osok Airport in Sorong, West Papua, for working visits to West Papua and Papua Provinces.

1) Papua police probe killing of three Ojek drivers

Jayapura, Papua (ANTARA) - Papua police is investigating the killing of three motorcycle taxi (Ojek) drivers in Pugisiga Village, Hitadipa Subdistrict, Intan Jaya District, for leads on the identity of the armed Papuan rebel leader who killed them Friday.  

Two of the three drivers were shot dead while the third was tortured to death. The victims had been evacuated and have been sent to their families for burial, Papua Police Spokesman Sen.Coms. Ahmad Kamal told ANTARA in Jayapura Saturday.

The killings occurred Friday after the Ojek drivers who intended to ferry their passengers passed by Pugisiga Village at around 10.55 a.m. local time, he said.

The Lekagak Telenggen-led armed rebels were allegedly responsible for the killing of these three innocent civilians, Spokesman of the XVII/Cenderawasih Regional Military Command Colonel Eko Daryanto revealed earlier.

The Ojek drivers shot dead and then hacked with machetes by the Lekagak Telenggen-led armed rebels were identified as Rizal (31), Herianto (31), and La Soni (25), he said.

The victims’ bodies could be extricated from the scene only after a local member of parliament, Titus Kobogau reported the incident to Intan Jaya District Head Natalis Tabuni, and Deki Belau, a young community leader.

Kobogau, himself, was intercepted by the same rebels while on his way to Pugisiga Village, Hitadipa Subdistrict, Intan Jaya District on Friday to pick up a churchgoer of Kingmi Chapel.

"According to Titus, he saw the three dead victims, lying on the ground. They could have been killed 30 minutes before he passed by the crime scene," Daryanto said.

Luckily, he was allowed by the rebels to continue his trip, Kobogau said. He reported what he saw to Tabuni and Belau.

On Friday afternoon, Tabuni held a meeting with authorities concerned to discuss ways to evacuate the murdered Ojek drivers from the crime scene to the Boligai Health Center.

Tabuni condemned the killing of innocent civilians after seeing their bodies, urging residents to remain calm. He asked other Ojek drivers to be careful and to restrict their working hours.

The latest incident has increased the list of innocent civilians killed by armed Papuan rebels.

On September 26, for instance, two Ojek drivers, Alwi and Midung, were executed by rebels near the Muara suspension bridge in Amnunggi Village, Ilaga Sub-district, Puncak District, Papua.

The deaths of these drivers also exposed the dirty underbelly of the ongoing campaign by rebels to slay civilians in Papua since the separatist organization, Free Papua Movement (OPM), declared war on Indonesia early this year. (INE)

Jayapura, Papua (ANTARA) - Papuan figure Chris D.J. Fonataba vociferously commended the Indonesian police (Polri) and military (TNI) for maintaining security in Papua, Indonesia’s easternmost province, right from the presidential election until the presidential inauguration on October 20, 2019.

"I praise the TNI and Polri for their hard work in protecting the Papuan people and securing the general elections. I hope they would remain our good working partner," he affirmed in the Papua provincial capital of Jayapura on Friday.

Furthermore, Fonataba, concurrently chief of the United Papua Party, extended his congratulations to Joko Widodo and Ma'ruf Amin on being inaugurated as the president and vice president on October 20, 2019.

"I congratulate Mr Jokowi and Ma'ruf on being inaugurated as president and vice president of the Republic of Indonesia," he remarked.

He expressed hope that Jokowi would continue to focus on Papua not only in terms of infrastructure but also other policies, including the development of human resources.

Airing his views on the new cabinet lineup announced on Wednesday, Fonataba admitted to not having any qualms about no Papuan representation in the ministerial line-up in the Jokowi-Ma'ruf administration for the 2019-2024 period.

3) Amnesty International petition -Release peaceful West Papua supporters

Indonesia: Release peaceful West Papua supporters
Indonesia has detained and charged six people with ‘rebellion’ after they peacefully expressed their support for West Papua’s right to self-determination.
Jakarta police arrested Dano (Anes) Tabuni, Carles Kosay, Ambrosius Mulait, Isay Wenda, Arina Lokbere, and Surya Anta Ginting at the end of August. 
The peaceful activists are being held in separate cells and are reportedly experiencing hallucinations and depression. The authorities are only allowing them access to their families and lawyers twice a week for two hours each.
Surya Anta Ginting is the first non-Papuan Indonesian ever charged with ‘rebellion’ for West Papua’s cause. He has been isolated in a poorly ventilated cell, causing trouble sleeping. His right ear is so badly infected that he’s experiencing intermittent deafness. Dano Tabuni, Ambrosius Mulait, and Isay Wenda are also sick.
The six activists are prisoners of conscience, as they have been detained solely for peacefully exercising their right to freedom of expression and assembly.
Sign the petition to Indonesia’s National Police Chief demanding they immediately release the six Papuan activists and drop all the charges against them.
