1) Komnas HAM Papua clarifies status of civilian Yusak Sondegau in Intan Jaya Conflict

Jayapura, Jubi – In response to the armed clash between the West Papua National Liberation Army (TPNPB) and the Indonesian Military (TNI) and Police in Intan Jaya Regency, Central Papua Province, Frits Ramandey, the Head of the Papua Representative Office of the National Human Rights Commission (Komnas HAM Papua), stated that Yusak Sondegau (40), who lost his life during the incident, was a civilian.

“He cannot be verified as a TPNPB member. Until today, we consider him a civilian in Bilogai Village, Intan Jaya,”  Ramandey made this statement in Jayapura on Tuesday (23/1/2024).

The armed conflict occurred from January 19 to 21, 2024, involving the TPNPB and TNI/Police in Intan Jaya. This conflict resulted in the death of First Brig. Anumerta Alfandi Steve Karamoy, a member of the Cartenz Peace Operation. Additionally, Yusak Sondegau lost his life during the armed clash.

Ramandey mentioned that they have communicated with the TPNPB, and according to their information, Yusak Sondegau was not a member of their group. He emphasized that an individual can be considered a TPNPB member if there is acknowledgment from the group’s leadership and tangible evidence, such as possessing firearms.

“I have checked with one of the groups, and they did not mention him as their network. Komnas HAM has not found these two pieces of evidence, so we consider him a civilian,” he explained.

Ramandey urged the TPNPB not to conduct sporadic guerrilla actions as it could trigger a stronger reaction from the security forces, affecting civilians. Security forces were also urged to carry out measured law enforcement operations without targeting civilians.

“Law enforcement operations must be measured. For instance, if the leaders [of TPNPB] have been identified. [And if there is an armed clash] in the midst of [civilian] settlements, unless there is sufficient evidence, such as [civilians] having firearms, then measured action can be taken,” he said.

On January 21, 2024, Col. Inf Candra Kurniawan SE MM, the Chief of Information of the XVII/Cenderawasih Military Region, stated in a written announcement that the joint TNI/Police forces shot and killed one TPNPB member named Yusak Sondegau. The incident occurred during law enforcement operations when the forces observed seven TPNPB members carrying two long-barreled weapons from Baitapa Village to Kumbalagupa Sugapa, Intan Jaya.

“Subsequently, the TNI/Police took decisive action by shooting the armed TPNPB member, resulting in an exchange of fire. This incident led to the death of one TPNPB member, Yusak Sondegau, who was shot and killed. However, his weapon was taken and carried away by other TPNPB members,” he said.

On January 22, 2024, Bayu Suseno, the Head of the Public Relations Task Force for Operation Peace Cartenz, stated that a civilian named Yusak Sondegau and a Brimob personnel, Briptu Alfando Steve Karamoy, died in a series of attacks since Friday. Bayu mentioned that Yusak Sondegau died from TPNPB gunfire.

On January 23, 2024, Gusby Wakerkwa, the Commander of the General Operations of the West Papua Army (WPA) or West Papua Liberation Army, denied the TNI/Police’s statement that they shot WPA or TPNPB members named Yusak Sondegau (40) and Apriana Sani. According to him, Yusak Sondegau and Apriana Sani were civilians.

Wakerkwa stated that TNI/Police shot Yusak Sondegau dead and inflicted serious injuries to Apriana Sani’s left hand. He emphasized that the combined Indonesian National Army (TNI) and Police forces shot civilians named Yusak Sondegau (40) and Apriana Sani in Sugapa, Intan Jaya, Central Papua Province, from January 19 to 21, 2024.

He clarified that both Yusak Sondegau and Apriana Sani were not WPA members but civilians shot by the TNI/Police, Indonesian terrorist forces here (Intan Jaya). He conveyed this information in a press release received by Jubi on Tuesday. (*)

2) Freeport’s AMDAL still underway, optimism expressed by company representative

Jayapura, Jubi – The second environmental impact analysis (AMDAL) process by PT Freeport Indonesia is currently in progress, with the company expressing optimism that everything will proceed as planned.

“The second AMDAL by Freeport is still underway. We are optimistic that the process will proceed as expected,” Agung Laksamana, Executive Vice President of External Affairs at PT Freeport Indonesia, responded to Jubi’s inquiry via WhatsApp on Sunday (1/21/2024).

The AMDAL by Freeport focuses on underground mining and tailings. Anthropologist Enrico Kondologit from the University of Cenderawasih, mentioned that a team from the university’s Department of Anthropology participated in technical meetings on Wednesday and the AMDAL vommission meeting on underground mining and tailings of Freeport on Friday.

Enrico added that Marlina Flassy, the Dean of the Faculty of Social and Political Sciences at the University of Cenderawasih, who is also an anthropologist, participated, and they all returned from the AMDAL commission meeting on Friday night.

According to Jubi’s source from Jakarta, the entire AMDAL team operates under PT Widya Cipta Buana, which conducts the AMDAL study for underground mining at PT Freeport Indonesia. PT Widya Cipta Buana collaborates with the Research and Industry Affiliate Institute (LAPI) of Bandung Institute of Technology (ITB).

As per information from widyacipta.com, the company is located in the Metro Office Complex, West Venus Street, Kav 15 Margahayu Raya, Bandung 40286. Established on August 6, 1992, with an amendment act on November 2, 2000, the company has experience conducting AMDAL studies in various locations in Indonesia using local or contracted experts.

Freeport’s initial AMDAL in 1997 received approval from the Indonesian government, and the documents became references for environmental management. All crucial aspects of mining activities, ore processing, and other supporting sectors have been identified and managed to minimize their impact.

“We report our environmental management and monitoring activities to the Ministry of Environment and other technical departments every quarter,” said the company representative.

In 2012, they identified compliance status with all environmental management regulations in Indonesia, covering environmental management, waste management, water management, forests and biodiversity, AMDAL, and hazardous and toxic substances (B3) management. (*)

3) Security forces shoot three Suspected TPNPB members in Intan Jaya

Jayapura, Jubi – The Head of Cartenz Peace Operation, Sr. Comr. Faizal Ramadhani, stated that on Sunday (1/21/2024), the joint military/police forces shot three suspected members of the West Papua National Liberation Army (TPNPB) in Intan Jaya Regency, Central Papua Province.

Faizal identified the three suspected TPNPB members shot by security forces as Oni Kobagau, Jaringan Belau, and Agustia. According to Faizal, these individuals were allegedly involved in attacking security posts in Intan Jaya on Friday and Saturday.

Faizal mentioned that the security forces obtained information about the shooting of the three suspected TPNPB members from informants within Yoswa Maisani’s group. However, the whereabouts and condition of the three individuals are unknown.

“Our informant reported that the three TPNPB members were shot in the chest and legs,” he said on Monday.

Since Friday (1/19/2024), the TPNPB group has continued to attack security posts in Sugapa, Intan Jaya. Bayu Suseno, the Head of the Public Relations Task Force for Cartenz Peace  Operation, confirmed that a civilian named Yusak Sondegau became a casualty and died from TPNPB gunfire. Additionally, a mobile brigade member, First Brig. Anumerta Alfando Steve Karamoy, also lost his life in the series of attacks since Friday.

Bayu stated that his personnel will continue to pursue and investigate TPNPB members involved in the attacks. (*)

4) Five members of TPNPB reported dead in clashes in Intan Jaya

Jayapura, Jubi – In an armed confrontation with combined Indonesian Military (TNI) and Police forces on Sunday (21/1/2024) and Tuesday (23/1/2024), five members of the West Papua National Liberation Army (TPNPB) in the Intan Jaya region were reported dead.

The individuals identified are Oni Kobagau, Jaringan Belau, Agustia, Ones, and Melkias Maisani.

“Initially, it was reported that three TPNPB members died in the shootout, but after further examination, the death toll has reached five individuals,” said Sr. Comr. Faizal Ramadhani, the Head Cartenz Peace Operation in Jayapura on Tuesday.

According to Faizal, TPNPB terror against security forces occurred again as the aircraft carrying personnel from the Peace Cartenz Law Enforcement Task Force was landing in Intan Jaya, Papua.

“This morning around 09:30 WIB, the aircraft was shot by TPNPB until it landed, and after landing, we received assistance from the TNI Perimeter Post Yon 330/TD. The shots are suspected to have come from the direction of the Catholic Church of Saint Misael, Bilogai,” he stated.

During the incident, security forces from the TNI Perimeter Post Yonif 330/TD immediately responded by firing back at the TPNPB group.

“Drone observations revealed that one TPNPB member, named Melkias Maisani, was killed. However, both the body and the firearms used were taken away by other comrades,” he said.

Head of the Public Relations Task Force for Cartenz Peace, Adj. Sr. Comr. Bayu Suseno, stated that they would continue to make strong efforts to address the terror activities of the TPNPB group that poses a constant threat to security in the Intan Jaya region.

“The authorities are intensifying efforts to handle the security situation in the area while monitoring developments and providing maximum protection to the local community,” said Bayu.

In response to the events in Intan Jaya, Bayu urged the local community to remain calm and not be provoked by misleading information that may come from unclear sources. (*
