The Awaking Papua Forum (Forum Papua Bangkit) said it suspects corruption was the cause of the long delay in the construction of a Trans Irian highway linking the southern and north ends of the country's most underdeveloped region.

Road and bridge projects financed with funds from the state budget are laden with big mark-ups," Hengky said as quoted by Antara news agency.
He also accused officials in Jakarta of having a share in the corruption committed by authorities in the region .
"The authorities in the regions were forced to pay a certain amount to those in power in Jakarta, including the legislators who acted as project brokers," he said.
He said half a century had passed since Papua joined Indonesia and so far Papua has been left poor, isolated and marginalized.
Hengky said the issue of more autonomous areas in Papua planned by the central government was an attempt at diverting attention away from alleged corruption and money laundering.

Indonesia will recall its ambassador to Australia over claims that an Australian spy agency gathered intelligence on President Susilo Bambang Yudhoyono and snooped on his wife and his inner circle.
“We are not satisfied with the dismissive explanations from Australia,” Indonesian Foreign Minister Marty Natalegawa said at a press conference on Monday. “We are recalling our ambassador from Australia for consultation.”
The Australian Broadcasting Corporation and the Guardian newspaper on Monday released secret documents leaked by US whistleblower Edward Snowden which showed that Australia’s electronic intelligence agency, the Defense Signals Directorate, tracked Yudhoyono’s activity on his mobile phone for 15 days in August 2009 when the Labor Party’s Kevin Rudd was prime minister.
“This violates every legal agreement we have, both national and international,” Marty said. “It’s already having a very serious effect on relations.”
The list of targets also included First Lady Ani Yudhoyono, Vice President Boediono, former Vice President Jusuf Kalla, a foreign affairs spokesman, the coordinating minister for political, legal and security affairs and also the information minister.
Coordinating Minister of Political, Legal and Security Affairs Djoko Suyanto said that he had asked Marty to contact Australian foreign affairs minister Julie Bishop concerning the new spy allegation.
“The Ministry of Political, Legal and Security Affairs, through the Foreign Affairs Ministry, will contact Julie Bishop to tell her that this issue will bring a negative impact to Indonesia and Australia’s bilateral relationship,” Djoko said. “We want Australia to officially and publicly explain [their actions] and make a commitment that they will not do this again.”
