1) 15 PERCENT OF REGIONAL BUDGET ALLOCATED FOR HEALTH DEVELOPMENT

Wamena, Jubi – Papua health chief Drg. Aloysius Giay reminded Papua’s regional heads to allocate 15 percent of the Regional Budget for health development.
He said in Wamena on Tuesday (12/01/2016) that budget allocation for health development is mandated in the Law 21/2001 on Papua Special Autonomy.
“I ask to the regional and municipal governments to allocate at least 15 percent of their total budget for health services development. It is the mandate of Papua Special Autonomy Law,” he said.
Related to this issue, he also reminded the regional heads and their officials to not reduce the allocated budget for health sector. Without adequate budgetary support, he said, the health development in many regencies and municipality in Papua would not be well implemented.
As the result, he said, such regions would difficult to provide the basic health services, moreover to deal with epidemic diseases that might lead to death of citizens as it was occurred recently at Mbua Sub-district, Nduga Regency.
“If the Regional Health officials proposed the Budget Plan for health services, I ask the regent or Regional Planning Development Agency or Regional Finance Agency to not reduce the figures,” he said.
Giay also reminded all stakeholders whose tasks and responsibilities are taking care the public services, especially related to the health services, to work seriously.
Until now, Papua Health Office is still waiting further confirmation from the Animal Husbandry Office on the result of laboratory tests on mass chicken death before the extraordinary case of dozens of infant mortality in that area. (*/rom)

Jayapura, Jubi – Following the escape of thirteen prisoners from Abepura Prison on 8 January, the joint Police and Military forces deployed in hunting and chasing the prisoners moved restrict their space by closing at least thirty-one byways or known as rat lines, unofficial road access to Papua New Guinea.
The Military Regional District 172/PWY Commander, Colonel Infantry Sugiyono said those byways are located in Skow border area, Jayapura Municipality and Keerom Regency. He said the security forces needs to anticipate those road accesses since criminals frequently used it to cross the land.
“We will continue to restrict surveillance along the rat lines by intensifying patrols. We have authority to close it because people who used to take these roads have no good intention, therefore we oblige to pay more attention, in particular through the nearest post towards the rat lines,” Commander Sugiyono

He said an indication of prisoners taking the roads is very large; moreover there is close affiliation among people living in the Indonesia-PNG border area.
“Earlier the rate lines along the Indonesia – PNG border has been our attention, but the escape of thirteen prisoners lead us to improve the patrols. In assisting the Police to hunt those thirteen prisoners, Regional Military District 172/PWY deploy 1,400 soldiers of three battalions,” he said.

Nabire, Jubi – The acting Nabire regent has launched a paddy field extension project of 150 hectares in Nabire Regency on Monday (11/1/2016).
The project would start in February 2016 by clearing land intended for cultivation, said the Head of Nabire Agriculture and Plantation Office, Yasor V. Sawo at the allocated paddy field located at Wanggar Sari Village of Wanggar Sub-district, Nabire Regency, Papua.
This preparation of paddy field, according to him, is targeted to be done in June or July 2016 and ready for planting.
He added the preparation process would be fully done by Army Engineering Directorate while the Nabire Agriculture and Plantation Office has obligation to supervise and monitor the implementation of work until ready for planting.
“Land clearing, weeding, paddy bedding, irrigation, patches and so on are the Army’s responsibilities,” he said.
While the funding source for the land clearing and this preparation is derived from the State Budget of the Indonesian Ministry of Agriculture of the fiscal year 2016. “The unit cost per hectare is Rp 20 million. If it’s multiplied with 150 hectares, the total is approximately Rp 300 million,” he said.
At the same place, the 1705 Paniai Military District Commander Lieutenant Air Defense Artillery Yulian Iskandar said the military personnel are always ready to support the agricultural program in Papua, in particular in Nabire Regency.
“Because it has been planned in the program of the Ministry of Agriculture and the Indonesian Army through a Memorandum of Understanding to improve the paddy field in Nabire Regency,” he said.
“And obviously as soldiers in the 1705 Paniai District Command, together with Denzipur 12-OHH (Engineering Battalion), we will execute the work,” he said. (Munir/rom)

4) Electricity Supplies Affect Human Development Index In Papua

Jayapura, Jubi – Energy and Mineral Resources Office said the low human development index in Papua was the result of unequal distribution of electricity.
“HDI in Papua is low, even lower than West Papua Province. Let’s review, it is certain worst in the regions with no electricity,” the Head of Papua Energy and Mineral Resources Office, Bangun Manurung, said in Jayapura on Tuesday (12/1/2016).
Manurung said his office has mentioned about the Solar Power Plant and Micro-hydro Power Plan to the Ministry of Energy and Mineral Resources, but he thought the ministry has different reactions than any other ministry.
It is different because of other ministries have given tasks or delegated responsibilities to those worked in provincial or regional levels, but the Ministry of Energy and Mineral Resources want to solve the problem on their own, while this problem has been delivered continuously.
“Perhaps it is because of small population in Papua, therefore it does not become their major priority in the nationwide electricity improvement. Although I am not certain about their reason,” he said.
However, Papua Energy and Mineral Resources Office would continuously urge the ministry to allow the ministry and institutional budget could be allocated for Papua, it would be better if Papua prepares a Detail Engineering Design.
“HDI in Papua is obviously not determined by road access but electricity supplies. Therefore, we should move together to stand for this,” Manurung said.
Earlier, the General Manager of State Electricity Company Region Papua and West Papua, Robert Sitorus said to meet the needs of electricity supplies in Papua, the company is planning to build a Gas Power Plant of 240 Megawatt capacities that would be centralized in Jayapura Municipality, Merauke Regency and Mimika Regency.
