1) New Lens On Papua: Cultural Exhibition Aims to Change Perspectives on Troubled Province

Jakarta. The Education and Culture Ministry is holding an exhibition of Papuan culture, titled "The Diversity of Papuan Culture," at the Sarinah Mall on Jalan Thamrin in Central Jakarta from Nov. 18 to Dec. 18.
The exhibition is part of the ministry's cultural diplomacy to show that Papua is part of Indonesia and an important contributor to the country's heritage.

The event will feature workshops, eco-fashion shows, painting classes, Papuan dance tutorials and culinary exhibitions.
There will also be booths selling Papuan coffee, clothing, batik, accessories, traditional medicine, handmade home appliances and more.
James Modouw, a special staff for central and regional relations at the ministry, said the event also aims to educate people about multiculturalism.
"We need to understand more of our diversity and multiculturalism through events like this. We want everyone to see what Papuan culture is really like," James said.
One of the more famous Papuan accessories on display at the exhibition is the noken, a traditional Papuan woven handbag that has been declared an intangible cultural heritage by the United Nations Educational, Scientific and Cultural Organization (Unesco) in 2012.

Titus Pekei, the director of the Noken Foundation, said the noken is both an indispensable everyday accessory that Papuans often use as a carryall and a metaphor for Papuan society.
"The noken represents a system that all Papuans follow. The noken weave represents the bond and interconnectedness between Papuans. Making a noken requires commitment so it also represents a commitment to one's community. The Papuan mamas use it to carry their babies, so it is also a sacred object," Titus said at a discussion on Monday.
The noken is woven or knotted from wood fibers or leaves. Papuans use it to carry everything from fresh produce to small animals, firewood, even babies.
Unesco said the noken needs to be safeguarded since the artisans making it are disappearing. 
As many as 38 objects in Unesco's Intangible Cultural Heritage list are from Papua.

2) Surya Anta and other Papua treason suspects handed over to state prosecutor

Jakarta – On Monday November 18, the Metro Jaya regional police (Polda Metro Jaya) handed over six suspects charged with raising the Morning Star flag in front of the State Palace in August to the Central Jakarta State Prosecutor’s Office (Kejari Jakpus).
The six suspects are Paulus Suryanta Ginting (Surya Anta), Isay Wenda, Charles Kosay, Ambrosius Mulait, Anes Danoo Tabuni and Arina Elopere.

The hand over was carried out after the chief public prosecutor declared that six suspects’ case dossiers were complete or P21 – the final stage in a police investigation.
“Yes it’s true, the case dossiers have been declared complete. Today, the six suspects were transferred to the Central Jakarta State Prosecutor’s Office”, said Metro Jaya regional police General Crimes Detectives Director Senior Commissioner Suyudi Ario Seto when sought for confirmation on Monday.
Meanwhile, the head of the Metro Jaya regional police General Crimes Detectives Directorate State Security Sub-Directorate chief Police Commander Dwiasi Wiyatputera said that the six suspects were in a healthy condition when they were handed over to the Central Jakarta State Prosecutor’s Office.
During the hand over, said Wiyatputera, the police escorted the suspects from the Mobile Brigade Command Headquarters detention center (Rutan Mako Brimob) in Depok, to the Central Jakarta State Prosecutor’s Office.
“The prisoner escort team has already departed from Polda Metro Jaya for the (Rutan) Mako Brimob, then they will go together to the Kejari Jakpus to hand over the prisoners”, said Wiyatputera.
Police arrested the six suspects in relation to a protest in front of the State Palace on August 28 in which the Morning Star independence flag was flown.
One of the six suspects, Indonesian People’s Front for West Papua (FRI-WP) spokesperson Surya Anta Ginting, was arrested at Plaza Indonesia in Jakarta on Saturday August 31.
Police charged the six suspects under Articles 106 and 110 of the Criminal Code (KUHP) on makar (treason, subversion, rebellion).

The lawyers for the suspects submitted a pre-trial suit challenging their arrests with the South Jakarta District Court on Tuesday October 22.
The first hearing was held in Monday November 11 but the Metro Jaya regional police failed to appear and the hearing was postponed by two weeks until November 25. (dis/gil)

Jakarta – The handover of the investigation dossiers and the six suspects charged with raising the Morning Star independence flag to the Central Jakarta State Prosecutor’s Office (Kejari Jakpus) is seen as an attempt by police to avoid the pre-trail suit challenging their arrest.
“We think there are efforts to avoid the pre-trial process”, Civil Society Coalition for Democracy spokesperson Pastor Suarbudaya Rahadian told CNN Indonesia by telephone on Monday November 18.
Rahadian also believes that the police’s actions disrespect the pre-trial process which is currently underway.
“The police must still be held accountable for the arrests which we allege to be illegal. Meaning by immediately handing over the investigation dossiers to the prosecutor’s office, it means that the police are side stepping the pre-trail suit. The pre-trail suit must be finished first”, he said.

These suspicions were reinforced by the police’s absense at the first pre-trial hearing of the Papuan activists on Monday November 11. Rahadian said that the police’s failure to appear was an effort to play for time.
“Because of this, we want the pre-trail process to be accelerated. The other day the police failed to appear, and the court gave them a long time, a two week [postponement]. This was the week that the police hurried to hand over the dossiers”, he added.
At the first pre-trial hearing last week, the lawyer acting for Indonesian People’s Front for West Papua (FRI-WP) spokesperson Surya Anta and the five Papuan students requested on several occasions that the police be summoned sooner. The sole judge in the case however responded by insisting that the summons for the next hearing would be in two weeks.

“This is to allow for an appropriate time”, said Judge Agus Widodo during the first pre-trial hearing at the South Jakarta District Court on Monday November 11.
Earlier, the head of the Metro Jaya regional police (Polda Metro Jaya) General Crimes Detectives Directorate State Security Sub-Directorate chief Police Commander Dwiasi Wiyatputera said that the six suspects were in good health when they were handed over to the Central Jakarta State Prosecutors’ Office.
During the hand over, said Wiyatputera, the police escorted the suspects from the Mobile Brigade Command Headquarters detention center (Rutan Mako Brimob) in Depok, to the Central Jakarta State Prosecutor’s Office.

On October 22, the suspects’ lawyer registered a pre-trail suit with the South Jakarta District Court. The Papua Advocacy Team believes that there were procedural irregularities in the arrests of the suspects.
“Our clients were never summoned as witness, but all of a sudden arrested and declared suspects”, said lawyer Oky Wiratama. (ika/arh)
