1) Komnas HAM must investigate alleged Sinak torture case: LP3BH Manokwari

Jubi TV – Executive Director of the Manokwari Institute for Research, Assessment, and Development of Legal Aid (LP3BH) Yan Cristian Warinussy has called for an investigation of the alleged persecution of seven children in Sinak District, Puncak Regency, Papua Province.
“I agree there must be an investigation into the alleged torture of seven children in Puncak’s Sinak District by members of the Indonesian Military (TNI),” Warinussy said in Manokwari on Sunday, March 6, 2022.
Warinussy, who is also the spokesperson for the Papua Peace Network (JDP), cited Coordinator of the Commission for Missing Persons and Victims of Violence (KontraS) Fatia Maulidiyanti, saying one of the victims of the persecution named Makilon Tabuni was suspected to have died.

Investigations of alleged human rights violations are strongly stipulated in Law No. 39/1999 on Human Rights and Law No. 26/2000 on the Human Rights Court.
“Therefore, I as the Executive Director of LP3BH Manokwari, urge the National Human Rights Commission (Komnas HAM) to immediately investigate allegations of human rights violations in Sinak, where seven children have been allegedly abused,” he said.

The legal basis for Komnas HAM investigations, Warinussy said, was Article 7 Letter b and Article 9 Letter a and f of Law No. 26/2000 on the Human Rights Court. It is strongly suspected that the torture of the seven children fulfills the elements of murder and torture as stipulated in Article 9 of Law No. 26/2000 on the Human Rights Court.

Thus, Komnas HAM must fulfill its mandate as stated by Article 18 and Article 19 of Human Rights Court Law by investigating the Sinak case, which is suspected to be the cause of Makilon Tabuni’s death, while six of his friends are currently injured.

The Komnas HAM investigations are very important and urgent to obtain sufficient evidence regarding allegations of gross human rights violations.
“To reveal the truth behind what the TNI called a ‘hoax’, the Komnas HAM must investigate the Sinak case immediately,” he said. (*)

2) Police officers in Papua instructed to safeguard development agenda

Jakarta (ANTARA) - National Police Chief General Listyo Sigit Prabowo directed police officers in Papua to safeguard the regional development agenda in the province through dialogue and humanistic approaches to be applied in their dealings with local communities.

However, the police are required to continue to apply stern measures against armed Papuan separatist terrorists, who continue to pose threats to public law and order, Prabowo stated.

The national police chief made the statement while delivering his directives at a technical meeting held at the Police's Mobile Brigade (Brimob) Training Center in the Cikeas neighborhood of Bogor District, West Java, on Thursday.

"All police personnel stationed in Papua must emphasize on dialogue and humanistic approaches in their interactions with the local communities," Prabowo emphasized.

The government has been striving to transform Indonesia's economy by shifting the foundations of its economy from a consuming to producing country and from the Java-centric development to Indonesia-centric one, he stressed.

"Of course, Papua is one of the provinces that receives the government's serious attention," he remarked while adding that the government is striving to boost the locals' prosperity through education, economy, and culture.

Amid the government's serious endeavors to improve the Papuan people's prosperity through regional developments in various sectors, there are certain parties, who continue to disrupt the agenda, he pointed out.

"The disruptions continue along with the proliferation of propaganda that may pose threats to the unity of Indonesians. The parties want the regional development agenda there to get disrupted," he remarked.

To support the implementation of its dialogue and humanistic approaches in Papua, the National Police had officially launched the Operation Peace Cartenz, he stated.

ANTARA noted that the operation launched on January 17, 2022, covers the areas of Pegunungan Bintang, Yahukimo, Nduga, Intan Jaya, and Ilaga districts.

The operation, which focuses on community empowerment, intelligence, public relations, and law enforcement, will be in effect until December 31, 2022.

Papua has borne witness to a repeated cycle of violence over the past few years, with armed groups in the districts of Intan Jaya, Nduga, and Puncak targeting civilians and security personnel.

On March 2, 2022, several members of an armed Papuan group operating in Beoga Sub-district, Puncak District, killed Palaparing Timur Telematika's (PTT's) eight workers conducting repair work on a base transceiver station (BTS) tower of state-owned telecommunications operator Telkomsel.

The workers slain in the attack were identified as B, R, BN, BT, J, E, S, and PD, while another worker, only identified by his initials as NS, survived the deadly assault, according to Papua Police spokesperson Senior Commissioner Ahmad Kamal.

The case of murder of PTT workers is not the first tragedy to have struck this eastern Indonesian province.

On December 2, 2018, a group of armed Papuan rebels had brutally killed PT Istaka Karya's 31 workers, who were engaged in construction and building the Trans Papua project in Kali Yigi and Kali Aurak in Yigi Sub-District, Nduga District, Papua Province.

The armed rebels, who launched the brutal killings, also slayed a soldier named Handoko and injured two other security personnel, Sugeng and Wahyu.

3) Commanding officer confirms no reinforcement of Kopassus in Papua

Jakarta (ANTARA) - A top commanding officer of the Indonesian Army's Special Forces (Kopassus) disclosed that no additional soldiers were reinforced in Papua Province following the recent killings of eight workers.

"Until now, there is no reinforcement of additional soldiers in Papua," Kopassus Commanding Officer Major General Widi Prasetijono told journalists at the special forces' headquarters in Cijantung on Thursday.

Besides that, Kopassus is awaiting directives of the Indonesian Military (TNI) Commander General Andika Perkasa, he noted.

Currently, Kopassus soldiers are involved in a military operational control aid (BKO) by concentrating on activities of TNI's territorial development-based approaches in Papua, he stated.

"The activities are concentrated on those related to the TNI's territorial development program, so that all operations in Papua are conducted by the Cenderawasih and Kasuari Military Regional Commands," he remarked.

The case of murder of PTT workers is not the first tragedy to have struck this eastern Indonesian province.

Speaking in connection with ways to end the ongoing cycle of armed violence in the provinces of Papua and West Papua, TNI Commander General Andika Perkasa has pledged to emphasize "social communication" to deal with Papuan groups that continue to threaten the lives of civilians and security personnel there.

4) Armed Papuan separatist terrorists again assault workers in Papua


Jayapura, Papua (ANTARA) - Six days after armed Papuan separatist terrorists brutally killed eight workers in Beoga Sub-district, Puncak District, Papua Province, on March 2, they again assaulted another construction worker on March 8.

According to Papua Police Chief Inspector General Mathius Fakhiri, the injured worker, who was assaulted in Kumbalagupa Village of Sugapa Sub-district, Intan Jaya District, was identified as Aris Kalan.

The attackers belong to the Undius Kogoya-led armed Papuan group, Fakhiri noted in a statement that ANTARA quoted in Jayapura, the capital of Papua Province, on Friday.

Fakhiri remarked that the Intan Jaya police investigators are continuing to probe the assault case of Kalan, the construction worker for the government's social housing project in Kumbalagupa Village.

The police officers have identified two men, who attacked Kalan and his workmate, only identified by his initials as SB, he stated while adding that they were assaulted when they were checking a fully completed housing unit.

While numbering and taking photo of the house, two men, armed with machetes, suddenly showed up and shouted at them while asking about their foreman. Kalan and SB did not respond to their question.

The armed men then attacked Kalan with machetes, but he survived the assault after fleeing to some bushes near the house, while SB defended himself by fighting against the attackers at the house's yard, Fakhiri stated.

The attackers ran away, while Kalan was evacuated by several villagers to the Sugapa Public Health Center to receive medical care for the sharp force injury that he suffered on his back, he remarked.

From the public health center, Kalan was then evacuated to the Nabire Public Hospital, he remarked while urging workers and residents to remain alert to the armed Papuans' terror attacks.
