Victor suffers isolated illness in Mapolda Papua prison because his condition is very worried all parties over the release made by the police of the Republic of Indonesiadid not fulfill the right to the defendant's health. Jayapura, Jubi – In Jayapura City, Yahukimo students are making a plea to the Yahukimo Regency Government, urging them to pay attention to the welfare of residents who have sought refuge in Dekai. These people fled to Dekai to escape the escalating armed conflict in Yahukimo between the West Papua National Liberation Army (TPNPB) and the Indonesian Military (TNI) and Police.
According to Edius Bayage, a Yahukimo student, the situation of the displaced people in Dekai is deeply concerning. Bayage noted that these displaced people are facing significant challenges, including a lack of access to healthcare services and essential food supplies.
“The displaced people are spread across four different locations in Dekai. Some of them are unwell, yet they have not received adequate medical attention. We appeal to the Regent and the Health Office to provide comprehensive healthcare for the community,” Bayage said in a written statement received by Jubi on Wednesday, September 20, 2023.
The people who fled to Dekai originally hailed from Muara Bontoh, a residential area on the outskirts of Dekai District. These individuals had previously fled from nine different districts since 2019 due to conflicts among residents that occurred that year.
On September 1, 2023, the Yahukimo Regency Government provided aid in the form of 3 tons of rice and IDR 10 million to assist the displaced people from Muara Bontoh.
Bayage underscored that the residents of Muara Bontoh had to abandon their homes and are struggling to meet their basic needs in the refugee camp. He stressed that the government’s attention is crucial to addressing the needs of the displaced population, including healthcare, food, clean water, and clothing.
Beni Pahabol, chairman of the Yahukimo Boys Dormitory, called upon the Yahukimo Regency Government to take swift action in providing assistance to the displaced people. He highlighted a tragic incident where a one-year-old child in the refugee camp passed away on September 13, 2023.
Pahabol emphasized the students’ request for the Yahukimo Regency Government to ensure a decent quality of life and access to healthcare services for the residents currently seeking refuge in Dekai.
Yahukimo students also issued a plea for the cessation of troop deployments to Yahukimo, urging authorities to refrain from sending additional TNI/Police forces to the region. (*)
Jayapura, Jubi – The Papua Office of the National Commission on Human Rights (Komnas HAM Papua) has not been able to confirm the identities of the five bodies found in Kali Brasa, Dekai, on September 15, 2023. The agency has yet to complete their monitoring and verification of the incident.
On Tuesday, September 19, Komnas HAM Papua head Frits Ramandey addressed the controversial information provided by the Yahukimo Churches Association and the Indonesian Military (TNI) on the victims’ identities.
“We are refraining from drawing any conclusions as our monitoring and verification efforts are still ongoing,” he said.
Previously, police claimed that the five casualties were caught in a firefight between security forces and the West Papua National Liberation Army (TPNPB) in Kali Brasa. Pastor Atias Matuan, the chairman of the Yahukimo Churches Association (PGGY), asserted that the five victims were ordinary civilians, not TPNPB members.
Matuan identified the victims as Darnius Heluka, Musa Heluka, Man Senik, Yoman Senik, and Kaраі Payage, all of whom were reportedly aged 15 to 18 and affiliated with the Kingmi Papua Church.
On Monday, September 18, CNN Indonesia published a statement from Col. Czi GN. Suriastawa, head of Information of Kogabwilhan III Defense Command, who claimed that the five victims were not civilians but rather members of the Yotam Bugiangge group of TNI deserters.
Frits Ramandey emphasized that Komnas HAM was actively monitoring media reports and reaching out to the community, church leaders, and local leaders to find the facts of the shooting incident. He mentioned their previous experience with the Eden Bebari case, which took five months to resolve.
Church groups have joined rights activists in Papua to seek action against Indonesian police for forcibly entering a church late at night and arresting its five members, accusing them of supporting separatists.
The incident was reported on Sept. 17 around 11.30 p.m. at the Tent Gospel Church (Kingmi) in Keneyam, Nduga Regency.
“The Indonesian government and security forces must immediately evaluate the ongoing security approach to stop all forms of violence and uphold human rights in the land of Papua,” the Humanitarian Coalition for Papua said in a Sept. 22 statement.
The coalition, quoting information from the Papua Church Council, said the police "entered the bedroom area on the second floor of the church, woke up, interrogated, pulled out, and severely hit the occupants who were resting."
A pastor “suffered a blow when he was allegedly kicked by police” while the door of a room inside the church building "was damaged," it said.
The Secretariat for Justice, Peace and Integrity of Creation of Jayapura Diocese and Papua Bureau of Union of Churches in Indonesia joined the coalition in condemning the incident and demanding action against the police personnel involved in the incident.
Amnesty International Indonesia, the Commission for Missing Persons and Victims of Violence [Kontras] and the Democratic Alliance for Papua also criticized the use of excessive force.
The coalition said that "over the past year, violence in various forms has continued intensively… without [any] state accountability."
Theo Hesegem, a rights activist based in Wamena, Papua, told UCA News on Sept. 22 that he had received information from the pastor at the Kingmi church that police officers had arrived at the doors.
The officers “told him, ‘You are the leader of satanic churches, you support Egianus Kogoya [a leader of a separatist group]. You just pretend to pray,’” Hesegem quoted the pastor.
Papua Police Chief Mathius Fakhiri said the five people were arrested because they had links to an armed criminal group, a term used by the Indonesian government for those fighting for Papuan independence.
Fakhiri though admitted there “had been acts of violence by the police” and said he “had admonished the local police chief to act professionally.”
"I say this so that this case would not be used by certain groups or NGOs to criticize the actions of the security officers," he told reporters.
The coalition said the incident cannot be separated from the ongoing securitization policy of the government, which has led to an escalation of violence in Papua.
According to Kontras, there were 31 incidents of violence including shootings, torture, arbitrary arrests and other acts of violence during January-August this year.
They also recalled the murder of Pastor Yeremia Zanambani in 2020. The actual perpetrators of his murder are yet to be brought to justice in a military court, where the trial is underway.
A former Dutch colony, Papua declared itself independent in 1961, but neighboring Indonesia took control two years later, promising an independence referendum.
According to data from the advocacy group Imparsial, the number of soldiers posted in Papua is 16,900, most of them belonging to trained combat units.
