Jayapura, Jubi – Pacific Islands Forum leaders are expected to receive an updated report on efforts to facilitate a visit by the UN Human Rights Commissioner to West Papua when they meet in Palau next week.
The Forum's Deputy Secretary-General, Esala Nayasi, said that the Forum Secretariat has discussed next steps with the Melanesian Spearhead Group (MSG), following the leaders' decision last year to facilitate the UN human rights visit in consultation with the MSG.
"We haven't made a decision yet, but the leaders have. We need to work with the MSG on this," Nayasi told Pacific Island reporters in Palau.
He said that discussions had taken place this week with the newly appointed Director-General of the MSG, Dr. Anna Naupa, regarding how to move forward on the issue.
“We had discussions earlier this week with the MSG Director-General regarding the approach going forward,” he said.
The Forum leaders have also appointed two special envoys to assist in regional engagement with Indonesia regarding West Papua.
The two special envoys are Fiji Prime Minister Sitiveni Rabuka and Papua New Guinea Prime Minister James Marape.
Nayasi said the appointment of the special envoy was part of an effort to advance the issue and provide a regional channel for engagement with Indonesia.
He said leaders could expect to receive a progress report next week on the progress made since their decision last year.
The Forum 2025 Leaders' Communiqué called for efforts to facilitate a visit by the UN High Commissioner for Human Rights to West Papua in 2026, through the designated special envoy and in consultation with the Melanesian Spearhead Group (MSG).
Nayasi said those efforts are ongoing.
"The communique actually mentioned facilitating a visit in 2026 by the envoys whenever they wish to go. So, that's the discussion that's currently underway," he said.
He said the arrival of the new MSG Director-General provides an opportunity for the Forum and the MSG to strengthen coordination on the issue.
"And now that the Director-General has taken office, we're very much looking forward to seeing how we can continue that," Nayasi said.
The issue of West Papua remains part of the Forum's regional agenda, with members continuing to discuss human rights issues and engagement with Indonesia.
Nayasi said the Forum Secretariat would continue to work closely with the MSG and the two special envoys when leaders discuss the issue in Palau next week. (*)

Committee chair Velix Vernando Wanggai made the statement while participating in a bilateral engagement between Indonesian President Prabowo Subianto and Timor-Leste President Jose Ramos-Horta in Jakarta on Friday.
Speaking at the Presidential Palace complex, he expressed confidence that Papua would grow into a “center of gravity” in the context of Indonesia’s relations with Timor-Leste.
