1) MRP should involve TPNPB and KNPB in Otsus Papua Hearing, says Secretary of the Bangun Papua Fraction

Jayapura, Jubi – Alfred Freddy Anouw, the Secretary of the Bangun Papua Fraction of the Papuan House of Representatives (DPR Papua) suggested the Papuan People’s Assembly (MRP) to invite the West Papua National Liberation Army (TPNPB) and West Papua National Committee (KNPB) to attend the Assembly’s Hearing (RDP). Anouw gave the statement when contacted by Jubi on Saturday (14/11/2020).
TPNPB and KNPB must have an opportunity to express their opinions and aspirations in the RDP, he said. “TPNPB and KNPB must involve in the Hearing to share their thought about what has been happening, ultimately in the Meepago customary area,” said Anouw on Saturday.
He further said the participation of these two organisations in the RDP is crucial concerning the scheduled evaluation of the Special Autonomy (Otsus) in Papua because they have so far continued to oppose the central government’s policy. “We all know that Otsus was a substitute for the Independence of Papua. Thus, it’s proper if TPNPB talk about it in the RDP instead of those who [have been] comfortably living in urban areas and benefited from Otsus,” he said.

Regarding the RDP, he suggested the MRP organise the hearing in an open space. Therefore, he hopes, the public can witness and monitor opinions and aspirations discussed in the RDP.
In the meantime, the MRP Chairman Timotius Murib said the Fourth Quarterly Session of 2020 would become a special session for MRP as it will conduct the RDP in five customary areas to hear opinions and feedbacks from Papuan people concerning the implementation of Otsus Papua.

He hopes that all assembly members to prepare themselves properly. “We has given a special direction for the members of MRP to be well prepared in carrying out the RDP,” said Murib after chairing the plenary meeting on Friday.
Separately, Dominikus Surabut, the Chairman of Papua Customary Council (DAP) elected in the Extraordinary Congress, declared that DAP had rejected Otsus Papua since the policy enacted in Papua for the first time in 2001.
“In 2001, DAP rejected Otsus, while in 2007 and 2010, we concluded that Otsus failed by this time and [we] rejected it. From 2001 to 2020, our standpoint toward Otsus remains the same,” said Surabut on Tuesday (13/10/2020). (*)

2) Arms smuggling in Papua is linked to smugglers from Philippines

Manokwari, Jubi – West Papua Police are investigating an illegal racket involving the smuggling of firearms from the Philippines to an armed criminal group in the province.
The police’s special team has made three arrests in the case, West Papua Police chief, Insp.Gen Tornagogo Sihombing, said in Manokwari on Wednesday (18/11/2020).
The three suspects have been identified by their initials RB, SM, and SK.
The police have seized six firearms, 43 bullets, and three magazines from the suspects. The arms and ammunition were routed to West Papua from Manado via sea, Sihombing informed.
One of the suspects, RB, played an important role in the smuggling racket, he said.

“RB’s network has a special connection with a criminal gang in the Philippines. From the Philippines, the firearms were transported to Indonesia through Manado in North Sulawesi,” he elaborated.
Furthermore, he continued, the firearms were smuggled into Manokwari via Sorong in West Papua. The smugglers reportedly entered Papua province through Nabire district, he said.
The three suspects were arrested in separate operations conducted since November 3, 2020, and have been detained at the West Papua Police Headquarters.
“We are still digging for more information from the suspects to confirm that firearms trades have been made before this. We are still investigating it,” Sihombing said.
The Nemangkawi Operation Task Force of the Indonesian Police and the West Papua Police worked closely to uncover the illegal distribution of firearms in West Papua and Papua, he added. (*)

3) Komnas HAM submits investigation report on Intan Jaya shooting case to President Joko Widodo

Jakarta, Jubi – The National Commission on Human Rights (Komnas HAM) submitted the investigation report on the shooting of Reverend Yeremia Zanambani in Intan Jaya, Papua, to President Joko Widodo on Monday noon (16/11/2020) at Istana Negara, Jakarta. Regarding the submission, Komnas HAM expects it can lead to legal proceedings against the alleged perpetrators.
“We submitted the written report (of investigation) as we did to the Coordinating Minister of Political, Legal and Security Affairs,” said the Komnas HAM Chairman Ahmad Taufan Damanik on Monday (16/11/2020).
Damanik further said the report by Komnas HAM is not much different from the previous investigation report by the investigation team of the Coordinating Minister of Political, Legal and Security Affairs Mahfud MD. “Let’s enforce the law for bringing justice, especially for the family and community,” he added.

Earlier, Minister Mahfud MD declared to take the military violence cases in Intan Jaya to court. He stated that the results of investigations by the fact-finding team (TGPF) Intan Jaya and Komnas HAM matched.
“After being compared, their findings are matched. On this base, the government will immediately take these cases to court. Of course, gradually,” he said.

Regarding the government’s plan, Mahfud was also coordinating with the Indonesian National Military (TNI) Commander Marshall Hadi Tjahjanto and Chief of Staff of the Indonesian Army General Andika Perkasa on Thursday (12/11).
He stated that Hadi and Andika confirmed that TNI had started prosecuting the violence cases involving the military personnel, such as soldiers who engaged in the burning of an official residence of Intan Jaya Health Office.
TGPF Intan Jaya, in their investigation report, mentioned the alleged involvement of the military personnel in the shooting of Reverend Yeremia. Meanwhile, Komnas HAM precisely revealed the identity of the shooting perpetrator: Alpius, Deputy Commander of the Hitadipa Military Sub-district Command. However, TNI said it was too early to conclude this case due to the lack of evidence. 4) Police claim to thwart illegal arms syndicate in West Papua, 9:02 pm on 19 November 2020
Indonesian police in West Papua claim to have thwarted an underground arms syndicate in the region.
The Antara news agency reports that the ammunition was smuggled from the Philippines and destined for North Sulawesi and Sorong in West Papua.
Three people, including two in West Papua, have been arrested.
According to police, it's not the first arms trafficking syndicate operating in Papua.
Police in Papua are poised to crack down on the trade in illegal weapons which is linked to ongoing conflict in the highlands regencies.
In the past two years, Nduga and more recently Intan Jaya have been the focus of deadly exchanges between the West Papua Liberation Army and Indonesian security forces.
