Vanuatu again raised concerns about the human rights situation in West Papua at the 75th sessions of the United Nations General Assembly. Vanuatu's Prime Minister Bob Loughman (in a pre-recorded video) said "The indigenous people of West Papua continue to suffer from human rights abuses." He warned that the international community had been taking a selective approach to addressing human rights violations and called on the Indonesian government to heed the previous call by Pacific leaders to allow the United Nations Office of the Human Rights Commissioner to visit West Papua. Indonesia in its right of reply statement accused Vanuatu of having an "excessive and unhealthy obsession" about West Papua.

Pacific Islands Forum Chair Reaffirms Support for Open, Constructive Dialogues, Human Rights Mission to West Papua (Papua)

The Chair of the Pacific Islands Forum and Prime Minister of Tuvalu, the Honourable Kausea Natano, has reaffirmed the importance of open and constructive dialogue on the human rights situation in West Papua (Papua).
In line with the Forum Leaders decisions in Tuvalu in 2019, the Forum Chair has this week written to the United Nations High Commissioner for Human Rights, Her Excellency Michelle Bachelet, requesting an update on the consultations with the Government of Indonesia concerning the invitation for a mission to West Papua (Papua). The Forum Chair further reaffirmed the Forum Leaders call for all parties to protect and uphold the human rights of all residents and to work to address the root causes of the conflict by peaceful means.
This comes following recent escalations in West Papua (Papua), including the shooting and death of Pastor Yeremia Zanambani in the last week. Pacific Islands Forum Secretary General, Dame Meg Taylor, echoed concerns about recent reporting and fresh allegations of abuse and violence against protestors, and the ongoing human rights situation in West Papua (Papua), “Without the appropriate access of independent media, civil society or human rights groups in West Papua (Papua), it is difficult to verify the reports from opposing groups. Nevertheless, the reports and footage are disparaging, and I remain deeply troubled with conflict and human rights abuses in the region.”
Dame Meg added, “I recognise that the COVID-19 pandemic has refocused the region’s attention and rightfully so, however, this does not mean that we should negate our continued advocacy efforts on key Forum priorities such as this. Similar to this, we as the Blue Pacific, continue to actively advocate and engage on urgent priorities such as climate change and oceans.”
West Papuan student demonstrators forced to flee security forces

Students in the capital of Indonesia’s Papua province have had to flee gunshots as security forces disbanded a demonstration.

The university students were demonstrating against the Indonesian government's plans for a new Special Autonomy law in Papua region when members of both police and military forces came to disperse them.
Footage from Jayapura shows armed security forces personnel pursuing students through their dormitory precinct in Waena sub-district, accompanied by the sound of gunfire. At least one student was wounded and has reportedly been taken to hospital. A police spokesman has denied that the students were isolated in their dormitories, saying the demonstrators were disrupting public order. He says during the Covid-19 pandemic mass public gatherings are not allowed. According to the Papua Legal Aid Institute, thirteen people involved in the demonstration were arrested.

Soldier behind death of Papuan pastor: Independent team

An independent team calling itself the Intan Jaya Humanity Team has alleged that Indonesian Military (TNI) personnel were behind the fatal shooting of Pastor Yeremia Zanambani last month in Intan Jaya regency, Papua, as well as a string of violence prior to the killing.
Prominent human rights activist and Lokataru Legal and Human Rights Foundation executive director Haris Azhar led the team, which also comprises local religious figures, academics and activists. Haris said villagers had seen a spike in violence in Hitadipa district since military personnel were stationed in the village last year following antiracism protests in the province in August 2019. “ ased on our investigation, TNI personnel carried out a series of violence against Hitadipa villagers prior to the shooting," Haris said in a press conference on Thursday.
The team found that at least two military personnel were involved in Yeremia’s death. “The information we received pointed to members of Hitadipa Subdistrict Military Command [Koramil],” he said. The pastor’s death was part of a prolonged conflict in Intan Jaya. He explained that in April, two villagers went missing after allegedly being detained by military officers during a “COVID-19 raid".
This case remained unsolved even after a series of meetings between the military and local stakeholders, including Pastor Yeremia. Before Yeremia’s fatal shooting on Sept. 19, there had been a gunfight between the TNI and a party that the authority claimed to be an armed criminal group, Haris further said. The team also claimed that on Sept. 19, military officers gathered hundreds of Hitadipa villagers in front of a local school building that has been converted into a military post following a gunfire exchange between the TNI and the West Papua National Liberation Army (TPNPB) in the village on Sept. 17.
The shooting resulted in the death of a TNI soldier. Members of the TPNPB also reportedly managed to seize a gun belonging to the deceased soldier. "During the meeting, villagers claimed that the district military commander gave them two days to return the gun or else the TNI would carry out an annihilation operation in the village," Haris said. Later that day, he added, soldiers allegedly burned down an official residence of a local health worker in the village, claiming that the house sheltered a TPNPB member. On the evening of Sept. 19, Pastor Yeremia was found fatally wounded in his pig pen, with a bullet wound in the arm and a stab wound in the neck. He passed away a few hours later.
Haris claimed that witnesses saw a soldier named Alpius and three other soldiers heading to the pig pen prior to the incident. "There's a strong indication that Alpius is the culprit. Previously, Alpius had publicly stated that Pastor Yeremia and five other local residents were enemies of the TNI," he said. The team’s finding is in line with the investigation result from the government-sanctioned joint fact-finding team (TGPF), which said it had found indications that security forces had been involved in the death of the pastor, although the TGPF also stated there was a possibility that a third party was behind it.
The team, however, did not reveal detailed information on the suspected killers. Joint Regional Defense Command (Kogabwilhan) III spokesperson Col. Czi IGN Suriastawa refuted the Intan Jaya Humanity Team's findings, calling them "baseless" and "a total fabrication". "Why would TNI member kill a pastor, what benefit would we gain from such an act?" he told The Jakarta Post. Suriastawa also claimed that witnesses' accounts of the incident kept changing. "It was the fourth version that I've heard. It’s very odd,” he said.
The Cendrawasih Military Command (Kodam) in Papua said in a statement that an investigation was still under way. "If military personnel are found to have been involved, they will be processed in accordance with the law." the statement read. Haris said Pastor Yeremia's shooting had caused a deep fear in the hearts of some 1,000 Hitadipa residents, who fled the village shortly after the incident. “It is the hope of the villagers for the TNI personnel to leave Hitadipa and to return to the village safely.”

23 Political Prisoners in Fak-Fak being Sentenced for One Year Jail

The first 11 defendants were convicted on Thursday, October 22, 2020, whose trial was chaired by the Head of the Fakfak District Court, Thobias Benggian. They are sentenced to an average of 1 year in prison.” “They are Hermus M. Lumatalale, Efernandus Billy Wahab, Herman Bahba aka pon, Leornadus Titikweria known as Ronald Titikweria, Yesnel Bahba, Rizal Heremba known as Karel Heremba, Bernadus Herietrenggi, Alfons Hegemur and Etis Bahba sentenced to 1 year. Meanwhile, Nelson Hegemur was sentenced to 1 year and 6 months in prison and Elias Herietrenggi to 2 years in prison, “Paul explained, Monday (26/10/2020).
In addition, Paul said, 12 other defendants received an average sentence of 1 year in prison which was decided by the head of the Fakfak District Court on Friday (23/10/2020).
They were the defendants Petrus Temongmere, Korneles Tiktikweria, Enggel Tiktikweria, Abdon Tiktikweria, Enggel Tiktikweria, Hendrik Herietrenggi and Yance Hegemur alias father Helda. Meanwhile, Soleman Herietrenggi was sentenced to 1 year and 3 months imprisonment and Herry Patiran, Set Alfian Patiran, Kaleb Hegemur was sentenced to 11 months in prison.
Yan Christian Warinusy, Executive Director of the Manokwari Institute for Research, Assessment and Development of Legal Aid (LP3BH) said 23 of his clients were charged with multiple charges, namely treason charges based on Article 106 Article 110 of the Criminal Code and Emergency Law No. 12 of 1951 and article 351 paragraph (1) of the Criminal Code. “We are still given the opportunity by the judge’s advisor for 7 days to think and will state our attitude whether to accept the judge’s decision or to take legal action. Operation in Wuluaima Village, Theo Hesegem: TNI/Polri Apparatus Beated Two Youths and Took away Community Properties

JAYAPURA, SUARAPAPUA.com—Theo Hesegem, Executive Director of the Papua Justice and Human Integrity Foundation, admitted that on October 1, 2020 combined military and police forces had conducted an operation in Wuluaima village, Wutlik, Kurima district, Yahukimo Regency, Papua.
He explained, initially on September 30, 2020, at around 3:49 a.m. the combined forces of TNI and Polri entered Wuluaima village from Wamena city, Jayawijaya Regency through Mount Esilek, the upper part of Wuluaima village. “Before that, the troops had entered on guard at night on September 30, 2020 at 3:49 pm, and had surrounded only a few honai [traditional houses]. The people did not know the siege and the arrival of the troops. On October 1, 2020 at around 4-5 in the morning the troops began operations in the besieged honai. ”
“The community consisting of children, women, and men, including the village chief of Wuluaima was shocked when the authorities started shooting and exploding smoke grenades,” explained Theo Hesegem who is a Human Rights Defender in the central mountains to suarapapua.com from Wamena, Saturday (3/10/2020). After shooting and detonating the smoke grenades, said Hesegem, the authorities immediately interrogated the community members consisting of children, women, and men. During interrogation, a number of other community members were handcuffed and beaten with rifle butts.
“There are two youths named NW (23), high school students in Wamena and NW (23) who live in Wamena who wanted to visit their parents who were temporarily sick in Wuluaima village. They were beaten up on the head with rifle butts, trampled on the back and on the chest, and were kicked with muddy boots. The children were so tortured that NW was bleeding through his nose and mouth. “Yesterday, Friday (2/10/2020) I went to pick them up and take them to the hospital, but the family asked to be treated at home, so they were both being treated at the family’s home in Wamena.
Meanwhile, there are medical officers who treat them. From Wuluaima down to Wutlik, then from Wutlik through Esaliem village to Yetni River and then on to Wamena. Kampung Wuluaima itself is on top of a mountain which can be taken 2 – 3 hours from Yetni River, while from Wamena it is further away. Hesegem explained that in that military operation the community suffered and loses a lot of properties. “Especially money, phones, they also shoot dead their pigs. I myself do not understand what they are doing, “annoyed Hesegem firmly. “I called Mr. Dandrem but he admitted that he did not know and had never received any reports related to the incident in Kurima. Hesegem questioned how non-organic troops could enter without coordinating with the organic troops in that area. Hesegem admitted that both organic and non-organic TNI / Polri in Papua exist without any communication. “They look uncoperative, but are their statements that they are not working together, or are they just hiding behind the scenes? I don’t know this part either! ” “Because we are worried and concerned, if the people are victims of the troops, then where are they going to seek protection if everyone denies like this? Do these victims have to ask the TNI Commander or the President, while here in Papua there are leaders who can make policies? ”

He also admitted that there was a number of false information circulating on social media, ranging from the burning of residents’ houses and the shooting of 1 to 5 TPNPB members. According to him, none of this is true, this is infallible information. The strange thing according to Hesegem, was how did the combined apparatus know the whereabouts of the community up to the village of Wuluaima, which is very remote on the mountain. There are local couriers that are being used and being offered quite a good amount of money.
When asked who was actually the target of the officers carrying out the operation in Wuluaima, said Theo, based on his party’s meeting at the Jayawijaya Police Headquarters, the Head of the Jayawijaya Police said that the combined apparatus (TNI / Polri) going to Wuluaima village, Kurima district, was trying to find Rambo, whose name was on the wanted list (DPO).
Meanwhile, regarding the Nduga people who came to Wuluaima village, said Hesegem, the Nduga people who came to Wuluaima village because they were part of the Wuluaima village. They have family relations.

West Papuans will not ‘bow down’ to Indonesia over independence wish

The United Liberation Movement for West Papua says it is adopting a provisional constitution for a democratic state. The organisation is seeking a referendum in West Papua on independence from Indonesia. The movement’s Legislative Council had been holding its third annual session in Jayapura.
It decided that the movement’s bylaws should be upgraded to provisional constitutional status as part of the journey to achieving independence.
The Provisional Constitution would establish a government guided by rules and norms of democracy, human rights and self-determination. The movement said every element of the Provisional Constitution was democratic, and designed to protect West Papuan culture and way of life………

Intolerance, Papua Conflict Will Haunt Indonesia for Next 10 Years: LIPI

TEMPO.CO, Jakarta - Indonesian Institute of Sciences (LIPI) researcher Cahyo Pamungkas opined that Indonesia would face two major problems in the next 10 years, viz. religious intolerance and separatism conflict in Papua.
“These political conflicts will haunt Indonesia for the next 10 years,” said Cahyo in a discussion on Conflict Resolution at the National and Regional Levels on Friday, October 30, 2020. Cahyo said that intolerance, radicalism, and identity politics had threatened the principle of diversity and the spirit of nationalism.
Persecution and expatriation of the Rohingya, Cahyo added, reminded that Indonesia did similar action towards minority groups, such as the Shia and Ahmadiyah. “This is an example that the country fails to protect minorities,” he said.
Conflict in Papua is the longest in Indonesia, which is also one of the humanitarian crises that are rarely addressed. Cahyo said the cycle of political violence in Papua had been going on since 1965 and lingered after the reformation. He mentioned cases of human rights violations in Wasior, Wamena, and Paniai. “This violence in Papua is why they want to separate from Indonesia. I think this strengthens Papuan nationalism,” he said. Cahyo said that the government had used illiberal and liberal peace to overcome the Papua conflict by creating special autonomy up to deploying military (TNI) and police personnel. However, these measures failed to create peace.

West Papua Churches call on Widodo to end militarisation

The West Papua Council of Churches wants an end to what it says is the re-militarisation of the region. It wrote to Indonesia’s President Joko Widodo and also asked him to follow through on his commitment to meet with Papuan pro-referendum groups.

The churches said they were writing because of the escalation in violence in recent weeks, including the repressive response to peaceful protests rejecting any extension of Special Autonomy, and the killing of a Papuan pastor, Yeremia Zanambani, two weeks ago in Intan Jaya regency.

Papua Customary Council: Intan Jaya was in chaos after the deployment of Indonesian Army

The Governor of Papua is Urged to Revoke the Wabu Block B WIUPK Recommendation

JAYAPURA, SUARAPAPUA.com — The Governor of Papua was asked to immediately withdraw the recommendation letter regarding the Block B Wabu special mining business permit (WIUPK), Intan Jaya district, with letter number 540/11625 / SET issued July 24, 2020 in Jayapura.
This urge was expressed by Melianus Duwitau, coordinator of the Wabu Intan Jaya Block B Mining Refusal Team, Sunday (25/10/2020). “The people of Intan Jaya from 8 districts firmly reject the mining company. We have collected more than 50 signatures for rejecting the company’s plan to enter Block B Wabu. The aspirations for rejection, said Melianus, had been submitted several days ago to various related parties in Papua province.
“We have submitted the mining rejection letter to the Governor of Papua through the Assistant General Bureau II, also to the chairman of the MRP, Pak Timotius Murib, to the chairman of Commission IV DPRP, the chairman of the DPRP and to Mr. Fred Boray as the head of the Papua ESDM service,” he explained.
According to him, the Intan Jaya area is very unsuitable for being used as a mining area considering that geographical factors and the lives of local people always depend on the availability of nature.
“The area is prone to landslides there. People live by gardening and hunting. Moreover, there every river from downstream to the estuary is the most fertile planting place. So, we refused the company from entering there. Then new regions develop, human resources are not ready, then where do you want to use personnel? The governor stopped making the Intan Jaya community more hurt. Right now people are still sad about the bloody incidents in Intan Jaya, “said Duwitau.
Prior to exploitation in Block B Wabu Intan Jaya, he asked the state to immediately resolve human rights violations committed by PT Freeport Indonesia against customary rights owners and flora and fauna.
“The governor will first resolve human rights cases in Mimika, reforestation of debts that have been spent by Freeport, cases of violence against land-owners are resolved first before allowing Wabu Block B to operate,” he said.
He also considered that the prolonged conflict in Intan Jaya was a structured state process to safeguard capitalist interests and facilitate the entry of investors.
“Actually, there were massive military dropouts, then made many cases of violence against civilians, servants of God, rape, all of this so that traumatized people and investors could easily get in to get gold. Everyone is following this. The state must withdraw troops from Intan Jaya, ”insisted Melianus.
