Jayapura, Jubi – A Papua Legislative councilor from Intan Jaya electoral district, Thomas Sondegau, said the new deployment of security personnel to Intan Jaya would make residents in the regency more scared and worried about their safety.


He responded to the new batch of deployment–100 members of Mobile Brigade (Brimob) from East Nusa Tenggara Police–deployed to Intan Jaya on Feb. 18.

East Nusa Tenggara Police chief, Insp. Gen. Lotharia Latif, said the 100 personnel was tasked to “anticipate the disturbance” from the armed group in Papua.

 

 

He said the personnel would be stationed in Intan Jaya for the next six months.

 

Sondegau, who was born and raised in Intan Jaya, the armed conflicts between the Indonesian Military and the National Police and the West Papuan National Liberation Army (TPNPB) there had created fear among the people.

 

“We have seen as if all Brimob and TNI descended to Intan Jaya, making the people feel fear,” he said on Sunday, Feb. 21.

 

The politician from Democratic Party demanded the government to use dialogues, instead of a security approach, in finding a solution to problems in Intan Jaya. Such strategy would minimize armed altercation, so no more civilians became the victims.

 

 

 

He said he received reports that the central government armed the security personnel as if they faced enemies from another country. Besides the increasing number, he noted that the equipment was quite sophisticated.

 

Pictures of the Brimob when they landed in Intan Jaya were circulating in social media, including one in which an officer was carrying a case allegedly containing a sniper rifle.

 

“We hope the government will look at this problem carefully so the steps will not make people become victims again and again. The people experience a trauma with the condition there. They experienced a lot of pressures of the conflicts between TNI and TPNPB,” he went on.

 

He asked the government to pull out the “non-organic” troops from Intan Jaya. “Non-organic” means those who got only temporary duty in Intan Jaya and flown in from several other areas outside the regency, even outside the province.

 

Intan Jaya people are between a rock and a hard place now, he said.

 

Earlier, human rights activist Theo Hesegem questioned the presence and the works of Papua Legislative Council (DPRP) and Papua administration in ending armed conflicts in Intan Jaya, which had happened since 2019.

 

The regency had recorded several civilian fatalities, both allegedly in the hands of TPNPB and Indonesian security personnel. Scared, people had left their kampung to seek safety in other places.

 

Hesegem questioned the roles of Papua administration and legislative council in Intan Jaya. He said the best the politicians and bureaucrats had done was talk to the media but he saw no follow up.

 

He said both institutions once made a statement regarding another restive regency, Nduga, and demanded the government to reduce the security personnel in Nduga in 2018. Thousands of Nduga people had left their home, some to the forests, some to other regencies, where they lived in a poor condition.

 

Hesegem said the statement was met with criticism including from the central government. They then opted for silence, Hesegem said.

 

“Papua administration and Papua Legislative Council are now afraid because they received pressures from the central government, the intelligence body,” Hesegem claimed on Thursday, Feb. 18.

 

Both institutions should have initiated multi stakeholder meetings to talk about Intan Jaya. They should invite human rights activists, church leaders, customary figures, respected figures, he said. Hesegem said they never initiated any meetings among those he mentioned. He said the stakeholders he listed had their own data from the field.

 

Councilor Sondegau said religious leaders, customary figures could talk to members of TPNPB, especially the ones that were born and raised in Intan Jaya.

 

“The figures could approach those who were born and raised in Intan Jaya, talking heart to heart. But the same approach would not be easily used to those who hailed from outside Intan Jaya,” he said.

 

Outgoing Papua Police chief Insp. Gen. Paulus Waterpauw said Intan Jaya needed the involvement of the Papua administration and Papua Legislative Council. “Go to the people, talk to them,” he said.

TEMPO.COJakarta - The West Papua Police on Monday, February 22, confirmed that an arrest had been made against parties who smuggled firearms and ammunition to local armed criminal groups (KKB). 

A previous report alleged two police personnel had smuggled the firearms to the KKB or separatist group. West Papua Police spokesperson Sr. Comr. Adam Erwindi said that the suspect, identified as WT, was merely a middleman.

“The suspect who sold [the firearms] was arrested in Ambon by the local police. We arrested the middleman,” said Adam Erwindi to Tempo on February 22.

The middleman, according to him, obtained the firearms and the illegal ammunition from two other suspects, who claimed they committed the crime for financial reasons. Meanwhile, Maluku Police spokesman Sr. Comr. Mohamed Roem said his institution had commenced an investigation into this case.

We secured a number of people who are currently being questioned,” said Roem to Tempo on the same day as the interview with Adam Erwindi. 

Roem claimed he did not know the people involved in the smuggling, and that he was unaware of the involvement of two policemen in the crime. “Whether there were policemen in the scheme, only the investigators would know. It will be exposed soon,” said Roem.

Keerom, Papua (ANTARA) - Personnel of the Indonesia-PNG Border Security Task Force worked with residents of Yetti Village, Arso Timur Sub-district, Keerom District, Papua, to dismantle building materials from an old chapel for reuse in building a new church.

Working alongside villagers to dismantle the old Mahanaim Chapel was part of the task force's community services to assist army personnel to get closer to the village residents, the task force's commanding officer, First Lieutenant Bagus Dwi Hartanto, stated here on Monday.

"We dismantle the building materials of the old Mahanaim Chapel. Several items, including tin roof, door and window jambs, wood foundation, and window glasses, are still in good condition, so they can be reused for building the new Mahanaim Chapel," he remarked.

The task force's personnel involved in the community service belong to Company C of the Army Strategic Reserves Command's (Kostrad's) Infantry Battalion/413 Mechanic Raider, Hartanto noted.

The task force's commander, Major Anggun Wuriyanto, praised the soldiers' community service while reminding them of the importance of staying safe and strictly adhering to health protocols to break the chain of COVID-19 transmission.

"May all soldiers remain safe," he stated in a radio communication with Hartanto.

Meanwhile, Priest Yanes, representing members of the Mahanaim Chapel congregation, expressed gratitude to the army personnel for their community service that would expedite the construction of the new Mahanaim Church.

"We dismantle the old chapel to reuse its usable building materials for our new church building. We are optimistic that its construction process would be accelerated to facilitate devout members of the congregation in their worship," he affirmed.

ANTARA noted that Indonesian soldiers, stationed in Papua and West Papua, had demonstrated their care for local communities.

Last month, several soldiers from the 11/MA Combat Engineering Detachment (Denzipur) had offered assistance to construct the Asy-Syifa Islamic Boarding School in Sidomulyo Village, Semangga Sub-district, Merauke District, Papua Province.

The army personnel's community service reflected the Indonesian Military's (TNI's) care for improving the quality of education for children in Papua, according to Asy-Syifa Islamic Boarding School Principal K.POH Ach Sholeh.

Sholeh thanked the combat engineering detachment's personnel that had partaken in the efforts to build the Islamic boarding school that was developed from a Quran recitation learning center.

The TNI is expected to continue to uphold its unity with the local tribal, community, and religious leaders, he stated.

In demonstrating their care for the development of human resources in Papua and West Papua, several soldiers, especially those stationed near the Indonesia-Papua New Guinea border areas, are also assigned to become voluntary teachers at schools.

To this end, several members of the Indonesia-PNG Border Security Task Force in Merauke District, Papua Province, have adeptly shouldered this responsibility.

They have extended voluntary assistance to teachers at 12 elementary schools in the sub-districts of Sota, Neukenjerai, Eligobel, and Ulilin in Merauke District since July 2019.

They teach reading, writing, and mathematics to students, Commander of the task force at the Army Strategic Reserves Command's (Kostrad's) MR 411/PDW Infantry Battalion Major Rizky Aditya noted in a statement last year.

Keerom, Papua (ANTARA) - The Indonesia-PNG Border Security Task Force's 312/Kala Hitam Infantry Battalion personnel, along with villagers, repaired a rotting wooden bridge in Towe Hitam Village, Towe Sub-district, Keerom District, Papua Province, last week.

Situated near the land border of Indonesia and Papua New Guinea (PNG), the villagers' daily activities depend exceedingly on the bridge, the task force's commander, Lt Col Dedy Ariyanto, noted in a statement received by ANTARA here, Monday.

The decay in the wood of the bridge was on account of aging, according to Ariyanto.

"We always hear the villagers complaining about the bridge's condition while crossing it. Hence, we discussed with several villagers on how we could together repair it," he revealed.

Repairing the wooden bridge is part of the security border task force's community services to ensure safety during the mobility of local residents and goods in the village, he emphasized.

Before working with the Towe Hitam villagers, several members of the border security task force and Keerom police precinct, along with locals, had also repaired a damaged bridge in Arsotami Village.

Local residents had assisted the soldiers and policemen with the repair work, as the bridge was vital for the mobility of people and goods near the Indonesia-PNG land border.

ANTARA reported details on the Indonesia-PNG Border Security Task Force assisting locals in Papua Province through community services, such as voluntary teaching, serving mobile library, and street cleanup programs.

The task force recently initiated a street cleanup program in Mosso Village in Muara Tami Sub-district, Jayapura City. Along with Mosso villagers, several members of the task force cleared out dirt and debris from the village's streets.

The soldiers that partook in the community service were part of the Army Strategic Reserves Command's (Kostrad's) Raider 413 Mechanic Infantry Battalion, the task force's commander, Major Anggun Wuriyanto, stated.

The residents were enthusiastic to partake in the street cleanup program, he remarked.

"We are optimistic that the street cleaning activity would become a routine program to keep Mosso Village clean and healthy," he affirmed.

Wuriyanto then urged the village's youth to lead efforts to keep their village clean, healthy, and secure.
