1) RECOVERED COVID-19 PATIENTS IN WEST PAPUA PROVINCE INCREASING: TASK FORCE

Manokwari, Jubi – The West Papua COVID-19 Task Force recorded on Wednesday, Oct. 20, 2021, that 31 more COVID-19 patients had recovered. The number comprises 30 people from Bintuni Bay Regency and one person from Sorong City.

Task Force spokesperson Arnold Tiniap said that with the increasing number of patients recovered, only 77 COVID-19 patients still underwent treatment in Bintuni Bay and four people in Sorong.

Tiniap said there were four new COVID-19 cases on Wednesday, comprising two people from Kaimana, one person from Manokwari, and one from Sorong. Meanwhile, one person from South Sorong died of COVID-19 on the same day.

“That being said, the total COVID-19 deaths in West Papua Province is 354 since the first outbreak,” the doctor said.

Tiniap admitted that there were five regions in West Papua with no current active cases of COVID-19, namely Fakfak, Wondama Bay, Raja Ampat, Maybrat, and the Arfak Mountains.


“Out of 13 regencies and cities, five of them have not found new cases this October,” said Arnold Tiniap.

West Papua Governor Dominggus Mandacan, meanwhile, said the province is targeted to be free of COVID-19 by the end of 2021.

“Seeing the trend of recovering COVID-19 patients along with the findings of sloping cases in 13 regencies and cities, we believe West Papua can reduce COVID-19 cases to zero by the end of 2021,” he said. (*)

2) PAPUA CUSTOMARY COUNCIL MUST RESOLVE INTERNAL CONFLICTS BEFORE HOLDING CONFERENCE

Jayapura, Jubi – The Papua Customary Council has decided in its recent plenary meeting on Oct. 10, 2021, to cancel the 4th Papua Customary Council Great Conference in Kaimana.

Papua Customary Council secretary of Great Congress version Wilem Rumaseb said that the plenary recommended a reconciliation within the organization before holding the conference.

“[The plenary] encourages reconciliation between the leaders of the Papua Customary Council, leaders of the seven Customary Lands, leaders of the Regional Customary Councils, the Tribal Customary Councils, tribal chiefs, indigenous people, and institutions under and partners of the Papua Customary Councils,” he said.

Meanwhile, Papua Customary Council chairman of Great Congress version Dominikus Surabut said the organization rejected all activities that deviated from the organization’s vision. He said the upcoming conference in Kaimana was not in accordance with the guidelines.

“We want this forum to be used as a medium to fight for the fate of the Indigenous Papuans, not just a pragmatical tool,” Surabut said in a written statement. “We need a forum that is solid and strong,” he added.


Surabut said his party encouraged the 4th Great Conference to be held in 2022, with thorough planning by all stakeholders and after resolving internal conflicts.

3) Not one human rights case has been resolved in the last two years: Komnas HAM

Tatang Guritno, Jakarta – In the two years since President Joko "Jokowi" Widodo and Vice President Ma'ruf Amin were elected, the National Human Rights Commission (Komnas HAM) notes that not one case of gross human rights violations has been resolved.

Komnas HAM Commissioner Choirul Anam believes that this fact should be of concern to the government.

"One of the most serious notes which should indeed be of concern to Pak [Mr] President Jokowi is the resolution of gross human rights violations", explained Anam at the Komnas HAM offices in Menteng, Central Jakarta, on Tuesday October 19.

"To this day not one case at all, the term is, no eggs have been broken", he said.

Anam explained that the Jokowi-Ma'ruf administration is already half way through its term adding that in 2022 and 2023 the government will be busy with political matters in the lead up to the 2024 legislative and presidential elections.

So the big hope is that Widodo and Amin can resolve at least one gross human rights violation case.

"Although we have heard there are mechanisms that [the government] wants to establish, but for us [they must be resolved] through a human rights court", he asserted.

Anam is of the view that if by the end of the current administration's term not one case has been resolved through legal channels, then it would be a poor note for the government.

On the other hand, if the government can resolve a case, then the public will remember Widodo as being the president who was able to resolve a gross human rights violations case.

"This is the heaviest challenge for President Jokowi at the moment", said Anam.

Finally, Anam believes that what the administration has failed to show any political will in resolving gross human rights violations.

"The execution on the ground which is supported by politics which are more concrete is still not strong, so to this day no eggs have been broken in cases of gross human rights violations", he concluded.

Currently, there are 12 gross human rights incidents which have yet to be resolved through legal channels, namely a human rights court.

These include the 1965-1966 affair, the 1982-1985 mysterious shootings of petty criminals, the 1989 Talangsari case, the Trisaksi, Semanggi I and II student shootings in 1998-1999, the May 1998 riots, the forced disappearance of political activists in 1997-1998, the Wasior case in 2001, the Wamena case in 2003 and the killing of black magic practitioners in 1998.

The government has also not resolved the Simpang KAA case in 1999, the Jambu Keupok case in 2003, the Rumah Geudong cases over the period 1989 to 1998 and the Paniai massacre in 2014.
