1) MRP supports establishment of new autonomous regions in Papua

Jayapura, Papua (ANTARA) - The Papuan People's Council (MRP) fully supports the central government's plans to establish new autonomous regions (DOB) of South Papua, Central Highlands Papua, and Central Papua to provide fair, equitable, and inclusive development.

MRP is a special governmental institution representing the native culture of Papua, and it has been granted certain authorities for protection of the Papuan people's rights. It was established according to Law Number 21 of 2001 on the Special Autonomy for Papua Province.

MRP member Dorince Mehue noted in a statement here on Saturday that this was conveyed to President Joko Widodo (Jokowi) during a meeting in Bogor City, West Java Province, on May 20, 2022.

Mehue remarked that the MRP also supports the president’s decision regarding appointment of the acting officials throughout Papua Province since the election for the head of regional governments will be conducted simultaneously in 2024.

In addition, the institution lauded the attempts of the central government in developing the province through Law Number 2 of 2021 on the Special Autonomy for Papua Province as well as its various derivative regulations, she remarked.

Mehue stated that the regulations bolster preparations for the grand design on the acceleration of development of Papua during the 2022-2041 period.

"We also support the acceleration of ratification of the indigenous custom community bill to protect the rights of Papuan native people," she remarked.

Furthermore, she noted that to establish inclusive socio-political reconciliation to solve various issues in the province, President Jokowi and the central government had attempted to communicate through a humanist approach with the Papuan people.

Earlier, on May 20, 2022, six members of the MRP and four members of the West Papuan People's Council were invited by the president to a meeting at the Bogor Presidential Palace, West Java Province, to discuss the establishment of three DOB in Papua.

In addition, the heads of Jayapura District and Sorong City as well as chancellors of the University of Cenderawasih (Uncen) and the State University of Papua (Unipa) were invited to the meeting.

2) BI supports Raja Ampat's MSMEs, ecotourism development

Raja Ampat, West Papua (ANTARA) - Bank Indonesia (BI) has supported the development of micro, small, and medium enterprises (MSMEs) and ecotourism in Raja Ampat District, West Papua.

By providing facilities and infrastructure assistance to managers of the Mankobon Creative Center and the Mbilin Kayam Dance Group, BI aims to push the green economic sector.

Deputy Governor of BI Dody Budi Waluyo stated in Raja Ampat on Saturday that the assistance was an implementation of strategic contributions in encouraging the economic sector and supporting MSMEs and ecotourism based on the green economy.

"I invite the citizens of Saporkren, Raja Ampat, to preserve the culture (to prevent it from) disappearing or becoming extinct. Culture can bring income to the community through cultural creations, especially in tourist areas, such as Raja Ampat District," Waluyo explained.

The assisted communities underwent a coaching and mentoring process from the Representative Office of BI in West Papua Province through the Bank Indonesia Social Program (PSBI), Waluyo remarked.

According to Waluyo, Raja Ampat tourism is popular for its charm not only in the country but also in foreign nations.

He noted that the natural beauty of Raja Ampat, replete with its strong cultural elements and customs, will add value to improve the local economy.

Waluyo views BI's support for the Mankobon Creative Center as an effort to maintain and preserve the Papuan culture through the creation of traditional music arts in Saporkren Village of Raja Ampat.

Meanwhile, Raja Ampat District Head, H. Abdul Faris Umlati, remarked that the Monkobon Creative Center was established in 2018.

The creative cultural group chose to focus not only on traditional music but also on dance arts and various handicrafts, Umlati remarked.

"We hope this creative house would be optimized in order to preserve the original culture of the region and would be a platform to develop Papuan cultural arts," Umlati noted.

3) District heads press for expediting Trans Papua Highway construction

Wamena, Papua (ANTARA) - The association of district heads from the central Papua mountain range will pen a letter to the central government to accelerate the Trans Papua Highway's construction to reduce financial burden on the mountain range's residents.

Construction of the road would help the local people. However, the work had yet to be completed due to the difficult terrain, the association's chief, Ricy Ham Pagawak, stated here on Saturday.

"This is a state road. This is not a provincial or district road. The state is responsible for completing it. Our association will write a letter to the central and provincial governments to complete (the construction of) the road soon, so that it will reduce the prices of basic commodities and products," he remarked.

Construction of the road has its own pros and cons, with the downside including liquor smuggling conducted along the route, though district heads are determined to thwart the negative aspects.

"Through the road, of course, we will be open to influences. Right now, airplanes are still used for transportation, though their number is limited," he remarked.

The association will also coordinate with former Jayawijaya district head John Wempi Wetipo, who was former chief of the association and currently lives in Jakarta, to help accelerate construction of the highway.

The Mamberamo Tengah district head stated that the trans Papua highway construction work is carried out annually using the state budget. The vehicles are expected to ply on the road in the not-so-distant future.

"Moreover, the former chief of the association works for the ministry, so it is his responsibility. We will urge him to help accelerate construction of the road," he stated.

4) President meets Papua People's Council representatives at Bogor Palace

Jakarta (ANTARA) - President Joko Widodo met representatives of the Papua People's Council (MRP) and West Papua People's Council at Bogor Presidential Palace in West Java on Friday to discuss the carving out of new autonomous regions in Papua.

In a virtual statement, which was accessed from Jakarta on Friday, Jayapura district head Mathius Awoitauw, who represented the delegation, lauded the meeting with the President.

"First of all, we (would like to) express our appreciation and gratitude to Mr. President for fulfilling our request for an audience today," Awoitauw said.

The meeting was held to clarify conflicting information on the implementation of Law No. 2 of 2021 on Special Autonomy in Papua Province, which also includes new autonomous regions.

In Papua province, the new autonomous regions include South Papua, Papua Pegunungan Tengah, and Papua Tengah.

He said the plan to form new autonomous regions is the pure aspiration of Papuan people for which they have struggled for a long time. For instance, the people of South Papua have struggled for their aspirations since 20 years ago.

"So, this is not something that has emerged all of a sudden. But this is the pure aspiration of the people of South Papua, Tabi, Saereri, La Pago, and Mee Pago," he added.

He said the aspiration was driven by the idea of customary territories and not street demonstrations.

The people of Papua hope the creation of new autonomous regions will accelerate the effort to promote people's welfare in Papua and West Papua.

He said the special autonomy law binds the entire community in Papua and provides legal certainty to customary communities to manage their spaces based on the seven customary regions in Papua land.
