1)  Komnas HAM focuses on monitoring conflict zones in Papua for human rights advancement in 2024

Jayapura, Jubi – Frits Ramandey, the Head of the Representative Office of the National Commission on Human Rights (Komnas HAM Papua), stated that in 2024, the focus of their efforts will be on monitoring several armed conflict areas in Papua.

“The potential for violence, particularly armed conflicts, in various regions of Papua is a matter of concern for Komnas HAM,” Ramandey said in Jayapura City on Wednesday (17/1/2024).

Ramandey outlined the specific conflict-prone areas across four provinces that Komnas HAM Papua plans to monitor. In Papua Province, the monitoring will cover Keerom Regency and the Yapen Islands Regency. In Central Papua Province, attention will be directed towards Dogiyai Regency, Paniai Regency, Intan Jaya Regency, Mimika Regency, Puncak Regency, and Puncak Jaya Regency. In the Mountainous Papua Province, monitoring will extend to Nduga Regency, Yahukimo Regency, and Jayawijaya Regency. Additionally, Komnas HAM Papua will also monitor the situation in Maybrat Regency in the Southwest Papua Province.

Ramandey stressed that the monitoring of conflict areas is part of Komnas HAM’s strategic program for 2024, aimed at advancing human rights across the six provinces of Papua. He highlighted the importance of creating space for dialogue as an effort to halt the violence in armed conflicts in Papua. Ramandey cited instances where territorial expansion and the formation of new autonomous regions tend to escalate violence due to the lack of community participation in the process.

According to Ramandey, numerous violent incidents occurred in 2023, resulting in 40 fatalities, 41 injuries, one person being held hostage, and one individual reported missing. He urged the government to engage in continuous dialogue with the West Papua National Liberation Army (TPNPB), an armed group, to address the ongoing issues.

Ramandey also called for the Peace Operation Cartenz, conducted by security forces, to focus on restoring security and public order in areas prone to armed violence. (*)

2) Pioneer ship docks in Nabire’s Umar Bay and Yaur

Jayapura, Jubi – A pioneer ship has successfully docked in Umar Bay and Yaur Village, Nabire Regency, Central Papua a few days ago. John NR Gobai, a member of the Papua Legislative Council (DPRP) representing the Meepago customary region, revealed that the pioneer ship docked in Umar Bay’s Yaur on January 12, 2024.

“For a long time, pioneer ships had never entered Umar Bay and Yaur. That is why we have consistently pushed for their access to these areas. Praise the Lord, the path has now been opened,” stated John Gobai in a communication with Jubi on Wednesday (17/1/2024).

He explained that after the Ministry of Transportation, through the Directorate General of Sea Transportation, approved the operation of pioneer ships in the region, the long-awaited aspiration of the local community has finally been realized.

“The pioneer ship docked in Umar Bay around 8 a.m. and in Yaur around 1 p.m.,” he said.

Gobai mentioned that following the entry of the pioneer ship into the region, they are seeking support from the Central Papua Provincial Government and the Nabire Regency Government to complete the lacking facilities.

“We also hope that residents from surrounding villages can bring their produce to the city of Nabire or Waropen and contribute to maintaining the ship’s comfort during docking,” he added.

As the Chairperson of the Special Group of the Papua Legislative Council, he emphasized that Umar Bay is a district located on the border between Nabire Regency, Central Papua, and Wasior Regency, West Papua. The villages in the area include Yeretuar Village, Napan Yaur Village, Bawei Village, and Goni Village.

To shorten the distance of control and ensure even development, especially in maritime transportation, access for pioneer ships to these regions is crucial.

“As of January 12, 2024, the Ministry of Transportation of the Republic of Indonesia, through the Directorate General of Sea Transportation, has approved and planned for Pioneer Ship Sabuk Nusantara 63 to start operating or docking in Yaur Village, Umar Bay District (Yeretuar), Nabire Regency, Central Papua Province,” he stated. 3)  Anies plans to prioritize education in Southwest Papua

 Presidential candidate Anies Baswedan promises to ease access to quality education in Papua. 

Presidential candidate Anies Baswedan has promised to prioritize education in Southwest Papua by rolling out a scholarship program for children. During his campaign in Sorong, the provincial capital, Anies said he had met a child who was unable to attend school because of the high cost of education. "This is a phenomenon that must be resolved. Although we often say ‘we are satisfied [with the education system],’ upon closer look, the condition of the education and health systems turn out to be far from satisfactory," said Anies on Tuesday, as quoted by Antara News. 

Anies said he was committed to easing access to quality education so children could finish their education without having to worry about the fees, particularly in Papua. Anies is also planning to make an additional quota of scholarship recipients across the region. "Additional quota for overseas scholarships for students throughout Papua, so not just here [Southwest Papua] but overall in Papua," he said.

Anies also pointed out how athletes in Southwest Papua were not properly cared for by the government, leading to difficulties in finding jobs after returning to their hometowns after competing. Anies said that he would prepare a special program, which included employment health insurance, for the athletes.

He said the program was to improve the quality of human resources in Southwest Papua, which the government had not properly addressed. Anies said it would be a shame if the government did not provide a decent place for children to grow and develop their potential. Therefore, several measures must be taken to raise the children’s potential, such as supporting the fundamental base of the family and the community and developing local facilities.
