Maire Leadbeater
Maire Leadbeater is a veteran peace and human rights activist and happily retired social worker. In her early years, both her parents were members of the Communist Party and closely watched by the security services. From the age of ten, the SIS kept records of Maire’s activities. Her three siblings also came under scrutiny, particularly her brother, Keith, a Green Party Member of Parliament for twelve years.
Maire was active in the Campaign for Nuclear Disarmament for many years, and in the 1990s was the spokesperson for the Auckland East Timor Independence Committee. She is currently active in West Papua Action Auckland.

Jayapura, Jubi – The Advocacy Coalition for Justice and Safety of Journalists in Papua held a press conference in Jayapura City, Papua, Monday (10/21/2024). The coalition, which was formed in response to the molotov throwing at the Jubi Editorial Office on October 16, 2024, urged the Papua Regional Police to immediately reveal the case.
Spokesperson for the Advocacy Coalition for Justice and Safety of Journalists in Papua, Chanry Suripatty, stated that the Papua Regional Police (Polda) must immediately arrest the perpetrators of the molotov throwing at the Jubi Editorial Office. Chanry also emphasized that the Advocacy Coalition for Justice and Safety of Journalists in Papua asked the police to ensure that similar terror does not recur.
"We urge the Papua Regional Police and the National Police to immediately reveal the bomb terror case targeting the Jubi Editorial Office. We ask for serious attention from the state, in this case the police, especially the Chief of Police to reveal this case. The terror case has been repeated, occurred several times, and the perpetrators or masterminds of this incident have never been revealed," he said.
The Advocacy Coalition for Justice and Safety of Journalists in Papua consists of Jubi, the Papua Journalists Association (AWP), the Indonesian Journalists Association (PWI) throughout Papua, the Alliance of Independent Journalists (AJI) Jayapura, the Journalists Safety Committee in Papua, the Regional Coordinator of the Indonesian Television Journalists Association (IJTI) Papua-Maluku, and the Indonesian Cyber Media Association (AMSI) Papua.
Several human rights organizations have also joined the coalition, such as the Papua Legal Aid Institute (LBH), PBHKP Papua Barat Daya, LBH Kaki Abu, ESLHAM Papua, PAHAM Papua, ALDP, KontraS Papua, KPKC GKI Tanah Papua, SKPKC Franciscan Papua, and the Papuan Church Council. Several intra- and extra-campus organizations have also joined, such as the Student Executive Board (BEM) of Cenderawasih University, BEM Jayapura University of Science and Technology, GMKI, and PMKRI Papua. Chanry said the coalition considered the throwing of molotov cocktails at the Jubi Editorial Office as a serious threat to press freedom and democracy in Papua. He stated that attacks on media such as Jubi were not only physical threats to Jubi, but also threats to press freedom and the public's right to obtain accurate information.
Chanry stated that the Papua Police had formed a team to investigate the case of the Molotov cocktail throwing at the Jubi Editorial Office. He hoped that the team could work quickly and transparently to ensure that the case was revealed, and that violence against the media in Papua would not be repeated.
"We thank the police who have moved quickly to investigate [the case]. We hope that the perpetrators and motives can be revealed, and that this does not happen again to journalists, media, or human rights activists in Papua," he said.
There is a lot of CCTV footage evidence
The Head of the Press Legal Aid Association in Papua, Simon Pattiradjawane, said that the case had been reported to the Papua Regional Police (Polda) on October 16, 2024. Simon stated that the complaint was recorded as a report of alleged criminal acts together and intentionally causing a fire as referred to in Article 187 in conjunction with Article 55 of the Criminal Code.
"After the incident, [we] decided to take legal action [by] making a report to the Papua Police," Simon told reporters in Jayapura City on Monday.
Simon said that in the case of the Molotov throwing, there was evidence in the form of CCTV footage, so the police should have been able to uncover and arrest the perpetrators more quickly. Simon said that his party would write to the Papua Police asking for information regarding the progress of the investigation process in the case. "We believe the police can uncover [the case], because it is clear from the CCTV. The person, what he was wearing, it was clearly recorded. Because we counted [there were] more than 12 CCTVs along the road. The police must reveal who the perpetrators are? Is it the same person [in the previous series of terror], or someone else? Because there was a series of cases [previously against the Jubi leader] where the perpetrators were not found," he said.
Director of PAHAM Papua, Gustaf Kawer said that the throwing of Molotov bombs at the Jubi Editorial Office was a serious matter. He asked the police to seriously handle the Molotov throwing case, and asked Jubi to also seriously push the case.
"It's not a trivial matter, it's a serious matter. So the handling by the police is also serious. We, the victims, must also be serious. From the experience of [handling] terror cases [like] that, [usually] the disclosure [is] slow, and [ultimately] the perpetrators are not found, both [in terror cases] that befall journalists and human rights activists," he said.
Kawer said that disclosing the case should not be difficult, because the alleged perpetrator's actions were recorded on CCTV. He asked all parties to help push for the disclosure of the case.
"The perpetrator of the terror actually revealed himself. Without us bothering to submit evidence, it's actually easy to find the perpetrator. Look [and] check the CCTV [it's] complete, we just have to check the point where he entered. The police must be serious," he said.
Jubi Editor-in-Chief, Jean Bisai said that Jubi will continue to push the case until the perpetrator is revealed. Bisai said the molotov throwing caused losses worth Rp300 million for the Jubi Editorial Office.
"I will pursue this case until I find the person. So I will not play around at any time. The terror is extraordinary. Terror in my house, my children are disturbed by this incident," he said.
Bisai said the molotov throwing was a very serious terror against Jubi. However, Bisai said Jubi will remain consistent in reporting on issues that occur in Papua, especially related to the Human Rights situation in Papua.
Police reveal molotov material
On the other hand, the Head of Public Relations or Kabid Humas of the Papua Police, Senior Commissioner Ignatius Benny Adi Prabowo said the police were continuing to investigate the molotov throwing at the Jubi Editorial Office. "The police have asked for statements from four witnesses," Benny said in his written statement on Monday.
Benny said the police had searched for and collected evidence, including CCTV footage. "We don't know the perpetrator yet," he said.
According to Benny, the Papua Police Forensic Laboratory Team has taken samples of the remaining Molotov at the Jubi Editorial Office. The residue consists of one green solid, one gray gel, and two ash swabs. Two wick samples have also been examined using a gas chromatography–mass spectrometry (GC–MS) instrument to trace the origin of the Molotov material.
"And the results of the examination, a green solid was obtained which is Polystrene or a polymer that functions as an additional material to increase the burning effect and heat temperature, a gray gel is a Polymer material, and two ash swabs which are soot from fires with carbon-type compounds," said Benny.
According to Benny, the polymer material used in the Molotov is a material that is easily found on the market. The police also found slime, a children's toy gel, which was used in the Molotov.
Benny asked all parties to wait for the investigation process carried out by investigators. Benny said that his party was working as hard as possible to be able to uncover the perpetrator and the motive for throwing the Molotov.
"Until now, the joint investigators of the Papua Police are still conducting investigations in the field to uncover the incident. We are trying our best to uncover the perpetrators and motives," he said. (*)

4) President Wenda: Prabowo or Jokowi, a referendum is still the only solution
As Prabowo Subianto takes office as Indonesian President, the ULMWP restates its basic demand for an internationally-mediated referendum on independence. The continued violation of our self-determination is the root cause of the West Papua conflict. Only a referendum can resolve our issue.
This is a frightening time for my people. Prabowo is complicit in genocide in West Papua and East Timor. As a Kopassus General, he committed many massacres in occupied East Timor, while in West Papua he was responsible for the Mapenduma Disaster and the many innocent lives lost in the aftermath. His family’s interests in palm oil and mining have since brought further destruction to our forest, mountain, and rivers. In Indonesia, business, military, and politics are three heads of the same beast.
The appointment of a West Papuan, Natalius Pigai, as Minister for Human Rights is pure PR that does nothing to reduce the threat of Prabowo’s Presidency. This is a classic diversion tactic used by colonisers all over the world. We will not be fooled by token representation while our people are killed and our forest is destroyed.
As world leaders travelled to Jakarta for the inauguration, the Indonesian state against ramped up its ecocidal destruction of the Papuan rainforest. In Merauke, Indonesia has launched the biggest deforestation project ever created, and has deployed 5000 additional troops to protect their colonial investment. There are two interlinked crimes occurring in West Papua: ecocide and genocide. Over 500,000 West Papuans have been killed under Indonesian rule, many of them under Suharto’s New Order dictatorship.
Now, the ghost of Suharto has returned: Prabowo was the dictator’s son-in-law, and played a key role in his administration. The New Order might be gone but the mindset and culture of the Indonesian military is the same. The TNI still act with total impunity in West Papua. Even under the supposed ‘reformer’ Joko Widodo, the Indonesian state refused to prosecute the child-murdering soldiers who committed the 2014 Paniai massacre.
I warned in 2014 that Widodo was bringing false hope to West Papua. Since then, we have suffered a massive increase in militarisation, with over 100,000 Papuans displaced and more than 1000 dead due to TNI operations since 2018. The only answer, then and now, is to fulfill our right to self-determination. I therefore repeat to Prabowo the demands I made many times to his predecessor:
- Withdraw your military from West Papua and allow civilians to return home;
- Allow international and domestic media to report freely from West Papua;
- Immediately allow the long-delayed visit to West Papua by the UN High Commissioner for Human Rights;
- Find a permanent solution to the West Papua issue by allowing an internationally-mediated independence referendum.
As President of the ULMWP, elected by the West Papuan people, I am ready to sit down with President Prabowo, elected by the people of Indonesia. Instead of another decade of killing and displacement, we can meet as equals and peacefully discuss ending this decades-long war and securing peace in West Papua. Further military force cannot resolve this conflict: self-determination is the only possible solution.
A referendum is not only my demand or the demand of the ULMWP. It is the demand of the entire West Papuan people: the 2017 Papuan People’s Petition supporting self-determination was signed by 1.8 million West Papuans, over 70% of the indigenous population. Our commitment to liberation has never been stronger. For the good of both our peoples, let us find a long-term solution to this issue.

Elisa Sekenyap, Jayapura – The Merauke food and energy National Strategic Project (PSN) in South Papua is taking away indigenous Papuans right to life and worsening the environmental crisis.
This was conveyed by a coalition of civil society organizations, human rights defenders, environmental activists and indigenous peoples affected by the Merauke food estate project after holding a protest action at the Ministry of Defence offices in Jakarta on Wednesday October 16.
The Malind and Yai Merauke indigenous peoples adorned themselves with traditional clothing during the action rejecting the Merauke PSN.
Teddy Wakum, a spokesperson for the group Merauke's Solidarity, stressed that the national strategic project in Merauke must be stopped.
"We from Merauke Solidarity are of the view and state that the national strategic project for food and energy development in Merauke regency, South Papua, must be cancelled and stopped, because it is contrary to the 1945 Constitution and legislation", said Wakum.
He then said that the opposition to the project is also related to the right to life, the rights of indigenous peoples, the right to land, the right to freedom of expression, the right to development, the right to food and nutrition, the right to a good and healthy environment and the principles and goals of sustainable development.
Therefore they are urging President Joko "Jokowi" Widodo and the ministers of defence, agriculture and investment, or the head of investment coordination, to stop the PSN.
"[We] are asking that the Minister of Environment and Forestry to immediately conduct an environmental evaluation and audit to assess the responsible business entities' compliance with the legal requirements and environmental feasibility, and impose the sanction of revoking their business license", said Franky Samperante, the director of the Pusaka Foundation.
Merauke Solidarity is therefore:
- Urging the President of the Republic of Indonesia and the Minister of Defence, the Minister of Agriculture and the Minister of Investment/Head of the Investment Coordinating Board, to immediately stop the Merauke PSN including the sugar and bioethanol plantation development project and the new 1 million hectare irrigated rice field project.
- Asking the Minister of Environment and Forestry to immediately conduct environmental evaluation and audit to assess the responsible business entities' compliance with the legal requirements and environmental feasibility, and impose the sanction of revoking their business license.
- Asking the government to recognise, respect and protect the existence and rights of indigenous peoples, as well as conduct meaningful consultations with indigenous community groups on the various socioeconomic development projects taking place in indigenous areas, so they are carried out inclusively, fairly and are environmentally sustainable.
- Asking the government and the Indonesian Military (TNI) and Indonesian Police (Polri) state security apparatus to stop using a security approach and not be involved in commercial development projects.
