1) Wenda accuses Jakarta’s military of ‘massacre’ after killing of 3 Papuans
By APR editor -
Some of the Papuan victims of the shooting allegedly by Indonesia security forces in Nipuralome village, Ilaga, Puncak regency, on June 4. Image: Human Rights and Peace Coalition for Papua The United Liberation Movement of West Papua has accused Indonesian “colonial forces” of a new massacre with the killing of three civilians, “adding to the hundreds of thousands of West Papuans killed during six decades of occupation”.
Interim president Benny Wenda of the ULMWP has also claimed that Jakarta has put the entire population of 4.4 million “at risk of being swiped out” by Indonesian security forces by being labelled “terrorist”.
In a statement, Wenda said a husband and wife, Patianus Kogoya, 45, and Paitena Murib, 43,had been killedat Nipuralome village, along with another Papuan man, Erialek Kogoya, 55.
“They were shot dead by joint security services on June 4 in Ilaga, Puncak regency. Three others, including a five year old child, were wounded during the massacre,” he said.
“Local churches have confirmed the incident, even as the colonial Indonesian police have spread hoaxes to hide their murders.”
Wenda said cold blooded murder was becoming the culture for the security forces
“West Papua is the site of massacre on top of massacre, fromPaniaito Nduga toIntan Jayato Puncak. This is heart-breaking news following the killing of our religious leaders likePastor Zanambani,”he said.
‘Count more of our dead’
“We now have to count more of our dead. How much longer will this continue?”
Wenda said Indonesia hadlabelled the OPM (Free Papua Moivement) “terrorist”.
“The OPM is all West Papuans who have hopes for freedom and self-determination, all organisations that fight for justice and liberation in West Papua,” he said.
“I am OPM, the ULMWP is OPM. If you label the OPM ‘terrorist’, you are labelling the entire population of West Papua ‘terrorist’.
“The Indonesian state is targeting all West Papuans for elimination – the evidence is there in Ilaga last week, with unarmed civilians being gunned down.
“How do they justify this killing? With the ‘terrorist’ label.”
Wenda claimed these “stigmatising labels” were part of Jakarta’s systematic plan to justify its presence in West Papua and the “deployment of21,000 troopsto our land”.
He said that the ULMWP continued its urgent call for Indonesia to allow the UN High Commissioner for Human Rights into West Papua.
“Intervention is needed now. What is happening in Palestine is happening in West Papua,” he said.
Wenda appealed to solidarity groups in the Pacific and internationally to speak up for “freedom and justice”.

4) Students sue Cenderawasih University rector for allegedly turning dorm into athlete hotel
News Desk June 10, 2021 7:02 pm
Jayapura, Jubi – The student inhabitants of the Cenderawasih University student dorm have filed a lawsuit to the Jayapura District Court against the university’s rector, Apolo Safanpo, for allegedly evicting them by force to accommodate the athletes of the upcoming 20th National Games (PON) in Papua.
The students’ lawyer, director of the Papua Legal Aid Institution Emanuel Gobay said that the rector should fulfill the right to education and housing for active students of Cenderawasih University. Instead, the rector and the PON Committee agreed to make the student dormitory a place to accommodate athletes during the national games.
“Even though the PON Committee has issued a letter about utilizing the student dorm for athlete accommodation, the evacuation of the student dorm by force has failed to comply with the principle of protection that must be applied in evictions,” Gobay said on Wednesday, June 8, 2021.
In fact, hundreds of personnel of the TNI and police were deployed to clear the student dorm on May 21. Some students said the security forces broke into the dorm using violence and pushing and kicking the doors.
Gobay said that the university should have informed the student dorm inhabitants with adequate information prior to the eviction, as well as providing an alternative place for the affected students.
According to Gobay, the rector had violated Article 1365 of theCivil Code, which stated that “Every act that violates the law and causes harm to others, obliges the person who caused the loss to compensate for the loss”.
Student dorm coordinator David Wilil said that the rector must be held responsible for the alleged forced eviction of the Cenderawasih University student dormitory.
“We are taking legal action. We hope that the Jayapura District Court will accept the lawsuit” said Wilil.
He also hoped that the rector would realize his promise to relocate the evicted students to another dorm that was not going to be renovated. The other option, Wilil said, was to pay the students’ rent until the National Games was over and they could go back to the student dorm.

5) Calls rising for more participation of native Papuans in National Games committee
News Desk June 10, 2021 7:14 pm
Merauke, Jubi – The Indonesian public has called on the 20th National Games (PON) Committee to include more Papuans in the event planned to take place in West Papua on October 2-15. The games will be held in four locations, namely Jayapura City, Jayapura Regency, Merauke, and Timika regencies.
Merauke Legislative Council lawmaker Kosmas Yem asked the Merauke Sub-regional PON Committee to involve Indigenous Papuans in all stages of the event, such as working or volunteering at the committee and selling handicrafts as the event’s merchandise.
“This is very important to create more nuance in the upcoming National Games held in Papua. Papua is the host, therefore, Indigenous Papuans should actively be involved and not just become spectators,” Yem told Jubi on Thursday, June 10, 2021.
Yem said that in Merauke, where athletes of six sports will compete, the echo of the National Games was still unheard of. “In fact, I’m not sure if the Merauke people knew when will the event occur because the atmosphere is not so festive here,” he said.
Earlier in April, Papua head of the Alliance of Student Executive Body (BEM) Nusantara Unas Ginia refused deployment of more troops to secure the National Games. Ginia hoped the committee would recruit volunteers from local residents to handle security matters.
Meanwhile, the Indonesian public recently protested against the appointment of Jakarta-based celebrity Nagita Slavina as an icon of the 20th National Games. On April 25, the national media featured a photo of Slavina posing with a traditional Papuan head accessory. The PON Committee argued that Slavina was only a part of the campaign to promote the event.
The public, however, disapproved of the idea. An online petition demanding the committee to replace Slavina with Indigenous Papuan woman was launched last week and has been signed by more than 11,000 people as of Thursday.
Stephen Wally, who made the petition titled “Petition Against Cultural Appropriation in 20th National Games”, said he wanted to gain public support to fight for the Papuan culture. “I think the ambassador for the 20th National Games, which will be held in Papua, should be Papuans. The appointment of Nagita Slavina as an icon does not reflect the diversity of the nation and could encourage cultural appropriation” he wrote.
“I believe that Papuan women are independent and able to represent the people, the homeland of Papua, and their culture in the event,” he added.
Previously, comedian Arie Kriting also criticized the naming of Nagita Slavina as a PON icon in his Instagram account. “Papuan women should be represented by a Papuan woman herself,” Arie wrote while mentioning several names of famous Indigenous Papuan women. According to Arie, presenting an image of Papuan women through a non-Papuan woman was a form of cultural appropriation.
“The National Games is indeed a national event. However, Papua becomes the host of the event this year. Think about the Asian Games, wherein the participants are from Asian countries. When Indonesia becomes the host of the Asian Games, it would be unconventional if Indonesia appointed a Japanese or Korean figure as an ambassador of the event, right?” the comedian wrote on Friday.
Susan Scafidi of Fordham University defines cultural appropriation as “Taking intellectual property, traditional knowledge, cultural expressions, or artifacts from another’s culture without permission”.
“It becomes dangerous when the community whose culture being taken is a minority group that has been oppressed or exploited in a certain way,” Scafidi explained.
