Jayapura, Jubi – Participating in the 16 Days of Activism Against Gender-based Violence global campaign, this year, the Save Papuan Humans Women’s Coalition will hold a number of activities in Jayapura City under the theme “Papuan Women, Militarism, and Investment”. The series of events will be held for 16 days, starting November 25 to December 10.

Coalition coordinator Ani Sipa said the event would be held online and offline with strict health protocols. One of the most anticipated events is a webinar discussing “The Birds No More”—a report by AJAR with the Christian Protestant Church in the Land of Papua’s Ministry of Justice, Peace, and Integrity of Creation (JPIC GKI), eL_AdPPer, ELSHAM Papua, and the Papuan Women Working Group, which documented 100 stories of women victims of land grabbing and forest loss in Papua and West Papua provinces.

Other than webinars, there will also be photo exhibitions, documentary film screenings, workshops, music concerts, dance performances, gymnastics, and morning walks during the 16 Days of Activism Against Gender-based Violence.

“This is a joint work between communities, NGOs, youth organizations, church institutions, and individuals. Even though it’s the woman’s coalition, the spirit is for all so we hope that everyone will take part in this campaign,” said Ani Sipa on Wednesday, Nov. 24, 2021.

Among the organizations involved in the series of campaigns are the Papua Voice, JPIC GKI, LBH APIK, Papuan Insight, Center for Guidance and Development of Women (P3W GKI), LP3AP, DE SAGOO Band, AJAR, Ruang Damai Foundation, Elsham Papua, KINGMI Women’s Department, FAMM Indonesia, WALHI Papua, GIDI Women’s Department, Papuaitukita, LBH Papua, CEDAW Papua Team, SORAK PATOK, KEWITA, ISBI Students, and United for Truth (BUK).

The JPIC GKI, P3W GKI, and the Women’s Bureau GKI will lead the opening event with a common prayer. JPIC GKI discussion coordinator Rev. Magdalena Kafiar said that November 25 was also the commemoration of the Asian Women’s Day of Prayer.

“In addition to being the first day of 16 Days of Activism Against Gender-based Violence, on November 25 every year we also commemorate the Asian Women’s Day of Prayer. So tomorrow we will pray together at the GKI’s Graha Sara Building,” said Rev. Kafiar. Following the joint worship, she added, was a discussion about the history of the women’s movement and the current situation of Papuan women.

Women, children, and the elderly have always been victims of armed conflict in a number of areas in Papua. Ani Sipa said that in the last three years, the armed conflict in Papua continued to escalate and never seem to end. She recalled the armed conflict between the Indonesian Military (TNI) and police and the West Papua National Liberation Army (TPNPB) at the end of 2018 in Nduga Regency, which resulted in attacks on civilian settlements, and led to a large wave of displaced people even to date.

“They walked for weeks and fled to a number of places around Nduga, and became displaced persons with very poor conditions. Women and children suffer the most. Some women were forced to give birth in the middle of the forest on their way to evacuate,” Sipa told Jubi.

While the displaced people in Nduga still struggling, Sipa said, a similar incident occurred in several other areas, such as Intan Jaya Regency.  The conflict in Intan Jaya has been going on since the end of 2019 and continues to this day. Armed conflicts also occurred in Puncak Regency, Bintang Mountains Regency, and Maybrat Regency. Yet again, women and children are the groups most affected by the armed conflict in Papua.

“Such a situation encourages women’s groups in Papua to gather and support each other through the 16 Days of Activism Against Gender-based Violence. Papuan women speak out to reject all forms of violence and investment in Papua that cause Papuan women to become victims, either directly or indirectly,” said Sipa.

The Save Papuan Humans Women’s Coalition hopes that the campaign can increase public awareness of the vulnerability of Papuan women in conflict areas so that the public can further push the government to take strategic policies in dealing with the grim situation in Papua. (*)

2) Govt taking 'prosperity' approach for resolving Papua issues: minister

Jakarta (ANTARA) - The Indonesian government has adopted an approach based on "prosperity" not "weapons" for handling Papua issues, Coordinating Minister for Political, Legal, and Security Affairs, Mahfud MD, has disclosed.

He made the statement after Indonesian Military (TNI) Commander General Andika Perkasa paid him a courtesy call on Thursday.

On the ministry's official Youtube channel that ANTARA accessed from Jakarta, Mahfud highlighted the importance of adopting a "new approach" for addressing Papua issues.

"The approach is basically related to prosperity development that is implemented comprehensively and synergistically," he said, adding that it is not linked to "weapons", but "prosperity".

The technical approach is, therefore, focused on territorial operations instead of combat operations, the minister said. General Perkasa elaborated his perspectives and ideas on the new approach during the meeting, he added.

Mahfud said he also discussed grave human rights violations involving the TNI with General Perkasa during the meeting.

One of the human rights violations was the Paniai case reported in July this year, he said, adding that for resolving the case, the TNI commander will coordinate with his ministry.

Meanwhile, General Perkasa did not elaborate on his ideas for handling Papua issues but promised to take them up during his working visit to Papua province next week.

General Perkasa was sworn in by President Joko Widodo as the TNI commander on November 17, 2021 in place of Air Chief Marshal Hadi Tjahjanto, who has reached the retirement age of 58, on November 8, 2021.

Papua issues will be a challenge during Perkasa's leadership as armed conflicts are still occurring in Papua and West Papua though the central and regional governments are making the utmost efforts to improve the welfare of local communities by intensifying regional development.

Papua has borne witness to a spate of violence against civilians and security personnel in the past few years.

Intan Jaya recorded its bloodiest month in September 2020, with notorious armed groups launching a series of attacks that claimed the lives of two soldiers and two civilians and left two others injured.

The armed groups have continued their acts of terror this year, too.

On April 25, 2021, Papuan separatists, operating in Beoga, ambushed State Intelligence Agency (Papua) chief I Gusti Putu Danny Karya Nugraha and several security personnel during their visit to Dambet village.

Nugraha died of gunshot wounds.

Manokwari, West Papua (ANTARA) - Army Chief of Staff  General Dudung Abdurrachman instructed troops stationed in conflict areas to prioritize Papuans' safety from threats of armed criminal groups.

"Troops stationed in conflict areas, such as Papua, should not aim to kill members of armed criminal groups, but instead, devise ways to provide safety to Papuans, who are intimidated by the criminals," the army chief of staff stated in Manokwari on Thursday.

General Abdurrachman delivered the instruction while visiting troops stationed under the XVIII Kasuari Regional Military Command in West Papua.

The army chief of staff revealed that his visit to West Papua aimed to continue his personal tradition every time he is assigned to a new military unit to meet troops placed under his command.

"This is my personal vow that every time I am assigned to new units, I will observe my operation area, learn issues that hinder my troops, and challenges they face in their assigned areas," he stated.

Abdurrachman reminded the top brass and troops of the Kasuari Regional Military Command to always be present and never be reluctant to placate the problems often faced by the Papuan people.

He also encouraged army troops to have an endearing approach in their interactions with Papuans by comprehending what they need the most and conceiving solutions to address their concerns.

"As the leader and TNI troops, we must understand situations in our assigned regions. I remind the troops that their presence and contribution must entice the Papuan people to develop a fondness for them," the chief of staff remarked.

Abdurrachman also highlighted the importance of personal conscience and courage in facing challenges in their line of duty.

"Leaders must have sensitivity in every situation to consider the most appropriate way in addressing potential threats to our unity," he affirmed.
