1) COVID-19 VACCINATION IN WEST PAPUA PROVINCE 23.1 PERCENT

Manokwari, Jubi – As of Oct. 31, 2021, the second dose of COVID-19 vaccination has reached as many as 183,889 people in West Papua Province, or 23.1 percent of the total target of achieving 70 percent of the province’s population.

Head of the West Papua Health Agency Otto Parorongan said that the vaccination program was still taking place in each district in collaboration with the Indonesian Military (TNI) and police. Parorongan said that people’s awareness to get vaccinated in the province is pretty good. “They are willing to visit the vaccination center,” he said on Monday, Nov. 1, 2021.

“Together with the TNI and police, we are collaborating to provide COVID-19 vaccination services to the community while promoting the benefits of vaccines, such as lower COVID-19 cases in this province,” said Parorongan.

According to him, the epidemiological situation in West Papua, with the highest trend of cases between June and July, began to decline after the West Papua COVID-19 vaccination reached 20 percent.

“This means that West Papua’s immunity began to form after the COVID-19 vaccination program was intensively carried out, as well as performing stricter health protocols at every point of entry of the province,” Parorongan said.


He said that of the 13 regencies and cities in this province, the highest COVID-19 vaccination coverage was in Manokwari Regency, with 53 percent of the first injection had been given and 39.4 percent of the second dose. Meanwhile, the lowest COVID-19 vaccination rate in the province was in the Arfak Mountains Regency with second dose coverage of only 109 people, or 0.4 percent of the 29,822 total targets.

“The government is still trying to approach the community through community leaders and increasing campaign and promotion in the Arfak Mountains using local wisdom,” said Parorongan.

Furthermore, West Papua COVID-19 Task Force spokesperson Arnold Tiniap said that there were currently 16 active cases of COVID-19 in West Papua. “Today in West Papua there are six more people who recovered from COVID-19 from Kaimana Regency. Therefore, there are still 16 COVID-19 cases left in the province,” said Tiniap. (*)

Dear Chief Marsekal TNI Hadi Tjahjanto,

ELSHAM Papua is supported by 24 institutions and civil society organisations from across the land of Papua, throughout Indonesia, and internationally, expressing deep concern over the shooting of two children in Sugapa, Intan Jaya Regency, Melpianus Sondegau (2 years old) who died, and Yoakim Majau (6 years old) was a victim of gunshot wounds. The shooting of these two children was a result of gunfire from the joint military and police forces who fired successively at TPN-PB groups in Sugapa, Intan Jaya Regency, Tuesday, October 26, 2021.

We are deeply concerned with a situation where children have become victims of shoot- ings carried out by the security forces who fired indiscriminately into civilian homes.

The situation in Sugapa Intan Jaya is currently tense and people live in fear. By now most of the civilian population have taken refuge in the local church. This caused massive evac- uations to occur again, even though they had just returned to their villages after previously being forced to flee, and were still traumatised. Based on information released by the Timi- ka Diocese's SKP, there are currently around 5,600 people who have fled to churches, schools and built refugee tents at the local soccer field. Their condition is deplorable and will require food, clothing and medicine.

Therefore, we, ELSHAM Papua, together with 24 Civil Society Institutions and Organisa- tions in Papua, Indonesia and Internationally, request and urge the honourable Chief Marsekal TNI Hadi Tjahjanto to:

  1. Immediately order the TNI officers on duty in Intan Jaya Regency to exercise re- straint and not to carry out indiscriminate attacks in public locations and residential areas that might cause civilian casualties.
  2. Immediately carry out an investigation to find the perpetrators of the shooting who had indiscriminately shot at civilian houses causing causalities.
  3. Take responsibility for the welfare of the victims and their families, particularly the family of the deceased, Melpianus Sondegau (2 years) and the victim of a gunshot wound, Yoakim Majau (6 years).
  4. Ensure security guarantees for civilians in Sugapa in particular, and Intan Jaya Re- gency, in general, so as civilians do not to experience intimidation from the security forces on duty.
  5. Open access to humanitarian agencies to be able to enter Intan Jaya to provide humanitarian services.

3) GOVT TO EXPEDITE DEVELOPMENT IN PAPUA: VICE PRESIDENT

Jakarta, Jubi – Vice President Ma’ruf Amin said the government had a strong commitment to accelerate development in Papua and West Papua Provinces by issuing various affirmative policies.

“The government will continue to develop [Papua and West Papua] as outlined in the Presidential Instruction and the law to improve welfare within the framework of the Republic of Indonesia, to make Papua safe and prosperous,” said Amin while chairing a meeting on Papua at his official residence, quoted by Antara on Monday, Nov. 1, 2021.

Regarding the security conditions in Papua, Amin said the situation was gradually becoming safer now, especially with the 20th National Games recently held in the region.

“The situation in Papua is safe and under control at the moment,” Amin claimed. “The National Games went successfully. The XVI National Paralympic Week, which will start on Nov. 5, will also take place safely,” he added.

Further, Amin asked the Coordinating Minister for Political, Legal, and Security Affairs, Mahfud MD, to coordinate with the Indonesian Military (TNI), police, and the State Intelligence Agency (BIN) to maintain security. “The TNI, police, and BIN will continue to carry out their duties to protect civilians and enforce law and security,” he said.


In addition, he also asked the Minister of Health, Budi Sadikin, and the Minister of Social Affairs, Tri Rismaharini, to coordinate with each other to deal with displaced people in Papua. “The Ministry of Social Affairs and the Ministry of Health must immediately and properly take steps to handle displaced people, providing them with health and social assistance,” said Ma’ruf.
