Jayapura, Papua (ANTARA) - The National Police's counterterrorism squad, Densus 88, has arrested 10 persons suspected of planning suicide bombings in Merauke, Papua.

The 10 terror suspects have been detained since Friday (May 28, 2021), chief of the Merauke district police, Adjunct Senior Commissioner Untung Sangaji, said on Saturday.

The suspects allegedly planned to carry out suicide bombings at several churches in Merauke, Jagebob, Kurik, Semangga, and Tanah Miring, he informed.

But upon finding police personnel on standby at the sites they were targeting, the suspects' acts of terror could be foiled, he added.

Police are still investigating the case, he said.

Asked about which group the terror suspects belong to, he said police are still working to uncover the case.

"To be sure, they were arrested in different places in Merauke," he added.

2) There is no 'evil troop' in Papua: top military officer

Jayapura, Papua (ANTARA) - Commander of the XVII/Cenderawasih Regional Military Command Maj.Gen.Ignatius Yogo Triyono has denied narratives of the presence of so called "evil troop" in Papua as circulated through social media platforms.

"There is no 'evil troop' as narrated through the social media platforms. The narratives are not true at all," he told ANTARA in Jayapura on Saturday.

The arriving soldiers are from the 315/Garuda Battalion personnel whose coat of arms is "Garuda".

They would be stationed in the districts of Mimika, Asmat, and Mappi to replace their counterparts from the 756 Infantry Battalion (Yonif 756) who had completed their duties. Therefore, the soldiers were not additional army personnel, he said.

Triyono said the current situation in this Indonesia's easternmost province is relatively conducive but the soldiers stationed there are suggested to keep staying alert.

In carrying out the law enforcement operations against armed Papuan terrorist groups, the army personnel would synergize with their counterparts from the National Police, he added.

Early this week, Indonesian naval ship KRI Banjarmasin-592, with 400 soldiers onboard, departed from North Jakarta's Military Naval Command (Kolinlamil) Pier for Papua's Merauke Port.

The deployment of soldiers from the Siliwangi Regional Military Command's infantry battalion is aimed at replacing their counterparts, who had been on duty for 10 months.

Those having accomplished their duties in safeguarding Papua Province, which still experiences security disturbances, will be withdrawn and sent back to their units.

Over the course of the past five months, Papua has borne the brunt of a string of violent attacks by armed separatist terrorist groups targeting security personnel and innocent civilians in districts, such as Puncak, Intan Jaya, Yahukimo, and Pegunungan Bintang.

The armed groups often employ hit-and-run tactics against Indonesian security personnel while unleashing acts of terror against civilians to trigger fear among people.

Ojek drivers, teachers, students, and street food vendors, among others, have fallen victims to their terror acts. Civilian aircraft too have been the targets of such attacks.

In reinforcing law enforcement operations against the armed terrorist groups in the districts of Yahukimo and Pegunungan Bintang, the Papua Police recently dispatched two platoons of mobile brigade (Brimob) personnel.

Each of the platoons were deployed to Dekai Sub-district in Yahukimo and Oksibil Sub-district in Pegunungan Bintang respectively following the deaths of two soldiers and injuries to four others during separate attacks last week.

Following this deployment, Dekai received two platoons of Brimob personnel, while Oksibil has got one platoon, Papua Police Chief Inspector General Mathius D. Fakhiri noted.

3) Slain police officer buried at Jayapura's Abepura Christian cemetery

Jayapura, Papua (ANTARA) - The coffin of slain police officer 1st Brigadier Sanoi had been transported to Sentani Airport in Jayapura District to be buried at the Abepura Christian cemetery on Sunday.

Sanoi was assaulted and killed by several armed Papuan terrorists while he was securing the Oksamol police precinct in Pegunungan Bintang District, Papua Province, in the early hours of May 28, 2021.

The fallen police officer's coffin was flown by a Sam Air's aircraft to Sentani Airport for the burial, Pegunungan Bintang Police Chief Adjunct Sen.Coms.Cahyo Sukarnito told ANTARA.

The local police investigators are probing the murder case, he said, adding Sanoi was assaulted and killed while he was securing the police precinct alone.

The attackers did not just kill the police officer who had been stationed at the police precinct since 2018 but they also grabbed three firearms.

Over the course of the last few years, armed Papuan terrorist groups have employed hit-and-run tactics against Indonesian security personnel and mounted acts of terror against civilians in several districts, including Intan Jaya, Nduga, and Puncak, to create a sense of fear among the people.

Construction workers, motorcycle taxi (ojek) drivers, teachers, students, street food vendors, and also civilian aircraft were the recent targets of such terror acts.

On December 2, 2018, a group of armed Papuan rebels brutally killed 31 workers from PT Istaka Karya that were engaged in the construction of the Trans Papua project in Kali Yigi and Kali Aurak in Yigi sub-district, Nduga District.

On the same day, the armed attackers also killed a soldier, identified as Handoko, and injured two other security personnel, Sugeng and Wahyu.

Such acts of violence have continued this year. On January 6, 2021, at least 10 armed separatist terrorists vandalized and torched a Quest Kodiak aircraft belonging to the Mission Aviation Fellowship (MAF) on the Pagamba village airstrip.

On February 8, 2021, a 32-year-old man was shot at close range in Bilogai Village, Sugapa Sub-district.

The victim, identified by his initials as RNR, sustained gunshot wounds on the face and right shoulder and was shifted to the Timika Public Hospital in Mimika District on February 9.

In a separate incident on February 9, six armed Papuans fatally stabbed a motorcycle taxi (ojek) driver.

On April 8, 2021, several armed Papuan rebels opened fire at a kiosk in Julukoma Village, Beoga Sub-district, Puncak District.

The shooting resulted in the death of a Beoga public elementary school teacher, identified as Oktovianus Rayo.

After killing Rayo, the armed attackers torched three classrooms at the Beoga public senior high school.

On April 9, 2021, armed separatists reportedly fatally shot another teacher, Yonatan Randen, on the chest.

Two days later, nine classrooms at the Beoga public junior high school were set ablaze by an armed group.

Barely four days later, Ali Mom, a student of the Ilaga public senior high school in Beoga Sub-district, was brutally killed by armed attackers.

On April 25, 2021, Papuan separatists operating in Beoga ambushed State Intelligence Agency (Papua) Chief Maj. Gen. I Gusti Putu Danny Karya Nugraha and several security personnel while they were visiting Dambet Village.

Following Nugraha's fatal shooting, President Joko Widodo ordered the TNI and National Police to track down and arrest all members of armed separatist and terrorist groups operating in Papua while stressing that there is no place for them within the Indonesian territory.

Jakarta, CNN Indonesia – The National Police’s deputy chief, Comr. Gen. Gatot Eddy Pramono, has mentioned four regencies in Papua as prone to armed conflict as the police were pursuing members of the West National Liberation Army (TPNPB). The four regencies are Intan Jaya, Mimika, Puncak, and Nduga.

 

“We have also mapped the armed groups in each regency,” Pramono said on Thursday, May 27, 2021.

He said that in Intan Jaya Regency, there are three TPNPB groups, namely the Sabinus Waker group, the Undius Kogoya group, and the Lewis Kogoya group. In Puncak Regency, there are four TPNPB groups, namely the Goliath Tabuni group, the Lekagak Telenggen group, the Peni Murib group, and the Ando Waker group.

“Meanwhile, in Mimika and Nduga there is one group respectively, namely the Joni Botak group in Mimika and the Egianus Kogoya group in Nduga,” Pramono said.

 

Pramono further said that this year, the police recorded at least 26 cases of attacks, shootings, and gunfire by the TPNPB in the four regions, resulting in several death tolls and injured victims.

 

“Fourteen people have died including the Papua Spy chief, one policeman, six TNI soldiers, and six civilians. Meanwhile, 19 people were injured, namely five policemen, 13 TNI soldiers, and one civilian,” he said.

 

According to Gatot, the police have killed 22 TPNPB soldiers, shot one soldier who managed to escape, and arrested eight TPNPB soldiers. He said there were also 24 members of the TPNPB who turned themselves in to the police.
On Thursday, the TPNPB declared war against the security forces, asking the TNI and police to come to Muara Puncak in Ilaga District to fight.

Jayapura, Jubi – The National Commission on Human Rights (Komnas HAM) finds it difficult to verify facts in conflict zones in Papua.

 

Head of the Komnas HAM Papua Frits Ramandey mentioned that recently his party received information that a number of villagers in Beoga District, Puncak Regency had fled their hometowns due to armed conflict between the Indonesia Military (TNI) and police and the West National Liberation Army (TPNPB). However, he said, the Komnas HAM Papua struggled to verify the information.

“We received the information [about Beoga refugees] but failed to verify them,” Ramandey told Jubi on Thursday, May 27, 2021.

Among the obstacles to verify information in conflict zones are geographical conditions, poor communication infrastructure, and lack of financial support.

 

Ramandey said that the Komnas HAM must establish good communication in conflict-prone areas with all parties including the people, the local governments, security forces, and armed groups.

 

“But we have difficulty communicating with armed groups [the TPNPB]. When we talk to a certain group in one area, the groups in other areas do not automatically receive [the message],”

 

Meanwhile, director of the Democratic Alliance for Papua (AIDP) Latifah Anum Siregar said that the escalated armed conflict in Papua had prompted people to flee in fear. Many civilians have become victims of both sides of conflicting parties as they are suspected as enemy spies.

 

The AIDP urged the government and security forces to clarify the military operation in Papua. The Indonesian government previously said it was conducting a “law enforcement operation” in Papua and then sending hundreds of troops to Papua, following President Joko “Jokowi” Widodo’s order to capture all members of the TPNPB.

 

Siregar said that in the context of law enforcement operations, the alleged perpetrator should be arrested and prosecuted. However, Siregar said, the intention of the military operation in Papua was unclear while more civilians fell victims. “The government only provides a single narrative whenever violence erupts,” she said.

TEMPO.COJakarta - The spokesperson for Papua Governor Lukas Enembe revealed on Thursday that the governor is currently being treated in Singapore due to an illness which disproved rumors about his death. The hoax previously spread through messaging apps.

“Papua Governor Lukas Enembe is undergoing treatment in Singapore,” said the spokesperson Rifai Darus in a written statement on May 27.

This rumor came after Deputy Governor of Papua Klemen Tinal passed away on Friday, May 21.

Rifai wrote that Governor Lukas urged people in Papua to fight against hoax that tends to be provocative. He also called for people to stop helping spread false information.


However, Rifai had not answered Tempo’s question about where and when Governor Lukas Enembe was treated in Singapore. The spokesperson called for people to help pray for Enembe’s swift recovery and said the governance in Papua continues as normal.

Rahel Narda Chaterine, Jakarta – Human rights activist and lawyer Veronica Koman has refuted accusations by State Intelligence Agency (BIN) Deputy Chief Lieutenant General Teddy Lhaksmana Widya Kusuma who said that Koman is taking advantage of the 2021 National Sports Week (PON) to create instability in Papua.

Koman says that the remarks are slander. "This is slander", said Koman when sought for confirmation by Kompas.com on Thursday May 27.

In addition to this, Koman also asked for an explanation on the 2021 PON, which is to be held in Papua, because armed conflicts have occurred repeatedly since late 2018.

Koman also believes that BIN is incompetent because it is using her as a scapegoat.

"There have been repeated armed conflicts in Papua since late 2018, right, this isn't something new. So I'm tossing the question back to BIN. If BIN has intelligence data, then what is it", said Koman.

"This then is BIN, which is incompetent and continues to blame other people like me, who have been victims of propaganda, so I continue being scapegoated by this incompetent government", she said.

Koman then stated that she has almost never raised the issue of the 2021 PON in Papua. According to Koman, it is in fact the TNI (Indonesian military) and the Polri (Indonesian police) who often raise the PON narrative in relation to the unrest in Papua.

"I have only ever mentioned the word PON once, namely early last year. Since then I have never brought up the PON at any time, if there is anyone creating unrest in Papua by raising the PON [issue] then it's actually the TNI and Polri", said Koman.

Moreover, Koman is also of the view that pro-referendum activists in Papua have never taken up the PON 2021 narrative and she is asking BIN not invent new issues about Papua.

"So BIN shouldn't make things up, what's more make up new issues like that, inventing new issues like that, yet no one's making an issue over PON", she said.

Earlier, during a meeting to discuss revisions to the Papua Special Autonomy (Otsus) Law, Kusuma said that Papuan separatist groups (KSP) have been detected that are taking advantage of the 2021 PON to create instability in Papua.

Kusuma said that several parties are alleged to be involved in creating this issue, two of which are Koman and United Liberation Movement for West Papua (ULMWP) Chairperson Benny Wenda.

"It has been detected that KSP intend to take advantage of the holding of the 20th PON in 2021 to create instability, to attract international attention, among others there's Veronica Koman and Benny Wenda from overseas", said Kusuma at a House of Representatives (DPR) special committee meeting at the DPR building in Jakarta on Thursday May 27.

TEMPO.COJakarta - The Indonesian State Intelligence Agency (BIN) in Thursday’s meeting with the House of Representatives (DPR) recommended the House to quickly pass the second changes in Bill No.21/2021 on the special autonomy in the Papua Province. 

“We recommend to fast-track the amendment on the Papua special autonomy law, so it would not coincide with the 20th National Games (PON) to be held in the province,” said BIN deputy Teddy Lhaksmana Widya on May 27.

Teddy claimed that BIN believes Papuan separatists will use the 2021 National Games to create instability to attract the attention of the international community. BIN and also mentioned two names notable in West Papua’s liberation movement Benny Wenda and Veronica Koman. 

BIN has detected security disturbance designed to create a gripping situation to cover up the misuse and misappropriation of the special autonomy funds,” said the State Intelligence deputy. 


State Intelligence also recommended law enforcers to act firmly against perpetrators of corruption and nepotism of the Papua special autonomy funds. The funds mainly used for the development of four sectors in Papua; infrastructure, healthcare services, education, and economy.

TEMPO.COJakarta - Human rights activist and lawyer for Papua, Veronica Koman, on Thursday questioned the Indonesian government’s commitment to accommodate the participation of Papuan indigenous in the ‘Papua Special Autonomy Bill’ as she said House members plan to hold the meeting behind closed doors on Monday, May 31. 

“It’s funny when the meeting’s verdict states that the special autonomy will be done with the participation of Papuan residents, but is a complete contrast as on Monday the meeting will be held in a closed meeting,” said Veronica Koman to Tempo on Thursday, May 27.


By not involving local participation, she believes the closed meeting on the Papua special autonomy by the House of Representatives ignores the Papua special autonomy itself. “What the DPR is doing is an oxymoron. And now they plan to hold a closed meeting, this is truly merely theatrical.”

The Bill on the special autonomy is currently being discussed at the House of Representatives (DPR) by an appointed special committee. The two aspects subject to revision are the extension of the special autonomy funds and the central government’s authority in the expansion area. 


According to Komarudin Watubun, who leads the Papua special autonomy special committee, the discussion on the Bill is already being conducted openly and in participative way. He claimed the committee had visited Papua and West Papua twice in an attempt to convey that the House is openly discussing the issue.

Papuans are in mourning after the recent passing of Klemen Tinal, the Vice Governor of Papua Province.
News of his sudden death at Abdi Waluyo Hospital in Jakarta on Friday 21 May at 0400 am local time came as a shock to the indigenous people of the Indonesian-Melanesian province.
Tinal died of heart disease, according to his daughter, Lidia Natalia Tinal, who told local media that her father had a history of coronary heart disease.
She said a doctor had recently her father that surgery for a heart bypass was required, but would only be done if his condition was stable.
However, Tinal soon experienced severe chest pain and was taken to the hospital where he later died from this heart attack.

Legacy of a Papuan leader

Klemen Tinal was a charismatic, intelligent and wise leader. Before he served as Vice Governor, he served as Administrative Supervisor of a major mining enterprise, PT Freeport Indonesia.
He also served as Regent of Mimika Regency for two terms (2001-2006 & 2008-2013) and Vice Governor of Papua for two terms (2013-2018 & 2018-2021).
Tinal was a leader with high kinship who displayed unpretentiousness, and was very down to the earth. Many of his colleagues described him as a friendly person, ignorant of anger, a figure who embraced his colleagues and people.
In testimony given by the community in his regency, they said there were rarely any conflicts during his tenure as Mimika's regent. This is because he had a personality was always prepared to listen to his people and embrace them regardless of ethnicity, religion, race and class.
When Tinal accompanied Papua's incumbent governor, Lukas Enembe, in the election for the Governor and Vice Governor of Papua province for both the 2013-2018 and 2018-2023 terms, Tinal's influence resonated at the grassroots level and earned massive support.
Policies that Enembe and Tinal have taken prioritised the aspirations of all Papuan people and especially in protecting the rights of indigenous Papuans - most importantly, their presence in command uplifting the self-esteem of Papuans.
Sadly, Tinal passed away while he was still a Vice Governor in their second term.
Many people know Tinal as a deputy governor who spoke honestly and frankly. He didn't like to be too squeamish about conveying something to the public or when giving directions to colleagues and subordinates. Therefore, many knew him as a person who was "straight to the point".
The late Klemen Tinal was a big man who displayed intelligence and wisdom in making policies; kindness in channelling aid to his people who needed a helping hand; humility in aligning himself with his subordinates; as well as his ability to respond to and resolve conflicts. These were the unique traits he had which make his passing such big loss for the people closest to him and the people of Papua at large.
The leadership of Enembe and Tinal has brought many changes in the province of Papua. This can be seen from the various developments both physically and non-physically. For example, construction of new roads, government buildings and places of worship, sports venues and others. Non-physical development, for example, finances Papuan students abroad and at home and such.
Other achievements of the two leaders were introducing policies protecting the rights of indigenous Papuans. They had the courage to always believe in their people.

Figure of hope

The passing of the late Klemen Tinal adds to the historica grievances and wounds of indigenous Melanesians in Papua which until today have not been healed. His passing may be seen as the collapse of a pillar that supported the security and lives of Papuans.
Therefore, many Papuans posted prayers and hope on social media in remembering the legacy Tinal left for his own people. The following is a summary of those wishes and hopes:
Hon. Klemen Tinal, our prayers from the people of Papua, from the mountains and valleys to the coast and islands, we pray that he may rest in peace. May the family he left behind to be given strength and fortitude in carrying out this very heavy moment.
Some said hopefully, the Papuan people will learn a lesson over the passing of the Deputy Governor and continue to support Governor Lukas Enembe in finishing the remaining term. 
The grassroots level people who have always had full hopes of their leaders, desperately need a leader who has a character like the late Klemen Tinal.
Some said Papua need a leader who is ready to listen and side with the grassroots level who sometimes subject to oppression, threat and such. 
We need a leader who is ready to say, "Papua needs peace and Papuan Lives Matter".
We need a leader who prioritizes the development of the human resources of indigenous Papuans.
We need a leader who prioritizes human rights rather than the interests of investors who destroy the environment of indigenous Papuans.
We need a leader who will continue the courageous legacy left by the late Klemen Tinal.

Klemen Tinal is survived by his wife, Stefa Sodora Dupuy, and their three children, Lidia Natalia Tinal, William Tinal and Daud Salomon Tinal.

5) Indonesia urged to release detained Papuan activist

Indonesia's government is being urged to release the West Papua pro-independence activist Victor Yeimo.
The West Papua National Committee spokesman was arrested earlier this month over his alleged role in widespread anti-racism protests in 2019.
Yeimo is facing 11 charges, including treason, arson, and incitement.
A statement by police related to his arrest also referred Yeimo's appearance and representations at the UN Human Rights Council session in Geneva in March 2019.
An international organisation advocating for the rights of political prisoners in Indonesia, Tapol, is concerned that Yeimo is being targetted for state reprisal, and has made an urgent appeal to Indonesian authorities for his release.
Tapol's Pelagio Doutel said Yeimo was being detained in isolation by police in the Jayapura sub-district of Abepura. He has been fed meals of poor nutrition that give cause to stomach ulcers, which Doutel said was treatment that could potentialy be classified as torture.
Yeimo has had previous stints in prison related to his activities exercising his right to freedom of expression, and was subject to torture, according to Doutel.
"His arrest is a significant sign of Indonesia's attempt to clamp down on freedom of expression, and to thwart the West Papua people's movement to seek democratic solutions, the alternative to the problematic Special Autonomy."
According to the Papuans Behind Bars project, which Tapol is involved in, Yeimo is just one of many Papuans to have been detained for apparent political reasons in recent months.
"Between October 2020 and April 2021, there have been one hundred and fifty-four people arrested or detained arbitrarily.
"Most of them were released afterwards of course, but some were detained. At least eleven people from this number are still in detention.”

653 residents flee home to West Papua’s Ilaga while thousands go to the forests

Jayapura, Jubi – The Puncak Regency administration has recorded 653 internally displaced people from the Mabugi District and North Ilaga District in the city center of Ilaga. Meanwhile, the administration said thousands more people went to the forests. These people left their villages since armed clashes erupted in several regions in Puncak on April 27, 2021 between the security forces and the West Papua National Liberation Army (TPNPB).

 

“There are 282 people from Mabugi and 371 people from North Ilaga. There are also refugees from four villages in Ilaga District namely Wuloni Village, Tagaloa, Kalebut, and Kimak. They are taking shelter in Kimak Street until Iringame I and II. Some refugees are in the local government housing,” said Puncak Social Agency head Peniel Wakerkwa on Tuesday, May 25, 2021.



 

Wakerkwa added that the majority of civilians in Puncak fled to the forests. The Puncak administration predicted there were 3,000 displaced people from Mabugi District, 3,000 from North Ilaga District, 800 from Kimak Village, and 900 from Tagaloa Village who seek safety in the forests.

Wakerkwa said that most of the people who were taking refuge in Ilaga were poor and struggling to survive in the shelter. “The residents who have money have fled to neighboring cities such as Timika, Nabire, and Jayapura,” he added.

 

He said that the people were currently unable to carry out normal activities in Ilaga because of the ongoing armed conflict. “The people cannot move freely to find food because the TNI [Indonesian Military] and police are all standby. People cannot go farming [as well],” he said.

 

He further claimed that his party had delivered some aids to the refugees in Ilaga. However, he also said that the government also needed the people’s hand in helping the refugees.

 

“We from the Social Agency hope that the people will help us [to help the refugees] with staples and rice because we are also having difficulty to find food in Ilaga City,” he said.
