There have been a number of clashes between the security forces and the OPM in the past few weeks. In one incident the Papuan regional head of BIN, Brig. Gen.  Gusti Putu Danny Karya Nugraha, was shot dead in Dambet Village, Beoga Sub-district on April 25.  


In response to his death the Indonesian President, in a televised statement ordered a crackdown on the armed criminal group. saying, “I have ordered the military and police chiefs to pursue and arrest members of the armed criminal group,” and at a press conference at the Merdeka Palace in Jakarta the President said “I also order the Indonesian Military and the National Police to chase and arrest all members of the armed criminal groups." 

 

Various statements from other politicians including that from Bambang Soesatyo, chairman of the People’s Consultative Assembly (MPR), who urged the government to deploy forces at full strength to crush the Papuan rebellion. “Destroy them first. We will discuss human rights matters later.”

And in a move that can only escalate tension and be counterproductive to peace in West Papua, the Indonesian government declared that armed groups (KKB) in Papua as terrorists, following clashes between the OPM and the security forces and the death of the region's intelligence chief.

Numerous sources contacted by Jubi on Wednesday reported that the residents of a number of villages in Gome District, North Gome District, Beoga District, and North Ilaga District, had left their hometowns during the armed altercation. As of Wednesday, some of the residents were still too scared to return home.

AKARTA, May 2 (Jakarta Post/ANN): The government’s recent decision to classify armed criminal groups (KKB) in Papua and West Papua as terrorists has been met with fierce criticism from rights groups and a local administration, which all feared that it would only make things worse in the restive regions.

 

Amnesty International Indonesia executive director Usman Hamid said the designation showed the government's failure to address the root of Papua’s problems and could lead to more human rights violations in the country's easternmost provinces rather than helping the Papuan people. “Based on our monitoring, military and police personnel allegedly often justify the killing of Papuan people by claiming that they were members of the Free Papua Movement [OPM] or ‘armed criminal groups’ without providing clear evidence -- claims that are often denied by local residents and church leaders, ” he said in a statement.

 

“The [new] ‘terrorist’ label will only serve as further justification for such terrible human rights abuses.” Institute for Policy Analysis of Conflict (IPAC) director Sidney Jones said it was "not a wise move” that could fuel further discrimination for Papuans. “Papuans already feeling stigmatized by being labeled separatists will feel even more alienated by being labeled terrorists, ” Jones said.

 

In response to the decision, Papua Governor Lukas Enembe demanded the central government conduct a comprehensive review taking into account the potential social, legal and economic effects of such a move. He reiterated the Papua administration’s demand for the central government to tone down its heavy-handed approach in tackling problems in the province. “We want the security approach in Papua to be conducted in a more humane [manner], with an exchange of words and ideas, not an exchange of bullets, ” he said. He also urged the Indonesian Military (TNI) and the National Police to thoroughly assess the armed groups’ strength, location and characteristics to avoid civilian casualties or wrongful arrests.

 

Indonesia has been widely criticized for adopting a hard approach, characterized by mass deployment of its security forces, in resolving tensions in Papua and West Papua.

Experts have said that this approach had failed to effectively address the root causes of the violent conflicts that have claimed the lives of both armed combatants and unarmed civilians in the regions.

 

Amnesty International Indonesia recorded at least 47 cases of alleged unlawful killings by security forces in West Papua and Papua between February 2018 and December 2020 that claimed the lives of 80 people, and five cases with seven victims in the first four months of this year.

 

National Commission on Human Rights (Komnas HAM) chairman Ahmad Taufan Damanik said the commission was “concerned” that the labeling could escalate tensions and block the path toward a peaceful resolution of the conflicts in the provinces.

Recently, coordinating Political, Legal and Security Affairs Minister Mahfud MD announced the updated list of terror groups, which included KKB, amid heightened tensions in Papua.

He said that the TNI would assist the police on the front lines in the fight against the separatist groups and would avoid harming other Papuans.

 

The declaration came days after the State Intelligence Agency (BIN) head in Papua, Brig. Gen. I Gusti Putu Danny Karya Nugraha, was shot dead in a confrontation with rebels on April 25, prompting President Joko “Jokowi” Widodo to order the TNI and the police to arrests members of the rebel group this week. While Mahfud did not make specific references to any rebel group, it was speculated that the announcement was referring to the armed wing of the OPM, the National Liberation Army of West Papua (TPNPB), which claimed responsibility for the April 25 attack.

 

Jaleswari Pramodhawardani of the Executive Office of the President said the decision only came after careful deliberation that also “looked into input and analysis from stakeholders inside and outside the government over recent brutal acts in Papua that targeted civilians, including students, teachers and customary leaders”. She said the government would ensure that the label would only apply to individuals or groups that conduct activities categorised as terrorism under the 2018 Terrorism Law. The law defines terrorism as the use of violence or threats of violence that can trigger widespread terror or fear, cause mass casualties or disrupt or damage vital strategic objects and public or international facilities, using ideology, politics or the disruption of security as motives. Jakarta – The United Liberation Movement for West Papua (ULMWP) has criticised the Indonesian government's decision to label the Free Papua Movement (OPM) or armed criminal groups (KKB) in Papua as terrorists.

ULMWP Executive Director Markus Haluk said that the government often attaches certain labels on the Papuan nation which, according to Haluk, are labels that it intentionally creates. "The terms KKB, GPK [security disturbance groups] and so forth are terms created by Indonesian colonialism, the TNI [Indonesian military] and the Polri [Indonesian police]. So, the Papuan people don't recognise any of these", Haluk told CNN Indonesia on Thursday April 29. Haluk said that the National Liberation Army (TPN) and the OPM were born out of a humanitarian struggle and that they oppose humanitarian crimes and systematic racist politics. According to Haluk, the TPN, the OPM and the Papuan nation are also fighting for self-determination, which he placed on par with the struggle by Indonesia's founding president Sukarno and vice president Mohammad Hatta and their comrades against Dutch colonialism...............

Jayapura, Jubi - A number of residents in Ilaga, the capital of Puncak Regency, Papua, said that the security forces on Saturday (1/5/2021) brought additional troops to Ilaga. The addition of joint TNI / Polri troops in Ilaga occurred after the shooting that killed the Head of the Papua Regional State Intelligence Agency, Brigadier General TNI I Gusti Putu Danny Nugraha Karya in Beoga, Puncak Regency, on Sunday (25/4/2021).

 

One resident who declined to be identified by name said that the sending of additional troops to Ilaga on Saturday took place from 08.00 - 13.00 WP. The additional troops were allegedly brought from Timika, the capital of Mimika Regency, to Ilaga by plane.

 

"Apart from [being brought in by] an airplane, there were also two helicopters that landed in Ilaga." The two helicopters also deployed TNI / Polri troops to Ilaga. We don't know the number, but today there are additional officers, ”he said.

Another Jubi source said the addition of security forces made residents worried. Residents from several villages in Mayuberi, Ilaga and Gome Districts left their homes, still surviving in a number of safer locations, such as church yards. “The residents fled to the church yard and their families. As of April 30th, a number of residents who had fled have yet to return to their hometowns, ”said the source when contacted on Saturday.

 

He said civilians in Ilaga were uneasy about the troop build-up that took place on Saturday. The residents were worried, because they saw the addition of fully armed security forces.

 

"Today civil society is worried about dropping off the security apparatus. The people in Ilaga feel insecure because most of the TNI / Polri troops will carry out firing boxes, and people are afraid to fall victim to the wrong target, "he said.

Another Jubi source said residents living on the outskirts of the settlement in Ilaga left their homes, choosing to enter the residential center in Ilaga. "The deployment of the security apparatus disturbs civil society activities. Tonight [they] are also worried that there will be gunfire, so that people will not sleep, "he said.

 

One of the Jubi sources wrote a short message using the local language of the Lanny Tribe that the community was worried about seeing the addition of troops in Ilaga on Saturday. "[We] are also vigilant," he said.

 

After the shooting that killed the Head of the Papua Regional State Intelligence Agency, Brigadier General I Gusti Putu Danny Nugraha Karya in Beoga, Puncak Regency, on Sunday (25/4/2021) last week, President Joko Widodo has ordered the TNI Commander and the Chief of Police to pursue and arrest all members of armed groups in Papua. On Thursday (29/4/2021), the Coordinating Minister for Political, Legal and Security Affairs, Mahfud MD announced that the government had designated armed groups in Papua as a terrorist organization.

The Governor of Papua, Lukas Enembe, responded to Mahfud MD's announcement by publishing a press release on the same day. Enembe stated that the TNI / Polri had to make a clear mapping of the TPNPB's whereabouts, so that there would be no more cases of mistaken shooting and wrongful arrests targeting Papuan civilians.

 

The spokesman for the Governor of Papua, Muhammad Rifai Darus stated that Enembe urged the TNI and Polri to first carry out a mapping of the strength of the Armed Criminal Group (KKB) which covers the distribution of areas, the number of people, and special features that describe the body of the organization.

 

"This is important, because the governor does not want an incident of wrong shooting and wrong arrest targeting the Papuan civilian population," said Rifai Darus when reading the Papua governor's press release in Jayapura, Thursday.

Rifai emphasized that the Papua Provincial Government agrees that all actions carried out by a group of people claiming to be part of the KKB are disturbing actions. The act also violates the law and injures the basic principles of human rights (HAM).

 

However, Rafai stated that the Papua Provincial Government also believes that the labeling of terrorists to TPNPB will have a psychosocial impact on Papuans who are overseas (outside Papua). It is feared that this will lead to new negative stigmatization for Papuans living outside Papua.

 

“The Papua Provincial Government has asked the central government and the Indonesian Parliament to conduct a re-assessment of the labeling of the KKB as terrorists. We are of the opinion that the study must be comprehensive, taking into account the social, economic and legal impacts on Papuans in general, ”said Rifai while reading out the press release. (*)

Police arrest 15 Papuan students at peaceful May Day rally in Jakarta

Indonesian police have seized 15 Papuan students among scores arrested at a May Day rally in central Jakarta on the ground that they did not have a permit to demonstrate.

“Yes, 15 people were secured and taken to the Metro Jaya regional police [headquarters]. They wanted to protest without a permit,” said Metro Jaya regional police spokesperson Senior Commissioner Yusri Yunus. The students were arrested yesterday as they marched past the US Embassy on Jl Medan Merdeka Selatan in central Jakarta. They were taken to the Metro Jaya headquarters. According to Yunus, when they were questioned by officers at the location, the Papuan students were unable to produce a permit for the action.

Yunus said that the 15 students were not carrying any suspicious objects and because of this they had now been sent home.

“We’ve now sent them home. Earlier we just collected data on them,” said Yunus.

The rallies in Jakarta were centred on the Horse Statue area.

 

Thousands took to streets
Thousands of workers from various different trade unions took to the streets to convey their aspirations. The workers took up a number of demands, one of which was cancelling the Job Creation Law which they say harms workers.

CNN Indonesia reports that up to 300 people were arrested in rallies near the Horse Statue and the International Labour Organisation (ILO) offices in central Jakarta. The figures on the arrests were obtained by summarising statements made by police up until the May Day actions ended at 5.05 pm.

 

The first arrests were the 15 Papuan students. Following this, police arrested 12 anarchists.

Senior Commissioner Yunus said that the group was arrested as they wanted to join protesting workers in front of the ILO office. “12 young anarchists were arrested,” said Yunus. Yunus said they were arrested because it was suspected that they wanted to “create a riot” during the labour protests. “As is usual with them there were suspicions they wanted to create a riot, so we secured them, we questioned them”, said Yunus.

Thirty students from the Indonesian Association of Catholic Students (PMKRI) were also arrested. Vanuatu needs to continue to maintain its strong support for West Papua by ensuring that the United Liberation Movement of West Papua (ULMWP)’s application for full membership in the Melanesian Spearhead Group (MSG) is listed on the agenda for consideration during the MSG Leaders Meeting soon.Leader of Opposition and former Minister of Foreign Affairs, Ralph Regenvanu, made this statement in a press conference yesterday. ULMWP’s application for full membership status was not considered at the Senior Officials Meeting, the first of three meetings that will happen, he said.

 “While I was still the Foreign Affairs Minister, I attended the last MSG Meeting in Fiji. At that meeting, the MSG Leaders accepted that the application of ULMWP was ready to be considered at the next MSG Leaders Meeting,” the Leader of Opposition said. “Now we are in the process leading up to the next meeting. “The fact that it was not on the agenda at the Senior Officials Meeting suggest that no one has put it on the agenda. “Therefore, I’m calling onto the Prime Minister to make sure Vanuatu places that item on agenda for consideration and also for him to come out publicly and declare that Vanuatu will support the application for ULMWP membership.


“I would like for the Vanuatu Government to push strongly to make sure the application is accepted.”

Regenvanu said a lot of work was done during his term as the Foreign Affairs Minister that has attracted the international community to deal with the human rights issues in West Papua.

“There has been no further progress than what we already accomplished in 2019. This is an opportunity for the government to show that it is maintaining the strong support for West Papua through getting MSG to approve ULMWP application.” Vanuatu needs to advocate strongly with other MSG countries to make sure the agenda is passed, said the Opposition Leader. ULMWP already has observer status in the regional group whose full members are Papua New Guinea, Solomon Islands, Vanuatu and New Caledonia’s Kanaks.

 

 


Six armed Papuan separatist terrorist groups actively operate: police

Timika, Papua (ANTARA) - Papua's police has mapped six armed Papuan separatist terrorist groups actively operating in the province's mountainous areas, as military and police personnel intensify law enforcement operations against them after a top agent's recent fatal shooting. "The active armed groups operate in the sub-districts of Ilaga and Beoga in Puncak District; Sugapa Sub-district in Intan Jaya District; and Nduga District," Papua Police Chief Insp. Gen. Mathius Fakhiri stated in Timika, the capital of Mimika District, on Sunday.
These notorious armed separatist terrorists are led by figures placed on the Papua police's wanted list, such as Lekagak Telenggen, Militer Murib, Sabinus Waker, and Egianus Kogoya, he remarked.

"Two splinter groups of the Lekagak Telenggen-led armed group are operating in Puncak District," he remarked, adding that army and police personnel had managed to restore law and order in Beoga Sub-district after two teachers were killed on April 8 and April 9, 2021.
A joint team of army and police personnel was additionally dispatched to Ilaga Sub-district to stop the armed groups' frequent security disturbances in the administrative areas of this capital city of Puncak District, he stated.

The reinforcement of security personnel in Papua's mountainous areas is expected to help the Papua police soon arrest the masterminds behind the incidents of armed violence that had claimed the lives of several unarmed and innocent civilians, he remarked.
Over the past few years, armed Papuan groups have often employed hit-and-run tactics against Indonesian security personnel and mounted acts of terror against civilians in the districts of Intan Jaya, Nduga, and Puncak to trigger a sense of fear among the people.

The recent targets of such acts of terror included construction workers, motorcycle taxi (ojek) drivers, teachers, students, street food vendors, and also civilian aircraft.
On December 2, 2018, a group of armed Papuan rebels brutally killed 31 workers from PT Istaka Karya engaged in the construction of the Trans Papua project in Kali Yigi and Kali Aurak in Yigi Sub-district, Nduga District. On the same day, armed attackers also killed a soldier, identified as Handoko, and injured two other security personnel, Sugeng and Wahyu. Such acts of violence have continued this year. On January 6, 2021, at least 10 armed separatist terrorists vandalized and torched a Quest Kodiak aircraft belonging to Mission Aviation Fellowship (MAF) on the Pagamba village airstrip.
On February 8, 2021, a 32-year-old man was shot at close range in Bilogai Village, Sugapa Sub-district. The victim, identified by his initials as RNR, sustained gunshot wounds on the face and right shoulder and was taken to the Timika Public Hospital in Mimika District on February 9. In a separate incident on February 9, six armed Papuans fatally stabbed a motorcycle taxi (ojek) driver.

On April 8, 2021, several armed Papuan rebels opened fire at a kiosk in Julukoma Village, Beoga Sub-district, Puncak District. The shooting resulted in the death of a Beoga public elementary school teacher, identified as Oktovianus Rayo. After killing Rayo, the armed attackers torched three classrooms at the Beoga public senior high school.
On April 9, 2021, armed separatists reportedly fatally shot another teacher, Yonatan Randen, on the chest.

Two days later, nine classrooms at the Beoga public junior high school were set ablaze by an armed group. Barely four days later, Ali Mom, a student of the Ilaga public senior high school in Beoga Sub-district, was brutally killed by armed attackers.

No new province in Papua Land this year: Home minister

Mataram, Jubi – Minister of Home Affairs Gen. (ret.) Tito Karnavian has stated that the government would not form new provinces or new regions across Indonesia, including in Papua Land this year. Earlier, discussions triggered by statements from public figures had prompted a wave of protests against the plan to establish three new provinces in Papua Land,  internationally known as West Papua.  “Not yet, because new provinces establishment would need money and [the country] currently doesn’t have it,” Karnavian said after attending a meeting with West Nusa Tenggara governor Zulkieflimansyah and deputy governor Sitti Rohmi Djalilah in Mataram City on Saturday, April 24, 2021.

 

Karnavian said there were 317 submissions for new administrative regions establishement. However, none of them have been approved to as the country’s financial situation had been battered by the COVID-19 pandemic. “There was a plan in 2019 that new autonomous regions will be formed in accordance to the priority scale but at that time, we didn’t expect the COVID-19 pandemic and its impact on the economy,” said Karnavian.

He said that the pandemic had decreased state revenues and increased spending that the government could not form new administrative regions. “Health and economic recovery is the central government’s priority right now,” he said. Even though the approval for new regions was off the list this year, Karnavian said that it would commence again, although he did not know when. “It depends on the progress of the health crisis management. If we achieve an economic surplus, let’s do the new administrative regions. If not, then don’t,” said Karnavian. Previously, the government was reportedly going to endorse eight new provinces that had already passed the discussion in 2013. The eight provinces comprising the Tapanuli, Nias Islands, the Great Bolaang Mongondow, Sumbawa Islands, the Great Kapuas, Southwest Papua, Central Papua, and South Papua. LIPI's Papua information center to serve as data repository

Jakarta (ANTARA) - The Indonesian Institute of Sciences (LIPI) has launched a Papua information center that will function as a warehouse of data for regional development policies and programs.

At a discussion and launch of a virtual Papuan documentation website here on Monday, Head of the National Research and Innovation Agency (BRIN) Laksana Tri Handoko stated that the Papua information center had demonstrated LIPI's commitment to documenting scientific data on Papua. Handoko, ex-chairman of LIPI, remarked that technical data on Papua is not only beneficial for scientific development but can also be utilized as a basis for framing policies and programs for regional development.

LIPI researchers have conducted scientific activities in Papua for four decades, and such research on Papua has been ongoing until now. Around 200 researchers are involved in over 150 scientific activities of LIPI on Papua Island. The research outcomes spanning various disciplines are well-documented and accessible to the public through the Papua information center page managed by the Center for Scientific Data and Documentation of LIPI.

Academic works on Papua at the Papua information center comprise issues of languages, environment, maritime affairs, customs, botany, development, education, health, special autonomy, politics, and separatist conflicts. Data from scientific research results can be utilized during the data- and knowledge-based policy-making process as well as for chalking out Papua’s development programs in general."Of course, we do not want the data collected in this national scientific repository to be static information, but it must have a strategic meaning related to Papua to demonstrate to the world Indonesia's major attention and efforts toward the progress of Papua from the start," Handoko stated. Related news: Addressing inequality in Indonesia's quality education
