TEMPO.CO, Jakarta - Papua Regional Police Chief Ir. Gen. Mathius D Fakhiri confirmed that at least 19 people were detained in riots following the arrest of Governor Lukas Enembe on Tuesday, January 10, 2023.
Mathius explained that the arrest of the governor prompted riots in two locations, namely Papua Mobile Brigade HQ (Mako Brimob) and Sentani Airport, Jayapura.
“There were small incidents due to yesterday’s [incident] arrest. But we managed to quell the riot,” he said in an online press conference, Wednesday, January 11, 2023.
He outlined that two people were detained in the riot in Mako Brimob, and the rest 17 people were secured at Sentani Airport. “They are being questioned by the police,” he added.
One of the protestors, he went on, died from a gunshot wound. “We offer condolences to the family. We are also taking measures to handle it,” Mathius said.
According to him, the riot was a response act of the public because the governor is one of the respected figures in the country’s easternmost province.
“I think it’s reasonable considering bapak (Mr.) Enembe has many sympathizers, supporters, and family,” Mathius said.
The Corruption Eradication Commission (KPK) named Lukas Enembe as a suspect in the alleged bribery case related to a number of infrastructure projects in Papua. To date, the anti-graft body has named two suspects in the case, the governor and Rijanto Lakka.

"Yes, there will be alternative measures. In principle, the government must not stall and its continuity must be assured," Mahfud noted at a press conference, as observed through the coordinating ministry's YouTube channel here, Wednesday.
He made assurance that the government is ready to take judicially appropriate alternative measures to respond to Enembe's legal cases.
"We have discussed this issue with the Home Affairs Ministry, the TNI commander, the police, the health ministry, and others. We have talked about this, just wait for the next step," the coordinating minister remarked.
Earlier, the Corruption Eradication Commission (KPK) named Enembe and Director of PT Tabi Bangun Papua (TBP) Rijatono Lakka as suspects in bribery and gratification cases pertaining to infrastructure development in Papua where Enembe served as governor.
Lakka is suspected of providing Rp1 billion (US$64 thousand) for Enembe after winning the tender for three infrastructure projects organized by the Papuan provincial authority.
The three projects are the Entrop-Hamadi road improvement project valued at Rp14.8 billion (US$947.2 thousand), Rp13.3-billion (US$851.2 thousand) rehabilitation of integrated early-age educational institutions (PAUD) facilities, and the Indonesian Air Force outdoor shooting range facility improvement valued at Rp12.9 billion (US$825.6 thousand).
The KPK also suspected Enembe of receiving gratification valued at billions of rupiah. Investigations into the gratification are ongoing.
The anti-graft agency arrested Lakka on January 5, and he is expected to remain behind bars for at least 20 days until January 24.

General Mathius Fakhiri on Wednesday said the National Police Main Headquarters (Mabes Polri) have placed 1,000 personnel on guard from the mobile brigade (Brimob) to be mobilized to Papua. He elaborated that this unit will quickly respond to unwanted security situations.
Police have beefed up the security measures in Papua, which the institution claim is to respond to rising security disruptions in a number of subregions. Police are focusing on the districts of Puncak Regency, Dogiyai, Intan Jaya, Yahukimo, Pegubin, Nduga, Mimika, Jayawijaya, and Jayapura City.
“The national police chief declared that 1,000 Brimob Nusantara personnel are ready to be mobilized to Papua anytime needed,” said Mathius at Jayapura on January 11.
Police Chief: Persuasive Approach
Apart from deploying troops, police expect the local government will actively approach these groups. "Approach and embrace them by providing positive activities so they don't commit crimes," said Mathius.
According to reports, he said that those who join local armed groups are young men who often commit criminal acts which were then used by the group.

TEMPO.CO, Jakarta - Indonesian President Joko "Jokowi" Widodo admitted and expressed regret over 12 serious human violations that occurred in the past.
“With a clear mind and a sincere heart, I as the leader of the Republic of Indonesia, admit that serious human rights violations have indeed happened in several incidents,” he said in a speech at the Jakarta State Palace, Wednesday, January 11, 2023.
The statement was made after reading the report submitted by the Team of Non-judicial Settlement of Past Gross Human Rights. Although the non-judicial team was established, the government will conduct the judicial settlement.
“I have sympathy and empathy for the victims and their families. So the government and I will restore the rights of the victims fairly and wisely without negating the judicial resolution,” Jokowi added.
Members of the team include Makarim Wibisono, Ifdal Kasim, Suparman Marzuki, Mustafa Abubakar, Rahayu, As ad Said Ali, Letjen TNI Purn Kiki Syahnarki, dan Komarudin Hidayat. The President received the report while being accompanied by Coordinating Law, Political, and Security Affairs Mahfud Md.
To date, the National Commission on Human Rights (Komnas HAM) is still addressing 12 cases of past gross human rights violations including the 1965 massacre, the 1989 Talangsari massacre, the disappearances of pro-democracy activists in 1997-1998, the 1998 Rumoh Geudong case in Aceh, the May 1998 Riots, Trisakti Shooting Tragedy, Semanggi I and II Shooting Tragedy, the Banyuwangi Massacre in 1998-1999, the 1993 Simpang Kertas Kraft Aceh (KAA) incident in Aceh, Wasior and Wamena incident in 2001, Jambo Keupok Aceh incident in 2003, Munir’s murder, and the Bloody Paniai case.
Komnas HAM chairman Ahmad Taufan Damanik has submitted the report to Attorney General Sanitiar Burhanuddin to be followed up as the investigation had been completed.
“Komnas HAM keeps urging and coordinating with the Attorney General to follow up the 12 cases that have been investigated by Komnas HAM based on Law No. 26 of 2000 on Human Rights Courts,” said Taufan.

Jayapura, Jubi – The Papua Law Enforcement and Human Rights Coalition said that the perpetrators of the shooting of nine civilians in Mappi Regency on December 14, 2022 must be held to justice. The coalition rejects “peace efforts” facilitated by the local government because it is considered not to provide a deterrent effect for the perpetrators.
Coordinator of the Coalition Emanuel Gobay said that from the investigations conducted by the coalition, it was concluded that the shooting was allegedly carried out by Indonesian Military (TNI) soldiers and members of the Mappi Police, and that there were allegations of crimes against humanity in the incident.
On that basis, the Coalition had filed a complaint to the Papua Police chief and the commander of the XVII/Cenderawasih Military Regional Command (Kodam). The Coalition asked the Papua Police through the Internal Affairs Division (Propam) and Kodam XVII/Cenderawasih through the Military Police to send a team to investigate the shooting.
“In our analysis, there are allegations of abuse of authority. We submitted our investigation results to the Papua Police and Kodam, hoping that it can be followed up to conduct a further investigation into that case,” Gobay told Jubi on Monday.
Gobay said it was important for the Papua Police and Kodam XVII/Cenderawasih to reveal the alleged involvement of their members in the shooting of civilians in Mappi. Gobay hopes that the perpetrators of the shooting can be prosecuted.
The Coalition rejected the peaceful settlement through the payment of money to the victims of the shooting that would be facilitated by the Mappi District Government. The Coalition considered it would not have a deterrent effect on the perpetrators.
“If the money is taken and the case is over just like that, will there be a deterrent effect on the perpetrators not to do it again? Settlement by paying money will not stop the violent actions of security forces against civilians,” he said.
Gobay said money settlement would only perpetuate impunity in Papua. “Deterrent effect is only achieved if the perpetrators got prosecuted, never through money settlement,” he said.
Meanwhile, Helmi, a member of the Coalition, hoped the TNI and police institutions could take firm action against their members involved in the shooting of nine civilians in Mappi. “We also hope that the TNI and police will take firm action against their members who commit similar cases,” said Helmi.
The results of the Coalition’s investigation conducted on December 17-20, 2022 concluded that there was initially a resident who stabbed another resident named Martinus. However, the Coalition denied that there was a clash between residents that followed the stabbing.
With these findings, the Coalition denied the Papua Police’s version that the shooting of civilians occurred because security forces were attacked while breaking up clashes between residents. “The information stating that the officers shot the victims when the officers separated the clash between the victims’ group and the perpetrators’ group is not true,” said Helmi.
The Coalition’s findings differ from the information conveyed by the Liaison Officer of the South Papua Police, Sr. Comr. Erick K Sully in Jayapura City on December 15, 2022. Sully said that the shooting occurred after a group of residents attacked security forces who broke up a clash between two groups of residents who were under the influence of alcoholic beverages. (*)
Jayapura, Jubi – Following the shooting of a caravan-type Ikaros plane with call sign PK-HVV by the West Papua National Liberation Army (TPNPB) on Monday morning, January 9, 2023, one of the airlines serving flights to OksibilAirport decides to stop flights to the region.
Trigana Air decided not to fly its fleet to Oksibil Airport in Bintang Mountains Regency until there was a security guarantee from the local authorities.
“Trigana is still waiting until there is absolutely certainty of security from the authorities,” said Deputy Area Manager of Trigana Air Papua Irwan Rochendi when contacted by Jubi on Tuesday.
According to him, the perpetrator shot the plane that was about to land at Oksibil Airport. Moreover, at the time of the shooting, Trigana Air plane was preparing to take off from Oksibil Airport.
“During the incident, one of our passenger planes was about to take off to Jayapura from Oksibil but postponed because of the shooting. We don’t want to take a risk that can endanger all of us,” he said.
Trigana Air serves passenger and freight flights from Jayapura to Oksibil, comprising two flights of passenger aircraft and three flights of cargo or freight aircraft.
Previously, the PK-HVV aircraft was shot while landing in Oksibil, the capital of Bintang Mountains Regency.
“The incident occurred at around 10:45 a.m. Papua time, when the plane piloted by Captain Tohirin was about to land. They flew from Tanah Merah. The landing was canceled because the plane got shot,” said Papua Police spokesperson Sr. Comr. Ignatius Benny Ady Prabowo.
Meanwhile, Bintang Mountains Police chief Adj. Sr. Comr. Muhammad Dafi Bastomi said his party guaranteed the safety of flights to and from Oksibil. “Until now we still have not received information about which side was hit by gunfire but we will ensure flight activities at Oksibil Airport both planes arriving at and departing from Oksibil,” said Bastomi.
