1) Residents reject construction of police station in Baya Biru

The people of Baya Biru District, Paniai Regency, Central Papua Province rejected plans to establish a police station and TNI post in the area, Saturday (31/12/2022).-Jubi/Isla



Jayapura, Jubi – The people in Baya Biru District, Paniai Regency, Central Papua Province reject the plan to build a police station in the area. Resident representative Noak Tagi said the entire Baya Biru community firmly rejected the construction.

“We have lived safely and comfortably for a long time without police or police stations. We are very worried that the presence of the police will make our area uncomfortable,” said Noak Tagi when contacting Jubi on Monday, January 2, 2023.

Noak said there were several important reasons the community reject the presence of a police station in Baya Biru.

According to him, Baya Biru is located in the largest illegal gold mining area in the Meepago region, which has been ignored by the Paniai administration. The Baya Biru community is still disappointed and traumatized by the shooting of six residents by mobile brigade officers in 2014, which resulted in the death of Melianus Abah and five others injured in Ndeotadi Village.

“Therefore, we believe that the police have a certain interest in the gold mining area. They don’t build a post here for the sake of protecting and protecting the community of Baya Biru,” he said.

Meanwhile, the representative of the local tribal chief, Alex Makipa, said that even though the police had discussed the plan with a group of tribal chiefs, it still did not involve all parties including the tribal chief in the districts, therefore the meeting was invalid.

“Therefore we reject the plan. Yahya Kegepe, a representative of the village government; Yafet Piame, a representative of traditional leaders; as well as Pius Kegepe, a youth leader, also said the same thing,” he said.

Taking into account these points, he said, the local community urged the Paniai administration and the Paniai Regent, Meki Nawipa, as well as Paniai Police chief Comr. Abdus Syukur Felani to immediately revoke and withdraw the plan to establish a police station in the Baya Biru district. (*)

2) West Papua Police chief orders capture of TPNPB troops dead or alive

Manokwari, Jubi – West Papua Police chief Insp. Gen. Daniel T.M. Silitonga ordered the arrest of the West Papua National Liberation Army (TPNPB) troops who were still spreading terror against civilians in Maybrat, Southwest Papua. He warned the police members not to let their guard down.

“We have raised our status to Siaga 1 (alert) against the armed criminal group in Maybrat. The criminals must be arrested dead or alive,” said the chief in Manokwari on Wednesday night, December 28, 2022.

Silitonga said that police as well as personnel of the Indonesian Military (TNI) had taken control of the Maybrat area which the TPNPB had previously occupied.

“Until now Maybrat is in a conducive situation. The Police and TNI conduct periodic evaluations with the Maybrat Administration. We ensure that the video circulating about the TPNPB controlling the Kmurkek District is not true,” he said.

He said that routine and measured patrols by the Police and TNI would ensure the overall security of Maybrat.

“The video claiming to control Kmurkek on Christmas Eve is not true. At 06.00 a.m. all personnel made sure the conditions there were safe,” he added.

The police have spread the identities of a number of TPNPB members who are on the wanted list in a series of attacks on military posts and civilian road workers.

Meanwhile, the Papua Peace Network (JDP) calls on the West Papua Police, which has declared Siaga 1 security status in Maybrat Regency, to continue to prioritize a peaceful approach to protect civilians.

JDP spokesperson Cristian Yan Warinussy said the armed conflict between the TNI and police and the TPNPB had often been at the expense of the civilians’ lives.

“Sometimes, civilians are arrested and prosecuted to account for a certain event even though they are not involved and do not even know anything about it,” Warinussy told Jubion Friday.

Warinussy said the handling of the case of the attack on the military post in Kisor should be a lesson to prevent the criminalization of Maybrat civilians. He said that the raise in Maybrat’s security status to Siaga I should not be used as a justification for committing violence that places civilians as victims. (*)

3) Ministry provides general allocation funds for West, Southwest Papua

Manokwari, West Papua (ANTARA) - The Finance Ministry has provided general allocation funds (DAU) of Rp370.80 billion for provinces, districts, and cities in West Papua and Southwest Papua for January 2023.

Preparations for allocating the funds to 12 regional governments had been conducted since December 2022, with the total disbursement made by the State Treasury Office (KPPN) reaching Rp370.80 billion, head of the West Papua office of the Directorate General of Treasury, Bayu Andy Prasetya, said in Manokwari on Tuesday.

"On January 2, 2023, all KPPNs, those being the Manokwari, Sorong, and Fakfak KPPNs, transferred the allocation fund for January 2023 period to the Regional General Cash Accounts (RKUD) of each regional government in the West Papua and Southwest Papua regions," he informed.

He said that the mechanism for distributing the 2023 DAU was different from the one adopted last year, under which the fund distribution was made through the State Treasury Office (KPPN) of the respective region.

"Changes in the policy and mechanism for disbursement of general allocation funds are aimed at bringing closer and improving services to regional governments," he explained.

Overall, the fiscal capacity of West Papua in 2023 is Rp29.83 trillion, an increase of Rp2.09 trillion compared to 2022, when the fiscal capacity consisted of spending on institutional ministries and allocations for Transfers to Regions (TKD).

"Ministry and institution spending amounted to Rp8.05 trillion, an increase of Rp120 billion, and the allocation of TKD for West Papua and Southwest Papua provinces amounted to Rp21.78 trillion, an increase of Rp1.97 trillion compared to one of 2022 of Rp19.81 trillion," Prasetya informed.

Of the total general allocation fund, Rp72.72 billion has been disbursed to West Papua province, Rp32.88 billion to Manokwari district, Rp41.77 billion to Fakfak district, Rp25.01 billion to Teluk Bintuni district, Rp31.47 billion to Kaimana district, Rp13.49 billion to Arfak Highlands district, Rp27.06 billion to Sorong district, Rp22.78 billion to South Sorong district, Rp23.28 billion to Raja Ampat district, Rp23.98 billion to Tambrauw district, Rp23.04 billion to Maybrat district, and Rp33.27 billion to Sorong city.

"In accordance with the Finance Minister Decree Number 44/KM.7/2022, in the event that the regional government does not submit regional financial data or information, a delay in the distribution of general allocation fund block grants can be made," he said.

4) West Papua Police prepare personnel to secure General Elections

Manokwari, West Papua (ANTARA) - The West Papua Regional Police have prepared personnel to secure the implementation of the 2024 General Elections, whose phases begin this year.

"We have law enforcement forces who are members of the Integrated Law Enforcement to prepare work procedure and concept in handling violations (during elections)," Chief of West Papua Police, Inspector General Daniel Tahi Monang Silitonga, informed in Manokwari on Tuesday.

He said that the police will focus on securing the phases from the campaign period until the voting stage because he believed that electoral violations will likely occur during those phases.

For now, the West Papua Police are still focusing on misdemeanors or minor offenses.

 

Silitonga highlighted that the police have criticized the appointments of some General Elections Commission (KPU) members that did not follow the existing rules.

The police chief further said that personnel have been prepared to secure the elections in the provinces of West Papua and Southwest Papua, the new province that was established in November 2022.

"Security will be carried out at every stage, from registration, and verification, to the voting, we will be actively involved," he added.

He, however, did not disclose the number of personnel prepared for the 2024 General Elections.

Meanwhile, the Acting Governor of West Papua, Paulus Waterpauw, said that his administration is ready to help election organizers with a grant of funds.

He said the budget will be provided to election organizers, both the regional General Elections Supervisory Agency (Bawaslu) and the regional General Elections Commission (KPUD) as well as security forces.

Earlier, the KPU and the National Police (Polri) signed a memorandum of understanding (MoU) on ensuring safe and exceptional general elections in 2024.

Some problems that will need to be anticipated during the elections will include logistics delivery, identity politics, and other things that can set the country's democracy back, according to Polri Chief General Listyo Sigit Prabowo.
