Kantor Tinggi HAM PBB menjadwalkan adanya kunjungan pelapor khusus untuk kebebasan berekspresi dan berpendapat PBB ke Indonesia. Kegiatan resmi PBB itu akan dipimpin Frank La Rue, dan dijadwalkan pada 15 hingga 26 Januari 2013.

Dalam kunjungan 10 hari tersebut Indonesia, melalui Kementerian Luar Negeri berupaya agar Pelapor PBB tidak ke West Papua. Komite Nasional Papua Barat [KNPB] memandang ini sebagai bagian dari upaya Indonesia untuk menyembunyikan dirinya sebagai aktor kejahatan pelanggaran HAM terhadap rakyat dan aktivis  di West Papua.

Setelah Soeharto tumbang, pelanggaran HAM dan Demokrasi tidak ikut tumbang di West Papua. Jakarta dengan kekuatan hukum dan militer terus-menerus melegalkan kejahatan kemanusiaan terhadap rakyat dan aktivis West Papua yang melakukan aktivitas damai dalam menuntut hak penentuan nasib sendiri. Banyak yang telah mati, mulai dari pembunuhan Arnold Ap, Theys H. Eluay, Mako Tabuni, hingga Hubertus Mabel. Puluhan aktivis dan rakyat West Papua masih mendekam di penjara-penjara kolonial Indonesia atas aksi damai yang dilakukan. Fileb Karma,dkk adalah bukti nyata kejahatan Indonesia diatas tanah Papua.

KNPB mendesak La Rue mengatur jadwal kunjung ke West Papua tanpa intervensi Pemerintah RI, untuk bertemu langsung dengan Fileb Karm, cs yang sedang menjalani hukuman 15 tahun penjara atas aksi ekspresi damai yang dilakukan di Jayapura, West Papua 2004 lalu.

Selanjutnya, dengan terbuka kami katakan bahwa PBB segera menjamin hak rakyat West Papua untuk melakukan aktivitas damai dalam menuntut hak penentuan nasib sendiri. Kami berharap, Pelapor Khusus PBB, dalam kunjungan ini membicarakan agar cap teroris, makar, pengacau, dll yang ditujukan negara Indonesia kepada aktivis KNPB dan pejuang Papua lainnya dihilangkan, karena sudah tidak relevan lagi dalam era yang terbuka, dimana stigma tersebut sengaja dibuat untuk membungkam aksi-aksi damai yang dilakukan oleh rakyat West Papua.

Demikian pernyataan ini dibuat untuk dirilis sebagai sikap rakyat bangsa Papua Barat.
