1) Fears of major military crackdown in Papua

The killing of a senior officer in the Indonesia army in Papua has prompted President Joko Widodo to order a crackdown on rebel groups.
Brigadier General Gusti Putu Danny, the head of Papua's Intelligence Agency was shot near Dambet Village in the Puncak District on Sunday.
The Indonesia's president has ordered a crackdown on what he calls armed criminal groups.
The Indonesian media has also reported the chairman of the People's Consultative Assembly in Papua, Bambang Soesatyo, urging the government to deploy forces at full strength to crush the Papuan rebellion.

He is quoted saying "destroy them first. We will discuss human rights matters later."
The Australian West Papua Association's Joe Collins says these sorts of statements have the potential to cause an escalation of violence, leading to the security forces conducting military sweeps in the area.
He said "we all know what happens when the Indonesian military undertake security operations, houses get burnt, livestock gets killed, gardens destroyed and people literally flee into the jungle where they face starvation".
Collins said instead Widodo should order his military to return to barracks as a way of easing tensions.

TEMPO.COJakarta - State Intelligence Agency (BIN) Deputy VII, Wawan Hari Purwanto, stated on Monday, April 26, that the Intelligence officers and security personnel will never retreat from fighting armed separatist and terrorist groups following Indonesia's top Papuan agent Brig. Gen. I Gusti Putu Danny Karya Nugraha's death in a Sunday gunfight in Puncak.

"This incident will not deal a blow to the mentality and morale of the intelligence officers and security personnel in tackling all types of national security threats," said Purwanto.

The fall of the BIN-Papua Office head on duty has evidently demonstrated the sacrifice of Indonesian intelligence officers in defending the country's sovereignty, he remarked.

"This incident has also become a symbol of BIN's services in enforcing laws as a front liner in the national security system," he remarked, adding that Nugraha was awarded posthumous promotion by granting him a rank higher than that held at the time of his death.


A military funeral will be held for Nugraha at the Kalibata Heroes Cemetery on Tuesday, Purwanto stated.

Papua Police Chief Insp. Gen. Mathius Fakhiri had stated earlier that this fallen BIN agent died of gunshot wounds in Dambet Village, Beoga Sub-district, Puncak District, on Sunday at 3:50 p.m. local time.

Nugraha had visited the village along with seven security personnel at about 9:20 a.m. local time aboard four motorcycles. During the stay in the village, he got shot during the gunfight.

Dambet Village is some three kilometers away from Beoga. It recently came under attack by the armed Papuan criminals, who had set ablaze several houses of innocent civilians and elementary school buildings.

Over these past four months, Papua has borne the brunt of a string of violent attacks by the armed groups targeting civilians in districts, such as Puncak and Intan Jaya.

The armed groups often employ hit-and-run tactics against Indonesian security personnel while unleashing acts of terror against civilians to instill a sense of fear among the people.

Among the victims of their acts of terror are motorcycle taxi (ojek) drivers, teachers, students, and street food vendors. They also attacked civilian aircraft.

On January 6, 2021, for instance, some 10 armed Papuans vandalized and torched a Quest Kodiak aircraft belonging to the Mission Aviation Fellowship (MAF) at the Pagamba Village airstrip.

They continued their campaign of terror by shooting a 32-year-old man at close range in Bilogai Village, Sugapa Sub-district, on February 8, 2021.

The victim, identified by his initials as RNR, sustained gunshot wounds on the face and right shoulder and was taken to the Timika Public Hospital in Mimika District on February 9.

On February 9, 2021, six armed Papuans fatally stabbed an ojek driver.

On April 8, 2021, several armed Papuan rebels reportedly opened fire at a kiosk in Julukoma Village, Beoga Sub-district, Puncak District, at about 9:30 a.m. local time.

The shooting resulted in the death of a Beoga public elementary school teacher, Oktovianus Rayo.

After killing Rayo, the armed attackers torched three classrooms at the Beoga public senior high school.

On April 9, 2021, armed rebels reportedly shot another teacher, Yonatan Randen, on the chest.

Several villagers tried to save the junior high school teacher and rushed him to the Beoga public health center, but he succumbed to his injuries.

The armed criminals operating in Beoga Sub-district continued with their spate of killings by torching nine classrooms at the Beoga public junior high school on April 11, 2021.

Four days after burning the school building down, the armed criminals killed Ali Mom, a student of the Ilaga public senior high school in Beoga Sub-district.

Jayapura, Jubi – The Papua chief of the National Intelligence Agency (BIN), Brig. Gen. I Gusti Putu Danny NK, has reportedly died in a crossfire between the Indonesian Military (TNI) and the West Papua National Liberation Army (TPNPB) in Dambet Village, Beoga District, Puncak Regency on Sunday, April 25, 2021.

 

Commander of the XVII/Cenderawasih Regional Military Command Maj. Gen. Ignatius Yogo Triyono confirmed on Sunday that the body had arrived in Beoga at 6.30 p.m. local time and would be transported to Timika on Monday.
“The body will be evacuated to Timika on Monday morning and flown to Jakarta in the afternoon to be buried in the Kalibata Heroes Cemetery,” Triyono said.

 

According to Triyono, Danny went to Dambet Village with seven military personnel by motorcycles to investigate the reported arson in the village and gave support to the villagers.  Dambet was reportedly attacked by an armed group on Saturday, wherein the house of tribal chief Eber Tinal and schools were burned.

 

At 3.50 p.m., Danny was shot. “The shooter was reportedly from the Lekagak Telenggen group [of the TPNPB],” said Triyono.

 

The Papua Provincial Government expresses condolences for the intelligence chief’s death. “Our deepest condolences to the entire family. Tomorrow I will go to Timika to send off the body,” Papua Regional Secretary Dance Yulian Flassy told Jubi on Sunday.

 

Flassy also appealed to the Papua citizen to remain calm and not getting provoked by the recent event. “The state has taken care of the late general’s body,” he said.

 

Brig. Gen. Danny was an alumnus of the Military Academy in 1993. He served as the chief of the Papua BIN since June 2020, replacing Maj. Gen. Abdul Haris Napoleon. (*)

4) No new province in Papua Land this year: Home minister

Mataram, Jubi – Minister of Home Affairs Gen. (ret.) Tito Karnavian has stated that the government would not form new provinces or new regions across Indonesia, including in Papua Land this year. Earlier, discussions triggered by statements from public figures had prompted a wave of protests against the plan to establish three new provinces in Papua Land,  internationally known as West Papua.

 

“Not yet, because new provinces establishment would need money and [the country] currently doesn’t have it,” Karnavian said after attending a meeting with West Nusa Tenggara governor Zulkieflimansyah and deputy governor Sitti Rohmi Djalilah in Mataram City on Saturday, April 24, 2021.

Karnavian said there were 317 submissions for new administrative regions establishement. However, none of them have been approved to as the country’s financial situation had been battered by the COVID-19 pandemic.

“There was a plan in 2019 that new autonomous regions will be formed in accordance to the priority scale but at that time, we didn’t expect the COVID-19 pandemic and its impact on the economy,” said Karnavian.

 

 

He said that the pandemic had decreased state revenues and increased spending that the government could not form new administrative regions. “Health and economic recovery is the central government’s priority right now,” he said.

 

Even though the approval for new regions was off the list this year, Karnavian said that it would commence again, although he did not know when.

 

“It depends on the progress of the health crisis management. If we achieve an economic surplus, let’s do the new administrative regions. If not, then don’t,” said Karnavian.

 

Previously, the government was reportedly going to endorse eight new provinces that had already passed the discussion in 2013. The eight provinces comprising the Tapanuli, Nias Islands, the Great Bolaang Mongondow, Sumbawa Islands, the Great Kapuas, Southwest Papua, Central Papua, and South Papua.
