The Indonesian government announced an updated list of terror groups on Thursday, with the notable addition of armed criminal groups (KKB) in Papua, following the death of a regional intelligence chief in a confrontation with members of a fragmented separatist movement earlier this week. The government has declared that armed criminal groups (KKB) in Papua are terrorists, following a string of clashes with security forces that saw the region's intelligence chief, one police officer and at least nine guerrilla fighters killed. 

Coordinating Political, Legal and Security Affairs Minister Mahfud MD announced the updated list of terror groups amid heightened tensions in Indonesia’s easternmost province, which has been the site of decades of guerilla warfare pitting separatist groups against local security forces.

 "The government has deemed that organizations and people in Papua who commit mass violence are categorized as terrorists [...] This is in line with Law No. 8/2018," Mahfud said during a press briefing on Thursday. 

The Counterterrorism Law defines terrorism as the use of violence or threats of violence that could prompt widespread terror or fear, cause mass casualties or disrupt or damage vital strategic objects, the environment, public facilities or international facilities, using ideology, politics or the disruption of security as motives. 

The addition of “disruption of security” in the law’s wording has been construed to allow the Indonesian Military (TNI) to play a greater role in counterterrorism efforts. 

Mahfud said the decision to add KKB to the list was made after receiving input from the speaker of the People's Consultative Assembly (MPR), the State Intelligence Agency (BIN), the National Police chief, the TNI commander, figures from regional administrations and legislatures, local public figures and grassroots leaders. 

They all appealed in one way or another, he said, for the state to take action against "the mass brutal killings and violence". The coordinating minister said the TNI would assist the police on the front lines of the fight against the separatist groups and would avoid harming other Papuans.

 “The stance of the government and people of Indonesia, including Papuans, is clearly based on United Nations General Assembly Resolution No. 2504/1969 concerning Papua’s [Act of Free Choice, which states] that Papua, including West Papua, is a legitimate part of the Unitary State of the Republic of Indonesia,” he said. 

The declaration came days after the Papuan regional head of BIN, Brig. Gen. I Gusti Putu Danny Karya Nugraha, was shot dead in a confrontation with rebels after they allegedly fired at patrolling security forces in the Papuan highlands on April 25, AFP reported. His death prompted President Joko "Jokowi" Widodo to order the police and TNI to arrest the rebel groups on Monday.

 On Tuesday, police said nine guerrillas and a police officer had died and two officers were wounded after an extended shootout between the police and rebels in Puncak district in what appeared to be retaliation for the slain regional BIN head, AFP reported, but rebel group spokesman Sebby Sambom dismissed the report of rebels being killed.

 Allegations of extrajudicial killings and breaches of human rights, even against peaceful protesters and citizens, have long clouded the reputation of security forces and authorities in Papua, where a lack of accessible information has made it difficult to confirm conflicting reports. (ars)

TEMPO.COJakarta - The Indonesian Government officially recognizes armed criminal groups in Papua, or KKB, as terrorist. This was announced by the Coordinating Minister of Politics, Law, and Security Affairs Mahfud MD due to the series of terror acts since April 2021. 

“Aligning with all of the incidents the government considers the organization and people in Papua who commit mass-scale murder and brutal acts of violence as terrorists,” said Mahfud on April 29.

He believes that this is a right thing to do and cites Law No.5/2018 that describes terrorists as anyone who plans, mobilizes, and organizes acts of terrorism. 

The law defines terrorism as an act which uses violence or threat of violence which causes a wide spread atmosphere of terror or fear, which can cause mass victims, and/or creates damages or destructions to strategic vital object, environment, public facility, or international facility with a motif of ideology, politics, and security.

Mahfud MD believes the definition fits the activities committed by KKB and any organizations and people who are affiliated with the act of terrorism

3) Handling of KKB in Papua strictly measured, upholds human rights

Jakarta (ANTARA) - The government ensures that the handling of armed criminal groups (KKB) in Papua does not ignore human rights values since the implementation is strictly measurable through a legal approach, Presidential Chief of Staff Moeldoko stated.

"The president has warned about the handling of this KKB. Must be firm but must not ignore human rights," Moeldoko remarked while holding an online press conference for the 2021 Human Rights Festival at the Bina Graha Building, Jakarta, on Wednesday.

Prior to the plenary cabinet session on Tuesday (April 27), the Puncak district head received various inputs on the handling of KKB from the Indonesian military; national police; State Intelligence Agency (BIN); Ministry of Politics, Law and Security; and the National Counter Terrorism Agency (BNPT).

This effort has been followed up by the former Indonesian military (TNI) commander with dialogs with religious, cultural, and Papuan community leaders.

Through this step, Moeldoko is optimistic of appropriate handling of the KKB in Papua and not at the expense of several parties.

On the other hand, Moeldoko assessed that the crimes committed by KKB in Papua had entered a new phase, especially since their criminal acts were starting to lead to acts of terrorism that gave rise to insecurity, fear, and also murder of Papuan people.

"There is a suggestion to no longer use the term KKB but terrorist. Currently, this proposal is still being jointly studied," Moeldoko stated.

On the occasion, Moeldoko grieved the death of Head of Papua Intelligence Agency Brig. Gen. I Gusti Putu Danny Karya Nugraha.

He regretted that the incident occurred in the midst of the government's efforts to address the Papua problem through a welfare approach that was bolstered by the issuance of Presidential Instruction Number 9 of 2020.

To this end, Moeldoko noted that the government will act more firmly in enforcing the law according to the president’s instruction that there is no place for KKB in Papua or in any corner of the country.

Moreover, Papua is currently preparing a national agenda, PON XX, which is not only a sporting event but also an effort to boost the spirit and national ties.

4) Nine armed Papuan separatist terrorists killed in gunfight: police

Jayapura, Papua (ANTARA) - The Nemangkawi Task Force declared on Wednesday that nine armed Papuan separatist terrorists were killed in a shootout erupting near their Olenski hideout in Makki Village, Ilaga Utara Sub-district, Puncak District, Papua Province, on Tuesday.

"According to the reports we received, nine members of the armed group got killed in the gunfight," Nemangkawi Task Force spokesperson Sen. Coms. Iqbal Al Qupdusy remarked.

The task force personnel had yet to identify the dead separatist terrorists but they belong to the Lekagak Telenggen armed group operating in the Ilaga area, he noted.

The Papua police headquarters has placed Lekagak Telenggen on the list of most wanted fugitives since August 28, 2020, following his involvement in a shooting incident at Mile 61 in Tembagapura Sub-district, Mimika District, Papua.

Al Qupdusy reiterated that the task force personnel had killed nine rebels in the shootout by referring to the number of rifles found in the battle ground.

"Everything will later be clarified after the armed group's hideout is fully under control," he remarked, adding that the security personnel continue to chase the armed separatist terrorists.

During the shootout, a Mobile Brigade member, who joined the Nemangkawi Task Force, died on duty, while two others survived with gunshot wounds.

Over these past four months, Papua has borne the brunt of a string of violent attacks by armed groups targeting civilians in districts, including Puncak and Intan Jaya.

The armed groups often employ hit-and-run tactics against Indonesian security personnel while unleashing acts of terror against civilians to trigger fear among the people.

Ojek drivers, teachers, students, and street food vendors, among others, have fallen victims to their terror acts. They also attacked civilian aircraft.

On April 8, several armed Papuan rebels reportedly opened fire at a kiosk in Julukoma Village, Beoga Sub-district, Puncak District, at about 9:30 a.m. local time.

The shooting resulted in the death of a Beoga public elementary school teacher, Oktovianus Rayo.

After killing Rayo, the armed attackers torched three classrooms at the Beoga public senior high school.

On April 9, armed rebels reportedly shot another teacher, Yonatan Randen, on the chest.

Several villagers tried to save the junior high school teacher and rushed him to the Beoga public health center, but he succumbed to his injuries.

The armed separatist terrorists operating in Beoga Sub-district continued with their spate of killings by torching nine classrooms at the Beoga public junior high school on April 11.

Four days after burning the school building down, they killed Ali Mom, a student of the Ilaga public senior high school in Beoga Sub-district.

On April 25, they also shot Head of Indonesia's National Intelligence Agency (BIN)-Papua Office Maj. Gen. I Gusti Putu Danny Karya Nugraha in Dambet Village, Beoga Sub-district. Related news: Five dead after joint military-police team raids armed criminals' HQ
