1) Internet in Jayapura shut down around the time of Victor Yeimo’s trial

Jayapura, Jubi – Internet blackout occurred in Jayapura’s Waena and lasted for around three hours on Wednesday, August 25, 2021, Netblocks confirmed. Netblocks is a watchdog organization tracking disruptions and shutdowns to safeguard internet freedom.

 

“This disruption had impact at the network layer, fixed line, and cellular internet in Jayapura, from 12 p.m. local time lasting around 3 hours,” Netblocks’ director of Research Isik Mater tweeted on Wednesday.

State-owned telecommunication giant PT Telkom said that the disruption was caused by the broken fiber optic cable due to tree felling activities by the Papua Plantation and Cleanliness Agency and Telkom in Skyland, Jayapura City. A picture broadcasted by the media, previously circulating in Whatsapp groups, depicts the fiber optic cable hanging from a pole that is being repaired by Telkom workers.

 

“We are sorry that the fiber optic cable for the Abe-Jayapura segment is broken. Our cables comprises planted ground cables and aerial cables, which are hung in the air using poles,” said Sugeng Widodo, PT Telkom’s general manager for Papua.

 

 

However, rights watchdog Southeast Asia Freedom of Expression Network (SAFEnet) says the 3-hour internet shutdown in Jayapura-Waena-Abepura should be seen within context, wherein leading up to the blackout, internet disruption also occurred in Jayapura in early August.

 

“Regarding the recent internet blackout, there are two allegations according to Papuans. The first is regarding the arrival of President Joko Widodo to Papua on August 26 and the second, the trial of Victor Yeimo on August 26. Jokowi is said to be visiting Papua, according to the media, to review the National Games. But he canceled the visit,” Executive director of SAFEnet Damar Juniarto told Jubi on Thursday.

 

Juniarto also said that Victor Yeimo’s trial had been in the spotlight, with many statements and political pressure spreading on social media calling for Victor Yeimo’s release.

 

Victor Yeimo is the international spokesperson of the West Papua National Committee (KNPB) who is being detained by the police and will stand trial for allegedly provoking riots in antiracism protests in 2019. Yeimo, however, has denied the allegation, saying he did not even participate in the said protest.

 

“Before yesterday’s blackout, we also recorded a 30-minute blackout on August 1, wherein phone service and internet connections were cut off in Jayapura City, even though the 4G and wifi signals were full,” Juniarto said.

 

The disruption on August 1 lasted from 10.15 to 11.05 p.m and affected internet services in Jayapura, Abepura, and Sentani. There was a report that a group of Papuan people and students planned to stage an antiracism protest the next day, protesting against the Air Force soldiers who stepped on a Papuan’s head on July 27. Though, there are no valid sources confirming the protest on August 2.

 

Later on the same day, Telkom explained that the 30-minute blackout occurred because the fiber optic cable plant in the ground in front of the Papua Police headquarters broke due to excavation work using heavy equipment.

Jakarta (ANTARA) - National Police Chief General Listyo Sigit Prabowo handed over oxygen generators and social assistance to Papua authorities to assist COVID-19 handling in Indonesia's easternmost province.

 

The assistance was handed over by Prabowo and TNI Commander Air Chief Marshal TNI Hadi Tjahjanto while reviewing the implementation of vaccinations at the Lentera Harapan School, Jayapura district, Papua on Friday.

 

Prabowo said he hoped that the oxygen generator assistance would help Jayapura residents to meet their oxygen needs amid the COVID-19 pandemic.

 

"The device has the ability to fill 12 oxygen cylinders with a size of 6 cubic meters (m3) per day or 72 oxygen cylinders of a size of 1 cubic meters (m3)," Prabowo informed.

 

The former Banten Police chief also handed over social assistance from President Joko Widodo (Jokowi) to Papuan people who were financially affected by the COVID-19 pandemic.

 

"This is an assistance from the President. I hope it will be useful," he remarked.

During their visit, the TNI Commander and the National Police chief also reviewed mass vaccination activities at Waringin Kotaraja Sports Center, Abepura district, Jayapura City.

 

While reviewing the vaccinations, Prabowo said the Papuan people were very enthusiastic about getting vaccinated. This is proven by the amount of vaccine doses provided by the local Health Service, he added.

 

"We received a report from the Health Service that the target for the first dose of vaccination was 47 percent and the second 29 percent. We are very happy to hear that, it means that people's enthusiasm for getting vaccinated is increasing day by day," he remarked.

Prabowo said he hoped that vaccine recipients would encourage other Papuans to take the vaccine since vaccination is useful for increasing immunity against COVID-19.

 

Moreover, since Papua will host the XX National Games (PON), vaccinations need to be immediately pursued, so that the spread of COVID-19 can be suppressed, especially during the event, the police chief said.

 

"Soon Papua will be holding PON. So that with a vaccine, the potential for contracting COVID-19 can be prevented. So, tell your friends and family to get vaccinated so that the PON event will run smoothly," he remarked.

Jakarta (ANTARA) - National Police Chief General Listyo Sigit Prabowo encouraged Papua's residents that contracted COVID-19 and exhibited certain symptoms to undergo self-isolation at centralized isolation facilities readied by the local government.

The message was delivered during a visit to observe Tidar Ship, a designated floating centralized isolation facility in Papua, along with National Defense Commander Air Chief Marshal Hadi Tjahjanto on Friday.

"I, and Mister Commander, and the team, are very grateful and happy to hear from our brothers and sisters that in the isolation center, (they) received great service, be it the facility or intensive monitoring from the healthcare workers," Prabowo stated as quoted from the National Police Human Resources Division's press release.

During the visit, the National Police chief and the commander-in-chief interacted virtually with patients and health workers undergoing isolation at the Tidar Ship floating isolation center.

He opined that Tidar Ship, the floating isolation center, had complete health support facilities, and was monitored intensively by professional health workers, so they could accelerate the recovery process of people exposed to COVID-19 with certain symptoms.

Prabowo expects the public to coax or encourage their families and relatives that contracted the disease to self-isolate at the isolation center.

"Hence, of course, we are optimistic that information on the activities and facilities at the isolation center will be conveyed to other relatives that may still opt to conduct self-isolation at home," Prabowo noted.

According to the former Banten Police Chief, the floating isolation center was replete with health facilities and under the full direct supervision of health workers, so that the patient recovery rate would be higher.

Prabowo remarked that centralized isolation treatment could prevent transmission to other people.

"Please convey to your brothers and sisters that the floating isolation center has complete facilities, and we are all given assurance that with the available doctors and medications, recovery will hopefully be better. (It is better than) being treated at home. Please convey (the message) to those of you, who choose self-isolation over centralized isolation," the national police chief remarked.

On the same occasion, he also lauded the health workers, who strove relentlessly to treat people exposed to COVID-19.

"Thank you to the health workers for taking care of our brothers and sisters. Please continue to check (the patients) intensively every day, so that our brothers and sisters will soon recover," he remarked.

4) TNI, Police Chiefs review centralized isolation area in Jayapura

Jayapura (ANTARA) - National Defense Forces (TNI) Commander Air Chief Marshal Hadi Tjahjanto and National Police Chief General Listyo Sigit Prabowo reviewed a centralized isolation area at KM Tidar located at the Port of Jayapura, Papua.

The TNI and Polri officials had the opportunity to interact virtually with patients being treated at the floating isolation area that was opened on August 21.

Prabowo has invited all Papuans, especially those in Jayapura and its surroundings, to undergo quarantine in the centralized isolation center if they are exposed to the COVID-19 disease.

Based on the accounts of patients, who underwent isolation in the ship owned by PT Pelni, the floating isolation place is replete with supporting facilities and is monitored intensively by health workers.

"Commander Tjahjanto and I are very grateful and happy after hearing that patients received good service through the facilities and intensive supervision of health workers," he stated.

Hence, Prabowo is optimistic that residents would notify their families and relatives exposed to the virus to undergo quarantine on the ship.

He believes that complete centralized isolation facilities and adequate supervision by health workers will facilitate quicker recovery of the patients. Most importantly, patients undergoing self-isolation can prevent transmission to other people.

On the occasion, Prabowo lauded the health workers for their unwavering efforts to treat people exposed to the coronavirus.

"Thank you to the health workers for patiently treating the patients. Please continue to check the condition of the patients intensively every day, so that they can soon be healthy and recover," he remarked.

As of August 26, KM Tidar had treated 34 people, of which seven were declared cured, and 27 are still being treated.
