Jayapura, Jubi – The Coalition for Legal and Human Rights of Papua, who are Victor Yeimo’s legal advisors, escorted Yeimo’s family to the Chief Public Prosecutor’s residence in Jayapura, on Saturday, 28th August, 2021. The legal team expressed disappointment that the Public Prosecutor ignored the District Court of Jayapura decision in issuing an order to hospitalise their imprisoned client.
On Saturday at 15.00, WP local time, the legal team and Mr Yeimo’s family visited the Regional Mobile Brigade Headquarters of Papua (MAKO Brimob) in Kota Raja, Jayapura. They were going to take the international spokesperson for the West Papua National Committee (KNPB) to the Jayapura General Hospital for medical treatment, according to the court’s decision for the imprisoned Victor Yeimo.
They tried to make contact with the Public Prosecutor, seeking an immediate action toward the prisoner. However, the reluctant Public Prosecutor was slow and demonstrated a lack of will to respond to their request.
Feeling neglected, they then went to the High Prosecutor’s Office of Papua. Given that the office was closed, they went to the residence of the Chief High Prosecutor’s Office (Kajati Papua). Two members of the Papua Regional House of Representatives (DPR), Laurenzus Kadepa and John NR Gobai also visited the residence of Kajati Papua, expressing their willingness to be guarantors for Victor Yeimo so that he could be taken to the hospital on Saturday night.
Litigation Coordinator of the lawyers, Emanuel Gobay, said on Thursday, 26th August, 20201, that the District Court of Jayapura judges, which is chaired by Eddy Soeprayitno S Putra SH MH, had issued a decision in allowing Victor Yeimo to seek medical treatment at the Jayapura General Hospital, the next day. However, when Victor Yeimo was being treated at the emergency unit of the General Hospital on Friday, he was being treated harshly by a number of suspected police officers.

That night on Friday, a few more police officers came to Mr Yeimo’s bed, where he was lying and pulled out the IV tube line. They forcibly took him out of the hospital. Mr Yeimo did protest against his mistreatment, but he was taken back to the detention at the Brimob Headquarters.
On Saturday, at 01.00am, WP local time, advocate Emanuel Gobay received a letter determining the imprisoned Victor Yeimo from the panel of judges, chaired by Eddy Soeprayitno S Putra SH MH. The imprisoned stipulation letter, dated 27th August 2021, followed the recommendation from the team doctor of the Jayapura General Hospital, who stated that Mr Yeimo had to be hospitalized due to his deteriorating health.
Emanuel Gobay stated that his team had tried to coordinate with the Public Prosecutor, but the Public Prosecutor’s response was slow.
“So, we the lawyers and families went to the [Papua High] Prosecutor’s Office at around 16.00 WP local time. Because today is a holiday, we came to the Kajati Papua home to urge [him so that] Victor Yeimo immediately be allowed to seek treatment at the Jayapura General Hospital, according to the determination of the panel of judges,” said Emanuel.
The security officer at the residence of Kajati Papua, Nicolaus Kondomo, stopped the lawyers and family’s of Victor Yeimo from visiting. Security officers also stopped the 2 Papuan DPR members, Laurenzus Kadepa and John NR Gobai, who had been the guarantor of Victor Yeimo’s imprisonment, from visiting. Finally, Nicolaus Kondomo met Laurenzus Kadepa and John NR Gobai.
After meeting Mr Kondomo, Mr Gobai explained to the families outside Mr Kondomo’s residential area that Victor Yeimo could not be taken to the hospital on Saturday. Mr Gobai explained that Victor Yeimo would possibly be taken to the hospital this coming Tuesday. (*)

2) 2020 PON likely to be held without spectators

Jakarta (ANTARA) - The 2020 National Sports Week (PON) XX which is scheduled for October 2-15, 2021 in Papua province will likely be held without spectators at venues due to the high risk of COVID-19 infection in host cities.

The Health Ministry has drafted a health manual which calls for strict adherence to health protocols during the PON. However, the ministry has recommended that the PON be held without spectators at venues as part of efforts to prevent a cluster of COVID-19 transmission in Papua, according to appendix to the outcome of a coordination meeting between the event’s organizing committee and relevant ministries and institutions held online on Friday and a copy of which was made available to Antara on Sunday.

The Health Ministry recommended that only athletes, coaches, officials, organizers and liaison officers have access to sports venues during the PON.

The recommendation is based on the relatively low COVID-19 vaccination rate for people living near the PON venues.

According to data from the Papua Provincial Health Office, the COVID-19 vaccination coverage for the first and second shots in Jayapura city reached 47 percent and 29.6 percent respectively as of August 26, 2021. Meanwhile, the figures were recorded at 43.9 percent and 27.4 percent respectively for Jayapura district.

The vaccination coverage for the first and second jabs in Mimika reached 43.6 percent and 29.6 percent respectively and in Merauke stood at 48.6 percent and 31.8 percent each.

The central government has set itself the target of completing the COVID-19 vaccination of residents in the four regions hosting the PON in September 2021.

President Joko Widodo has earlier ordered the vaccination of people living near the PON venues ahead of the quadrennial multi-sport event to be held from October 2 to 15 this year.

While observing the vaccination of local residents ahead of PON XX along with National Defense Forces (TNI) Chief Marshal Hadi Tjahjanto and National Police Chief General Listyo Sigit Prabowo on Friday (Aug 27) , Youth and Sports Minister Zainudin Amali said residents wishing to watch PON at venues must be vaccinated first.

“Residents wishing to watch PON at venues have not other choices but must be vaccinated,” he said.

However, it is for President Joko Widodo to decide whether or not to allow spectators at PON venues only in September .

The National Police chief made the statement during a meeting on Saturday with military commander Air Chief Marshal Hadi Tjahjanto and the Mimika District Regional Leadership Coordination Forum (Forkopimda) on the preparation for the 2020 Papua PON.

"The sloping rate of positive cases after the spike on August 8, 2021 has to be maintained with extraordinary attempts. Do not let the increase happen when the 2020 Papua PON is being held," he urged, according to a press statement received here on Saturday.

Jakarta (ANTARA) - The handling of COVID-19 in Papua will require extraordinary effort to maintain the sloping rate of positive cases and anticipate any spike during the 2020 National Sports Week (PON), Indonesian Police Chief General Listyo Sigit Prabowo has said.

Prabowo made the statement during a meeting on Saturday with military commander Air Chief Marshal Hadi Tjahjanto and the Mimika District Regional Leadership Coordination Forum (Forkopimda) on the preparation for the 2020 Papua PON.

"The sloping rate of positive cases after the spike on August 8, 2021 has to be maintained with extraordinary attempts. Do not let the increase happen when the 2020 Papua PON is being held," he urged, according to a press statement received here on Saturday.

Such extraordinary effort will involve implementing strict health protocols for athletes, coaches, officers, invited guests, and the committee, he said.

The protocols must be followed when participants depart, arrive, during their stay, and during competitions, he stressed. In addition, participants must take a COVID-19 test two days before leaving for Papua, he added.

"Reduce physical contact with other people for 14 days before departure. Prepare a list of names of people who are in close contact to be validated by 2020 Papua PON Committee. Implement disciplined health protocols according to the recommendations of the Health Ministry, comprising changing the medical or double-layered cloth masks every day," Prabowo instructed.

Furthermore, he urged the Forkopimda to actively ensure the 3Ms -- wearing masks, washing hands, and maintaining distance – are implemented and all participants submit their COVID-19 test results.

When the participants settle down to take part in the national event, the regional coordination forum must carry out extra strict supervision by limiting their activities, in accordance with their tasks and roles, Prabowo said.

It is also mandatory for participants to report their health conditions through the committee’s health reporting application or the doctor in their respective contingent, he added.

"If necessary, COVID-19 tests will be carried out regularly during the event. If the participants’ test results are positive, they have to do self-isolation or be referred to a hospital. Tracing program will also be conducted for people who are in close contact with the patients," he informed.

In addition, he urged the Forkopimda to strengthen the 3Ts program -- tracking, testing, and handling -- and accelerate the mass vaccination program.

He also asked local military and police personnel to assist the governments to speed up the vaccination program to create regional herd immunity.

The government will prepare vaccination sites at schools for students and parents as well as at places of worship for the public, Prabowo informed. Meanwhile, door-to-door vaccinations are planned for reaching village communities, he said.

Another effort is to educate the public to go to COVID-19 isolation centers, he added. It will be better for patients with certain symptoms as they will be supported by adequate facilities and fully supervised by health workers, Prabowo explained.

Furthermore, he emphasized that the national event can also revive the local community's economy. Hence, the public health sector has to be strengthened amid the pandemic, he added.

4) Indonesian court orders hospital treatment for accused Papuan activist Victor Yeimo

The panel of judges hearing the case against a West Papuan activist accused of treason have ordered the prosecution to prioritise the defendant’s health, reports Suara Papua.

At the second hearing on Thursday when the charges were supposed to be read out against West Papua National Committee (KNPB) international spokesperson Victor Yeimo, the judges ordered the prosecution to take him to a hospital for intensive treatment because of his deteriorating health.

The first and second court hearings this week were postponed because of Yeimo’s worrying state of health and because he was unable to attend the hearing.

On Friday, Yeimo was taken to the Jayapura public hospital in Dok II for an examination and treatment.

John NR Gobay and Laurenzus Kadepan — two members of the Papua Regional House of Representatives (DPRD) — have declared that they are ready to stand as guarantors for Yeimo while he is being treated.

Papua Legal Aid Foundation (LBH) director Emanuel Gobay has also declared that he is ready to become a guarantor.


This was conveyed to the panel of judges at the Jayapura District Court on Thursday who subsequently granted the request.

Pressure from prosecutor
When contacted by Suara Papua on Friday, Gustaf Kawer, one of the members of Yeimo’s team of defence lawyers, revealed that after Yeimo had been taken to hospital there was pressure from the prosecutor who said Yeimo was not allowed to receive inpatient care.

“It is correct that Victor was taken to hospital earlier. But on the matter of inpatient care this is still being debated with the prosecutor because he doesn’t want Victor Yeimo to be treated at the Doc II hospital,” he told Suara Papua.

According to Kawer, there was a debate between Yeimo’s lawyers and the prosecutor at the hospital.

Yeimo and his lawyers wanted him to be treated at the hospital while the prosecutor did not.

Kawer said that the administrative requirements could be completed and would be handed over on Monday.

“What we are asking and urging is that Victor Yeimo’s health [be prioritised]. His state of health is not good,” Kawer aid.

‘He must be treated in hospital’
“He must be treated in a hospital. We already have the guarantors. The administrative requirements can be handed over on Monday. What we want is for Victor to be treated. Victor’s health is most important.”

A video received by Suara Papua on Friday evening shows Yeimo at the Dok II Jayapura hospital emergency unit. Several photographs received also show Yeimo being examined by a team of medics at the hospital.

Meanwhile, another video received by Suara Papua shows Yeimo debating with the authorities and the prosecutor who are insisting that Yeimo not be treated at the hospital.

5) Jayapura: BRI renovates schools on state border

Jakarta (ANTARA) - State-owned banking corporation PT Bank Rakyat Indonesia (BRI) Tbk has continued to renovate elementary schools located on the border of Indonesia and Papua New Guinea through the 'Ini Sekolahku' (This is My School) program.

The company recently provided funding assistance for classroom renovations at Mosso Inpres (President-instructed) Elementary School, Mosso village, Muara Tami sub-district, Jayapura City.

"The program is a part of our corporate social responsibility BRI Peduli (BRI Care) to build various elementary schools which are severely damaged in the state border areas, especially in Mosso village, Jayapura," BRI's network and service director, Arga M. Nugraha, said in a statement received here on Saturday.

The program is targeted at elementary schools located in frontier, outermost, and remote areas on the Indonesian border, whose buildings are severely damaged and who are in need of assistance to build their physical facilities, he informed.

Quality human resources is the main capital for Indonesia to compete with other nations in the world, he said.
