1) Government applies comprehensive approach for addressing Papuan issues

Jakarta (ANTARA) - Indonesia employs a comprehensive approach to address the Papua issue and will no longer use a military approach, according to Head of the Presidential Staff Moeldoko.
"From the onset, the Indonesian government has understood and realized that the Papua issue could not solely be solved through a military approach," Moeldoko noted here on Tuesday during a meeting with New Zealand Ambassador to Indonesia, Kevin Burnett. The statement was quoted from the Presidential Staff Office's official release.
The Presidential Staff head noted that the government will employ a comprehensive approach to address issues, such as education, health, and poverty, afflicting Papua.
"We have to solve the problems of education, health, and poverty, and those are important for Indonesia," he remarked.

President Joko Widodo had issued Presidential Instruction No. 9 of 2020 on expediting welfare development in Papua and West Papua to meet those ends. The program is led by Vice President, KH Ma'ruf Amin.
Nonetheless, Moeldoko acknowledged some changes in Papua following attacks by armed groups targeting public facilities, such as schools, and even strikes on teachers and doctors.
He believes such dynamics could not be ignored. However, he reminded that the troops dispatched to Papua were a form of back up assistance for the police force and not for the purpose of military operations.
Moeldoko highlighted that the soldiers deployed in Papua were also for border security purposes in accordance with the mandate of Law No. 34 of 2004 of the national defense force.

"When I was still the national defense force commander, my message to my personnel was that soldiers going to Papua had to put their hoes in front and their weapons strapped upon their backs. That means the approach to better welfare is number one," he affirmed.
Moeldoko's doctrine aimed to instill the idea that the arrival of soldiers in Papua should help in simplifying a difficult situation and encourage moving towards prosperity when poverty plagues. The soldiers are also expected to provide lessons and distribute health assistance to Papuans.
On the other hand, Burnett has been appointed as the New Zealand ambassador to Indonesia since September 2021. He was a military officer in New Zealand for 35 years prior to serving as ambassador to Indonesia.

“Mr Moeldoko's explanation is very useful, and we really laud the efforts of the Indonesian government in dealing with the Papua issue. I am also keen to visit Papua directly and hold a dialogue with the people there," the ambassador remarked, as quoted from the official release by the Presidential Staff Office.
Indonesia and New Zealand have intensified their bilateral relations following document signing by the two countries at the 9th Joint Ministerial Commission in July 2020. In the signed document, they agreed upon 45 points of action plans that will serve as a reference for the development of cooperation in the next five years.

"We want to develop Papua, build the welfare of Papua, to create a prosperous but safe Papua. Those are two aspects that cannot be separated," Vice President Amin noted in a statement issued by the Press, Media and Information Bureau (BPMI) of the Vice President's Secretariat (Setwapres), Tuesday.
To materialize accelerated development in Papua, the government has formulated a master plan in keeping with the community's requirements, the vice president noted.
"We are designing a master plan for accelerating development in Papua, which aligns with our view that Papua's prospects should be like this, though we are also heedful of the aspirations of the Papuan people," he noted.

Moreover, the government will continue to hold dialog and communicate with the people of Papua and West Papua.
"We continue to communicate with them about what they need. Regarding the security approach, we do not want to fight them, but instead, want to protect the community, so that their security is not disturbed," he affirmed.
One of the government's efforts for accelerating the development of welfare for people in Papua is to constantly keep the lines of communication open with traditional, religious, and women leaders, as well as academics.
The vice president emphasized that the government was continuing to develop the requisite educational and health facilities as well as build infrastructure for boosting the welfare of Papuan people.
"Then (we) build training centers to empower people in Papua, and address extreme poverty. We will continue to do those together with the local governments and non-government figures," Amin stated.

Jakarta (ANTARA) - Indonesian Military (TNI) Commander General Andika Perkasa has emphasized the importance of social communication among the priority programs assigned to the working units of TNI headquarters in Papua and West Papua.
Social communication is a part of the TNI's territorial guidance that is necessary to strengthen its relationship with various elements of society at large, General Perkasa argued.
Promoting good and effective social communication with local communities in the two provinces would help build collective understanding and togetherness for maintaining Indonesia's sovereignty, he told a virtual TNI meeting, broadcast on his Youtube channel on Sunday.
"All working units of the TNI headquarters in Papua and West Papua now become task forces of military district commands with respective sub-district commands. There are also air force and naval base task forces," he said.
The task forces of the Indonesian Army's military district commands will carry out territorial guidance and social communication with communities in the two eastern Indonesian provinces, General Perkasa added.
"We see the geographical and demographic aspects as well as social communication," he said during the virtual meeting with commanders of the XVII/Cenderawasih and XVIII/Kasuari Regional Military Commands.
The air force base task force will explore the territorial guidance related to aerospace potential and social communication, while the naval base task force will be responsible for exploring the territorial guidance related to maritime potential and social communication, he informed.
General Perkasa was sworn in by President Joko Widodo as the TNI commander on November 17, 2021, in place of Air Chief Marshal Hadi Tjahjanto, who reached the retirement age of 58 on November 8, 2021.

According to observers, Papua will pose a challenge during Perkasa's leadership as armed conflicts are still occurring in Papua and West Papua despite the central and regional governments making efforts to improve the welfare of local communities by intensifying regional development.
Papua has borne witness to a spate of violence against civilians and security personnel in the past few years.
Intan Jaya recorded its bloodiest month in September 2020, with notorious armed groups launching a series of attacks that claimed the lives of two soldiers and two civilians and left two others injured.

The armed groups continued their acts of terror in 2021, too.
On April 25, 2021, Papuan separatists operating in Beoga ambushed State Intelligence Agency (Papua) chief I Gusti Putu Danny Karya Nugraha and several security personnel during their visit to Dambet village.
