Jayapura, Papua (ANTARA) - A member of the Indonesian Police's Operation Nemangkawi Task Force was shot during a gunfight with several armed Papuan separatist terrorists in the Kiwirok area of Pegunungan Bintang District on Monday morning.

First Constable Bachtiar survived the shooting though he sustained a gunshot injury on the left side of his shoulder blade, Pegunungan Bintang Police Chief Adjunct Senior Commissioner Cahyo Sukarnito revealed.

The wounded Mobile Brigade member is in a stable condition, he noted.

ANTARA has reported that Operation Nemangkawi was launched in 2019 following the massacre of 31 workers of PT Istaka Karya in Kali Yigi and Kali Aurak in Yigi Sub-district, Nduga District, on December 2, 2018.

Papuan separatist terrorists, who were believed to be behind the brutal killings of the Trans Papua construction workers, also killed a soldier, identified as Handoko, and injured two other security personnel, Sugeng and Wahyu, according to reports.

Papua has borne witness to a repeated cycle of violence, with armed groups in the districts of Intan Jaya, Nduga, and Puncak targeting civilians and security personnel over the past few years.

Intan Jaya recorded its bloodiest month in September 2020, with armed groups launching a series of attacks in the area that claimed the lives of two soldiers and two civilians and left two others injured.

The acts of terror have continued in 2021. On January 10, 2021, for instance, an Indonesian soldier died in a gunfight in the Titigi area of Intan Jaya District.

On April 25, 2021, Papuan separatists, operating in Beoga, ambushed State Intelligence Agency (Papua) Chief I Gusti Putu Danny Karya Nugraha and several security personnel during their visit to Dambet Village.

Nugraha died of gunshot wounds sustained in the attack.

The National Police has extended the Nemangkawi Task Force's operational period till January 25, 2022, following the end of the second phase of its operations on December 31, 2021.

According to the National Police's spokesperson Brig. Gen. Ahmad Ramadhan, the decision was made based on the outcome of an analysis and evaluation conducted by the National Police and Indonesian Military (TNI) before the task force's operational period ended in December 2021.

The police will make the most of the extended period to make requisite preparations to continue its territorial operation under the command of Papua Police, Ramadhan noted recently.

He stated that the shooting occurred between the joint TNI/Polri apparatus and an armed group led by Lamek Alipki Taplo. “The shootout occurred before the troop withdrawal to Timika Regency. Currently, joint forces are continuing to pursue the armed group led by Lamek Alipki Taplo," Cahyo said in Jayapura, Monday.

According to Cahyo, after the shootout, the situation in Kiwirok District was conducive. "The Cartenz Peace [Operation] Troops have added troops to the area," he said. Head of Public Relations of the Papua Regional Police, Kombes Ahmad Musthofa Kamal said there were no casualties in the gunfight that occurred in Kiwirok on Monday. 
He stated that the TNI-Polri security forces continued to guard at vulnerable points and entrances for armed groups there.

3) Indonesian government devising development plan for Papua

Jakarta (ANTARA) - The Indonesian Government is currently formulating the 2022–2041 Papua Development Acceleration Master Plan (RIPP), expert staff to the National Development Planning (PPN/Bappenas) Minister, Oktorialdi, said during a meeting here on Monday.

The 2022–2041 Papua RIPP is based on Law No. 2 of 2021 on Special Autonomy for Papua, he added.

It is also based on Government Regulation No. 107 of 2021 on Admission, Management, Monitoring, and Development Acceleration Master Plan in Implementing Papua Special Autonomy, he informed.

"This RIPP document contains a projection of Papua's condition in 2041," he said.

"We have imagined Papua's condition in 2041. We have imagined what will happen in Papua 20 years from now based on existing conditions, both the potential and challenges," he added.

In terms of demographics, it is estimated that the population of Papua will increase with rising immigration, he said.

Papua's population is also projected to be concentrated in shoreline cities, which relates to the economic pattern of cities and villages, he added.

"Papua will also face various challenges that concern the quality of education, skills, and health that mirror the Papuan Native People's (OAP) competence," Oktorialdi said.

"Realizing a productive OAP along with increasing jobs has become an important challenge that we face," he observed.

In 20 years, Papua will also have a number of new provinces that will become new economic centers, he added.

Papua will also face digitalization challenges as the changes in technology, information, and communication affect various aspects of life, he added.

Jayapura, Jubi – Conflicts and disputes between groups of Indigenous Papuans, which are often claimed as “tribal wars”, cannot be justified on the grounds of customs or culture because they actually harm Indigenous Papuans and often prolong the problem, said the Facilitator of the Joint Secretariat of the Papuan Tribal Customary Council Rev. Deserius Adii on Saturday, January 15, 2021.

Adii stated that tribal wars were activities carried out by Indigenous Papuans long before they knew religion and positive law. “Now is not the time for Papuans to kill and attack. Tribal wars can also [be misused as] ethnic and tribal extermination in the Land of Papua,” Adii reminded.

Adii said that clashes between groups of Indigenous Papuans repeatedly occurred in Kwamki, a settlement of seven Indigenous Papuan tribes in Timika, the capital of Mimika Regency.

In fact, conflicts in the name of ethnic groups or clans only harm Indigenous Papuans. “Papuans must realize that tribal wars are not a positive way to solve problems. In fact, war will give birth to new problems,” he said.

Adii said the council continued to fight against the perspective that tribal wars were the customs and culture of Indigenous Papuans. “Because through such a language, people are killed. The positive law should be enforced instead of the law of retaliation,” he said.


Adii also criticized law enforcement officers for failing to firmly enforce Indonesian laws to prevent the spread of conflict between groups of Indigenous Papuans.

Adii reminded every member of the community that violence and killings violated God’s law. “In a civil war or tribal war, who loses, cries, mourns after we fight? We are the ones who cry, we are the ones who grieve. Remember your roots as an Indigenous child,” he said.

Adii said that the clashes between groups of Indigenous Papuans that occurred in the Puncak Regency and Jayawijaya Regency had caused great losses for Indigenous Papuans. Houses were burned, children were unable to go to school, people could not worship, people lived in fear and trauma, and dozens of people died or were injured.

“We as traditional leaders call on Indigenous Peoples to consciously keep the peace within the community. There should be no more victims in civil or tribal conflicts,” Adii added.

Adii also asked law enforcement officers to strictly prohibit people from carrying traditional weapons. “We ask for strict vigilance at the airport. Do not allow people to carry bows and arrows. We reject social conflicts to be resolved by means of retaliation that can cost dozens of people’s lives. It is hoped that law enforcers will enforce positive laws,” he said.

Representative of the Jayawijaya Student Association Imanus Komba also hopes that conflicts between groups of Indigenous Papuans will not repeat themselves. “As Papuans, we need to work together to maintain peace in the Land of Papua. Problems must be resolved with a mindset that looks further ahead,” he said. (*)
