1) Komnas HAM still prioritizing human rights issue in Papua in 2024

Jakarta (ANTARA) - Alleged human rights violations in Papua that were among the commission's nine priority issues throughout 2023 continued to be a priority in 2024, National Commission on Human Rights (Komnas HAM) Chairperson Atnike Nova Sigiro stated.

While delivering the 2023 Komnas HAM Annual Report, Sigiro remarked that the issue is still a priority in 2024.

"The issue of human rights violations in Papua was a (matter of) concern for Komnas HAM in 2023, and this year, it still is," she remarked at the Komnas HAM office in Jakarta on Monday.

During the January-December 2023 period, Komnas HAM continued to monitor human rights violations in Papua, thereby leading to the uncovering of at least 114 cases of human rights violations.

Based on these findings, Komnas HAM recommended that the security approach in Papua be balanced with strengthening law enforcement, as a way to prevent recurring conflicts and violence.

Furthermore, Sigiro noted that her commission also recommended that the government strengthen the welfare and cultural approaches in dealing with human rights problems in Papua.

"Apart from that, (the commission also recommended) making the role of regional governments in all provinces in Papua more effective in pushing the fulfillment and protection of human rights," she remarked.

In particular, she affirmed that Komnas HAM pays attention to the human rights situation in Papua, as it is prone to conflict and violence, as well as social, economic, and environmental problems.

"Especially in 2023, Komnas HAM paid attention to the impact or relationship between business and corporate practices on the formation of new autonomous regions in Papua, as well as on development projects in other regions in Indonesia," she remarked.

Apart from human rights issues in Papua, other issues that were prioritized by Komnas HAM in 2023 are serious human rights violations, agrarian conflicts, and marginalized groups comprising people with disabilities, migrant workers, indigenous people, and domestic workers.

Furthermore, they include the issues of human rights activists' protection, freedom of religion and belief, business and human rights, anticipation for the 2024 General Elections, as well as monitoring the 2022-2024 National Human Rights Action Plan (RANHAM).

In the annual report, Komnas HAM recorded that it had received 2,753 complaints in 2023. Of the total, 2,422 were received by the commission's central office, while 331 other complaints were received in its representative offices in regions.

"From those complaints, we carried out monitoring on 625 instances, mediation in 248 cases, and (provided) 1,423 suggestions for other efforts," she remarked.

She further explained that out of the total complaints, 771 were targeted at the National Police (Polri), 412 were directed at corporations, and 301 were directed at regional governments.

"However, as an additional note, the cases related to Polri are also related to corporations. Thus, the big problem is in corporations, which is related to the business practices and their impacts on human rights," she explained.

Jayapura, Papua (ANTARA) - Papua Police Chief Insp. Gen. Mathius Fakhiri revealed that he would dismiss Yalimo Police Chief Commissioner Rudolof Yabansabra on Monday after four assault rifles went missing from the police station on Sunday (June 9).

"I will sack the Yalimo police chief on Monday," he stated.

Speaking to ANTARA on being contacted from Jayapura, the capital of Papua Province, on Sunday (June 9), he remarked that the four police rifles were stolen by a 23-year-old Yalimo policeman, identified as 2nd Brigadier AM.

AM made away with four rifles from the weapon storage room of the Yalimo police precinct in Elelim Sub-district, Yalimo District, Papua Pegunungan Province, on Sunday morning, at 4 a.m. local time, he noted.

A team of Papua police personnel had been deployed to Yalimo to investigate the case and hunt down the absconder to recover the stolen assault rifles and tens of bullets, Fakhiri affirmed.

Regarding the chronology of events leading up to the pilferage of the police rifles by AM, he said AM was reportedly not dressed in police uniform when he arrived at the Yalimo police station on early Sunday morning.

AM carried a large backpack and appeared to be in an inebriated state. He told his colleagues on duty in the early morning that he was looking to charge his cell phone battery.

After entering the police station, AM abruptly dashed to the weapon storage room and got hold of four rifles. He then placed three rifles into his big backpack and carried the other one, Fakhiri stated.

When police officers on duty attempted to stop him, AM threatened to shoot them. He then escaped the police station, according to Fakhiri.

As reported earlier, on Thursday, Feb 1, 2024, armed Papuan separatists reportedly got their hands on an assault rifle and a magazine in Puncak District, Central Papua.

The stolen Pindad SS1-V1 rifle and magazine containing 20 5.56 mm bullets belong to the Aminggaru Airport's security post in Ilaga Sub-district.

Over the past few years, armed rebel groups have often employed hit-and-run tactics against Indonesian security personnel and mounted acts of terror against civilians in the districts of Intan Jaya, Nduga, and Puncak to incite fear among the people.

The targets of such acts of terror have included construction workers, motorcycle taxi (ojek) drivers, teachers, students, street food vendors, and also civilian aircraft.

Jakarta (ANTARA) - The Indonesian Armed Forces (TNI) Habema Operations Command (Koops Habema) on Monday conducted measures under the Smart Papua program to support learning activities at Homeyo Field School in Homeyo Subdistrict, Intan Jaya District, Papua.

"This is one effort of Koops Habema to provide basic services for the Papua community to accelerate development in the Papua region,"
Commander of Joint Defense Regional Command (Kogabwilhan) III Lt Gen. Richard T. H. Tampubolon said in a press statement received by ANTARA here on Monday.

"The safe situation in the Homeyo Subdistrict has raised the enthusiasm of the community to prepare a better future, including educational activities for children at the Field School initiated by Koops Habema through the Smart Papua Program," he added.

The program organized by the Koops Habema Territorial Task Force led by Colonel Arm Stefie Jantje Nuhujanan was held after the situation in the subdistrict was declared safeafter the recent evacuation, and residents were allowed to carry out normal activities again.

Koops Habema has deployed the Territorial Task Force (Satgaster) as the Intan Jaya Preparatory Territorial Command at the location.

The task force has continued to assist the Homeyo community, especially in providing basic services to meet the community's needs, including educational facilities for children.

The Free Papua Organization (OPM) recently burned down the Inpres Pogapa Elementary School building in Homeyo Subdistrict, which was attended by children in the area and its surroundings.

The physical building of SDN Inpres Pogapa was razed to the ground, and all that remains is rubble.

This has made it difficult for children and teachers to carry out learning activities.

To continue teaching and learning activities in the area, Koops Habema invited residents to work together to clean up the rubble and set up TNI tents to establish a Field School on the school's land.

The Smart Papua program involved several activities, including the distribution of school uniforms and books, as well as learning activities and games led by Soldiers of Koops Habema Territorial Task Force.
