1) Papua Police sent a platoon of troops to Paniai after a tribal chief killed

Jayapura, Jubi – The Papua Police sent a platoon of troops from the Dogiyai Police to Paniai Regency to anticipate further riots following the death of a tribal chief, who was shot during the vandalism at the Paniai Regent’s Office on Tuesday, July 5, 2022.

“Tonight we are monitoring the situation in Paniai. If it’s still not enough, tomorrow we will add more force from the nearest police station to strengthen the existing personnel,” said the Papua Police chief Insp. Gen. Mathius D Fakhiri in Jayapura City on Tuesday.

According to Fakhiri, the chaos on Tuesday occurred during a meeting of the Steering Committee (Bamus) for the Paniai Village Heads Election. He confirmed that a civilian named Donatus Nawipa was reported dead.

“During the meeting, there was a group that was dissatisfied. They vented their dissatisfaction by destroying the facilities at the Regent’s Office. The group became increasingly violent, forcing the security forces on guard to fire tear gas at the crowd. However, the crowd did not disperse and became more violent. Police officers were forced to fire warning shots to disperse the crowd,” he said.

As a result of the riot, Fakhiri said, it was reported that several people were injured. One of them was Donatus Nawipa who was injured in the stomach. “The victim was rushed to the hospital but his life could not be saved,” said the Papua Police chief.

From Jubi’s investigation in the field, the vandalism at the Paniai Regent’s Office on Tuesday began with the distribution of logistics for the 216 Village Head Election Committees in Paniai. In the distribution of logistics, each election committee received transportation money worth Rp 800,000. This amount was considered too small by some of the committees at the village level.

Even though a number of election committees at the regency level have tried to explain that there would be another fee later, the committee at the village level did not accept such an explanation. They were angry and went to the Paniai Regent’s Office, breaking the doors and windows there.

According to the witnesses, the police came later and tried to take a position in front of the crowd. The police finally fired tear gas at the crowd but the crowd grew angry and threw the police with pieces of wood and stones.

The police finally opened fire and the crowd dispersed. A number of people were injured, suspected to have been shot, including Donatus Nawipa, the chief of the Ogeida Tribe, Pasir Putih District, who was injured in the right abdomen.

Donatus Nawipa and at least one other resident were rushed to Paniai Hospital. Paramedics had tried to provide help for Donatus Nawipa but he finally died at 14.49 p.m. local time. (*)

Jayapura, Jubi – Head of the United for Truth (BUK), an organization for victims of human rights violations, Tineke Rumkabu said victims of the Bloody Biak tragedy demanded President Joko Widodo fulfill his political commitment to resolve various cases of human rights violations in Papua.

“We demand President Joko Widodo, the National Police, the National Commission on Human Rights (Komnas HAM), and the regional government to resolve the Bloody Biak case,” said Rumkabu on Wednesday, July 6, 2022.

She said that after 24 years, none of the perpetrators of the Bloody Biak tragedy had been brought to justice. “Where is the responsibility of the state for victims who were tortured, disappeared, raped, and killed? We as victims consider Indonesia irresponsible for various cases of human rights violations in Papua. Indonesia does not provide a sense of justice for victims, nor does it arrest and prosecute perpetrators of human rights violations,” said Rumkabu.

If the case were resolved without a court process and only resolved through the Truth and Reconciliation Commission (TRC), Rumkabu said, it would not provide a sense of justice for the victims. She urged the government to establish an Ad Hoc Human Rights Court to try the perpetrators.

The results of Elsham Papua’s investigation titled “Papua Without a Name, a Name Without a Tomb” published in July 1999 stated that the Bloody Biak tragedy caused the death of eight people. In addition, three people were missing, four people were seriously injured, 33 people were slightly wounded, and 150 people were arrested and tortured.

After the incident, 32 bodies were found in Biak waters. The report also mentioned that various army units allegedly attacked protesters in Biak on July 6, 1998.

Rumkabu said that if the government continued to delay the legal process in the Bloody Biaktragedy, the disclosure of the case would be increasingly difficult. “Some of the perpetrators are getting old, some have died, some have retired, all of it makes it more difficult to disclose the Biak human rights violation,” she said.


Finally, Rumkabu asked the Indonesian government to provide trauma recovery for victims and their families. She also hoped that the government would provide access for the Independent Team to resolve human rights violations in Papua. “We also ask the Indonesian government to open access for foreign journalists to visit the Land of Papua, and be serious in resolving various cases of human rights violations that have occurred in Papua,” she said. The head of the United Liberation Movement of West Papua, Benny Wenda, has arrived in Port Vila from London where he is based.
Representatives of the Vanuatu West Papua Independence Committee, who are organising his trip, made sure the media was present only during a welcome ceremony at the Shefa Provincial Government Headquarters.
Shefa Province has adopted the people of United Liberation Movement of West Papua (ULMWP) as "brothers and sisters of Vanuatu".
The Movement's flag is flown alongside the Shefa Provincial Flag at its Headquarters in Port Vila.
It is not clear if Wenda will meet with government leaders.
He will be in Port Vila for two weeks.
Vanuatu has donated a plot of land along with office facilities for use by ULMWP as its International Office in Port Vila.
