1) Govt provides scholarship funds for 1,436 native Papuan students

Jayapura, Papua (ANTARA) - The Papua Human Resources Development Agency (BPSDM) has distributed scholarship funds to 1,436 native Papuan students currently studying at 12 universities in the city and district of Jayapura.

As disclosed on the Papua Provincial Government's official website that ANTARA quoted here Sunday, the scholarship recipients are from poor families but they have good academic achievements.

The scholarship scheme is provided for native Papuan students facing financial problems to complete their higher education, Papua Governor's expert staff member for Special Autonomy, Triwarno Purnomo, said.

In dealing with their financial problems during their post-secondary education, several of the eligible scholarship recipients seek casual works to make money, he said.

Among the recipients are currently studying at such higher educational institutions as Cenderawasih University, Muhamadiyah University, Ottow Geisler University, and Port Numbay College of Economics (STIE).

Nine of the 1,436 scholarship recipients are currently taking up PhD Program, he added.

Meanwhile, Head of the Papua BPSDM Office Aryoko Rumaropen said the Papua administration has been offering the scholarship scheme for native Papuan students since 2012.

The total number of scholarship recipients is currently recorded at 1,884, he said.

They comprise 1,156 recipients who study at various universities in 19 Indonesian cities while 688 others are studying at 160 universities in 15 countries, Rumaropen said.

"This scholarship policy has become Governor Lukas Enembe's strong commitment to building Papua's excellent human capital," he said.

The presence of the highly-skilled and well-educated native Papuans would hopefully contribute to the creation of Papua's better society in the future," he said.

ANTARA reported earlier that despite receiving a significant amount of central government funds, Papua and West Papua are still struggling to improve the quality of their human capital.

The scoring of these two easternmost provinces remained below the national average of 71.94 on Indonesia's 2020 Human Development Index.

According to Statistics Indonesia (BPS), Papua and West Papua scored 60.44 and 65.09, respectively, on the 2020 Human Development Index. Their scores remained lower than Aceh province, which got 71.94 points.

BPS data released in February this year has pegged poverty rates in Papua and West Papua at 26.8 percent and 21.7 percent, respectively.

Development outcomes also remain inequitable for native Papuan communities, as indicated by low income levels and lack of access to education and health services.

Amid this challenging reality, the government has hinted its intention of extending the allocation of special autonomy funds to Papua and West Papua by another two decades to accelerate efforts to close the development gap and bring prosperity to all communities in the region.

2) W Papua governor urges residents to help capture killers of soldiers

Maybrat, W Papua (ANTARA) - West Papua Governor Dominggus Mandacan has appealed to residents of Kisor Village in South Aifat Sub-district, Maybrat District, to assist security personnel to capture the killers of four soldiers.

Mandacan who visited the crime scene on Saturday also called on the Kisor villagers who flee their homes in panic and take refuge in the forest to return home and resume their normal life.

"The villagers do not need to panic or take refuge in the forest because the government works with the military and police to ensure public safety and security," he said.

In the early hours of Thursday (Sept 2, 2021), members of an unidentified terrorist group ambushed several soldiers while they were sleeping at the Kisor military post of South Aifat Sub-district, West Papua Province.

Four soldiers—2nd Sergeant Amrosius, Chief Private Dirham, First Private Zul Ansari, and First Lieutenant Dirman died in the attack while two others sustained serious injuries.

The bodies of three soldiers were found at the post, while another was discovered in the bushes not far from the post.

Governor Dominggus Mandacan said the presence of a joint team of Indonesian Military (TNI) and National Police personnel in several villages was not aimed to frighten the villagers.

Instead, they were striving to find the perpetrators who had slain and inflicted serious injuries on the soldiers, he said, adding that he does believe that the security personnel would not disturb public security.

He also appeals to all residents of Maybrat to remain united in maintaining peace, and law and order to continue regional development programs in the district.

"I also urge them not to let themselves get persuaded by any party with counterproductive goals for West Papua's regional development," he said.

On the sidelines of the governor's visit to the Kisor military post, Commander of the XVIII/Kasuari Regional Military Command Mj.Gen. I Nyoman Castiasa and West Papua Police Chief Insp.Gen.Tornagogo Sihombing pledged to guarantee the public safety and security in Maybrat District.

"Our mission is to hunt down and arrest the perpetrators. So, members of communities need not be afraid of our presence because we are there to defend and protect the people," Castiasa said.

The assault on the Kisor military post in West Papua has added to the list of cases of armed violence in Papua and highlighted the grave danger posed by armed Papuan separatist terrorists.

3) Police claim armed, pro-independence groups threat to Papua national games

Igman Ibrahim, Jakarta – The Indonesian police have mapped out the main potential threats against the 20th National Games (PON XX) which will be held in Papua next October.

Papua regional police spokesperson Senior Commissioner Ahmad Musthofa Kamal says that armed criminal groups (KKB) and protest actions by the West Papua National Committee (KNPB) represent two of the main threats.

Kamal said that police are anticipating this by holding municipal security system (Sispamkota) simulations which will continue to be held in the lead up to the event.

"The principle threat that exists in Papua province is disruption by KKB and KKP [Criminal Political Groups], what also needs to be anticipated is demonstrations taken advantage of by the KNPB to thwart [the games] or create riots during the PON XX Papua", Kamal told journalists on Sunday September 5.

Kamal explained that security will be handled by the Papua Regional Police General Crimes Detectives Directorate (Ditreskrimum) which are preparing security scenarios and a worst case scenario.

Furthermore, Kamal said that police have also prepared a scenario to regulate traffic and a security scenario for when the athlete's contingent arrives in Papua.

This is in order to prevent traffic congestion, traffic accidents and public protest actions attempting to oppose the 20th National Games in Papua.

"The [other] issue being discussed is by what means will the security teams carry out security against people who violate health protocols", he said accusingly.
