Jayapura, Jubi – Rights defender and lawyer Yan Christian Warinussy, the director of the Institute for Research, Assessment, and Development of Legal Aid (LP3BH) Manokwari, has urged the commander of XVIII/Kasuari Military Command to release Maikel Yaam (17) and Simon Waymbewer (26) who were detained by soldiers of the Battalion 726/VYS and Kodim 1809 Maybrat in Kisor Village, South Aifat District, Maybrat Regency on Thursday, September 2, 2021.

 

Yaam and Waymbewer were accused of being part of the group that attacked the Kisor Military Post on September 2, which resulted in the killing of Kisor Military Post commander First Lt. CHB Dirman and three of his members. Two other soldiers were injured in the incident.

 

Warinussy defended the two, saying they were innocent civilians. “We have received information from our sources in the South Aifat District that these young people are not part of the armed group led by Mamfred Fatem as reported by the media,” he told Jubi.

Besides Warinussy, West Papua National Committee (KNPB) head of Maybrat Area Yohanes Assem also demanded the release of Yaam and Waymbewer. Assem asked West Papua Police chief Insp. Gen. Tornagogo Sihombing to free the two, adding that they were not members of the KNPB.

 

“Simon Waymbewer is a member of the Public Order Agency while Maikel Yaam is a civilian. Please immediately release them,” Assem said.

 

Warinussy said the XVIII/Kasuari commander must involve police investigators, both from the West Papua Police and Maybrat Police, to find out the perpetrators of the attack on the Kisor Military Post. “As mandated in Law No.8/1981 on the Criminal Procedure Code,” he said.

 

He also asserted the importance of involving church leaders and traditional leaders of the local community to investigate the case.

 

Warinussy added that above all, the military and police must prioritize the safety and security of the people of Kisor. “We strongly urge the protection of the indigenous people in Kisor Village, who have fled their hometowns and entered the forest area [due to recent attack],” he said.

Sorong, W Papua (ANTARA) - A soldier who sustained serious injuries in a terror attack at the Kisor military post in West Papua last week has been shifted to Jakarta's Gatot Subroto Army Hospital for further treatment, the military said.

Second Sergeant Imanuel Wenatubun was flown to Jakarta by Batik Air on Sunday (September 5, 2021), the 181/PVT Sorong District Military Command's spokesperson, Major Puguh Prandono, said in a statement that ANTARA received here on Monday.

Wenatubun, who was shifted from Sorong to Central Jakarta's Gatot Subroto Army Hospital for more intensive treatment, was accompanied by his mother and sister as well as an army doctor, he informed.

Early last Thursday (September 2, 2021), members of an unidentified terrorist group had ambushed several soldiers while they were sleeping at the Kisor military post of South Aifat Sub-district, West Papua Province.

Four soldiers—2nd Sergeant Amrosius, Chief Private Dirham, First Private Zul Ansari, and First Lieutenant Dirman—had died in the attack, while two others had sustained serious injuries.

The bodies of three soldiers had been found at the post, while the body of another soldier had been discovered in the bushes not far from the post.

Before he was evacuated to Jakarta, Wenatubun had received medical treatment at the Scholoo Keyen Public Hospital in Sorong Selatan district and a local army hospital, Prandono said.

Referring to last Thursday's attack, West Papua Governor Dominggus Mandacan has appealed to residents of Kisor village to assist security personnel to capture the killers of the four soldiers.

Mandacan, who visited the crime scene on September 4, 2021, also asked Kisor villagers who had fled their homes to take refuge in the forest to return home and resume their normal lives.

"The villagers do not need to panic or take refuge in the forest because the government works with the military and police to ensure public safety and security," he said.

Governor Mandacan said the presence of a joint team of Indonesian Military (TNI) and National Police personnel in several villages was not aimed to frighten villagers.

Instead, they were striving to find the perpetrators who had slain and inflicted serious injuries on the soldiers, he said, adding that he believes that the security personnel would not disturb public security.

He also appealed to all residents of Maybrat to remain united in maintaining peace and law and order so regional development programs can be continued in the district.

"I also urge them not to let themselves get persuaded by any party with counterproductive goals for West Papua's regional development," he said.

On the sidelines of the governor's visit to the Kisor military post, Commander of the XVIII/Kasuari Regional Military Command, Maj.Gen. I Nyoman Castiasa, and West Papua Police chief, Insp.Gen.Tornagogo Sihombing, promised to guarantee public safety and security in Maybrat district.

"Our mission is to hunt down and arrest the perpetrators. So, members of communities need not be afraid of our presence because we are there to defend and protect the people," Castiasa said.

Merauke Papua (ANTARA) - Indonesian soldiers stationed near the Indonesia-Papua New Guinea border are providing free healthcare services to native Papuans in Tomerau village, Naukenjerai sub-district, Merauke district, Papua province.

"The army paramedics are visiting the households in need of the healthcare services," Commanding Officer of the Indonesia-PNG Border Security Task Force/611/Awang Long Infantry Battalion, Lt. Col. Albert Frantesca, said.

By visiting the residents, the army's medical workers are able to know their real health condition, he said in a statement that ANTARA received in Jayapura, the capital of Papua province, on Monday.

The free healthcare services indeed meet the needs of locals seeking medical care, he said, adding that the community service has helped maintain an emotional connect between the soldiers and villagers.

Lena, a Tomerau village resident, said she appreciated the task force's healthcare services.

Indonesian soldiers stationed in Papua and West Papua have demonstrated exemplary capability in maintaining peace and stability in both provinces for decades in their endeavors to safeguard the country's territorial integrity, officials said.

The soldiers are chiefly tasked with securing peace and stability in the country's easternmost provinces, they added.

However, they are also living and mingling with members of local communities, which has provided them a glimpse of the challenges faced by native Papuans in their day-to-day lives, they said.

Free healthcare services are also being provided by Indonesian soldiers stationed at Jagara village's security post in Walesi sub-district, Jayawijaya district, Papua province.

Last month, seven villagers came to the army's security post, Lt. Col. Dedy Dwi Cahyadi, Commanding Officer of the RK 751/VJS Infantry Battalion's Task Force for Area with Security High Risk Status, said.

Three of them were ill, and wanted to see a doctor, he said.

"From the beginning, we have informed the local community, customary, and religious leaders that residents need not hesitate to come to us, especially for healthcare services," he added.

Cahyadi said his men are always willing to assist villagers seeking medical care.

"We are helping the sick residents at our post or we are going to their houses," he said, adding that several villages in Jayawijaya district are located far away from hospitals and public health centers.

Meanwhile, the task force's doctor, Second Lieutenant Dr. Andreas, said the Walesi security post has a sufficient number of paramedics, stocks of medicines, and medical equipment.

"We can provide preventive healthcare and serve those in need of medical treatment," he remarked.

A native Papuan woman named Karopaleke (34) recently brought her child who had injured his forehead to the Walesi security post and also received medication for her fever, according to the press statement.

"I thank the paramedics who have helped me and my child," she said, according to the press statement.

5) Preparing native Papuans for becoming agents of change

The Papua administration is well aware of a significant role of highly-skilled and well-educated human capital in accelerating regional development programs in the province.

However, the quality of human resources in Papua remains left behind from many other Indonesian provinces apart from the flow of the central government's significant amounts of funds into it.

The scoring of human resources of Papua and its neighbor, West Papua, remained below the national average of 71.94 on Indonesia's 2020 Human Development Index.

According to Statistics Indonesia (BPS), Papua and West Papua scored 60.44 and 65.09, respectively, on the 2020 Human Development Index. Their scores remained lower than Aceh province, which got 71.94 points.

In improving the quality of the province's human capital, the Papua administration provides scholarship schemes for native Papuan students to save them from dropouts, and to enable them to have a greater access to quality education.

This September, the Papua Human Resources Development Agency (BPSDM) has distributed scholarship funds to 1,436 native Papuan students currently studying at 12 universities in the city and district of Jayapura.

As disclosed on the Papua Provincial Government's official website that ANTARA quoted on Sunday, the scholarship recipients are from poor families but they have good academic achievements.

The scholarship scheme is provided for native Papuan students facing financial problems to complete their higher education, Papua Governor's expert staff member for Special Autonomy, Triwarno Purnomo, said.

In dealing with their financial problems during their post-secondary education, several of the eligible scholarship recipients seek casual works to make money, he said.

Among the recipients are currently studying at such higher educational institutions as Cenderawasih University, Muhamadiyah University, Ottow Geisler University, and Port Numbay College of Economics (STIE).

Nine of the 1,436 scholarship recipients are currently taking up PhD Program, he added.

Meanwhile, Head of the Papua BPSDM Office Aryoko Rumaropen said the Papua administration has been offering the scholarship scheme for native Papuan students since 2012.

The total number of scholarship recipients is currently recorded at 1,884, he said.

They comprise 1,156 recipients who study at various universities in 19 Indonesian cities while 688 others are studying at 160 universities in 15 countries, Rumaropen said.

"This scholarship policy has become Governor Lukas Enembe's strong commitment to building Papua's excellent human capital," he said.

The presence of the highly-skilled ane well-educated native Papuans would hopefully contribute to the creation of Papua's better society in the future," he said.

In June this year, some 24 native Papuan students departed for Providence to pursue their undergraduate and postgraduate education at reputable universities in this capital of the state of Rhode Island, USA.

They all are awardees of the special autonomy scholarship scheme, according to Aryoko Rumaropen.

Prior to their admission at the selected universities, they firstly learn English to improve their language proficiency and knowledge about the American culture for one semester.

Several of them would get registered for the associate program at Highline College prior to their studies at the University of Rhode Island or Johnson & Wales University, he remarked.

However, several others could commence their studies at the University of Rhode Island as second-year students, he noted, adding that two of the 24 native Papuans would undertake postgraduate studies.

Shortly after graduating from their universities, they are expected to return to Indonesia to implement their academic skills in various development sectors in Papua, Rumaropen added.

"Papua Governor Lukas Enembe has promoted cooperation in the education sector with various universities in the USA to help improve the quality of human capital among native Papuan communities," he said in June.

Hence, on behalf of the Papua governor, Rumaropen thanked the Indonesian Government and US Embassy in Jakarta for having provided native Papuan youths with opportunities to study in the United States.

In response to the Indonesian Government's strong support for improving the quality of Papua and West Papua's human capital, Syarif Hidayatullah Islamic State University (UIN Syarif Hidayatullah) Rector Amany Lubis lauded the government's endeavors.

"The government's efforts to invest in education sector and human resources development will make Papua (and West Papua) better in the future," she said in a statement.

The government has equally provided Papua and West Papua with special facilities to improve the quality of their human resources as evidently shown by a variety of scholarship programs offered to native Papuans.

Thanks to the government's scholarship programs, such as LPDP, Bidikmisi, and affirmative actions for secondary and post-secondary education, they get better access to quality education, she said.

The Papuan students could pursue higher education in various areas of studies, including anthropology, mining, engineering, social and cultural sciences, and religious studies.

"These efforts are aimed at preparing native Papuans for becoming the agents of change," said Lubis who became one of the speakers at the "Understanding Papua Series #1" webinar last July.

She suggested that the efforts need a synergistic collaboration between the central and provincial governments in promoting sustainable regional development in Papua and West Papua.

By doing so, the whole communities' welfare could be improved so that their quality of life could also be improved. In this regard, local wisdoms are necessarily adopted to boost the regional development programs to make the outcomes better, Lubis suggested.
