1)  West Papua police name 19 suspects in Kisor attack case

Manokwari, W Papua (ANTARA) - The West Papua police have named 19 suspects in connection with the September 2 attack on the Kisor military post in South Aifat sub-district, Maybrat district, which led to the death of four soldiers.

 

Two of the suspects have been placed under police custody, while a hunt has been launched for 17 others, West Papua police spokesperson Senior Commissioner Adam Erwindi told local journalists here on Friday.

The two suspects in police custody have been identified by their initials as MY (20) and MS (18). MY is a resident of Boksu village, while MS is a resident of Insum village of South Aifat sub-district, he said.

 

The police have launched a manhunt for Silas Ki, Manfred Fatem, Musa Aifat, Setam Kaaf, Titus Sewa, Irian Ki, Alfin Fatem, Agus Kaaf, Melkias Ki, Melkias Same, Amos Ki, Musa Aifat, Moses Aifat, Martinus Aisnak, Yohanes Yaam, Agus Yaam, and Robi Yaam, he added.

 

The West Papua police have released the names of the 17 other suspects based on the confessions of MY and MS to the investigators of South Sorong police precinct, Erwindi informed.

Early last Thursday (September 2, 2021), members of an unidentified terrorist group had ambushed several soldiers while they were sleeping at the Kisor military post.

 

Four soldiers—2nd Sergeant Amrosius, Chief Private Dirham, First Private Zul Ansari, and First Lieutenant Dirman—had died in the attack, while two others had sustained serious injuries.

 

The bodies of three soldiers had been found at the post, while the body of another soldier had been discovered in the bushes not far from the post.

 

Owing to the incident, several local residents had fled their homes over security concerns.

 

Erwindi further disclosed that the ambush had been thoroughly planned and organized by members of the West Papua National Committee operating in the Kisor neighborhood of Maybrat district.

Therefore, the police had classified the assault as a premeditated crime by the KNPB-Kisor chapter, led by Silas Ki, he said.

 

A joint team of personnel from the Indonesian Military and National Police force will continue their efforts to arrest all perpetrators, he added.

 

To this end, local residents are requested to inform security personnel if they have information on the suspects' whereabouts, Erwindi said.

 

Referring to the September 2 attack, West Papua Governor Dominggus Mandacan had earlier appealed to residents of Kisor village to help security personnel capture the killers of the four soldiers.

Mandacan, who visited the scene of the shooting on September 4, 2021, also asked Kisor villagers who had fled to the forest to return home and resume their normal lives.

 

"The villagers do not need to panic or take refuge in the forest because the government works with the military and police to ensure public safety and security," he said.

 

The assault on the Kisor military post in West Papua has added to the list of cases of armed violence in Papua and highlighted the grave danger posed by Papuan separatist terrorists.

Manokwari, W Papua (ANTARA) - Indonesian soldiers are using the indigenous language of the Aifat ethnic group to persuade locals who are currently taking refuge over security concerns to return home, a spokesperson for the XVIII/Kasuari Regional Military Command said.

A joint team of personnel from the Indonesian Military (TNI) has posted and distributed pamphlets urging refugees to return home and asking local residents to stay calm, Colonel Hendra Pesireron informed in a statement that ANTARA received here on Friday.

"The TNI fully guarantees public security so locals are urged to resume their daily activities in their villages. We are speaking to them in their own language," he said.

According to Pesireron, TNI personnel are responsible for maintaining the state's sovereignty and protecting locals from the threat posed by Papuan separatist terrorists.

The group that launched the ambush and killed the soldiers is affiliated with the West Papua National Committee (KNPB) operating in South Aifat sub-district, Maybrat district, he said.

"The KNPB had once existed in the Aifat neighborhood areas and propagated a seed of anti-regional development but the KNPB has no longer been there since the presence of TNI and police personnel," he added.

Referring to the September 2 attack, West Papua Governor Dominggus Mandacan had earlier appealed to residents of Kisor village to help security personnel capture the killers of the four soldiers.

3) Army personnel safeguard refugees from armed Papuan terrorists

Sorong, W Papua (ANTARA) - A group of army personnel from the XVIII/Kasuari Regional Military Command secured several hundred residents of South Aifat Sub-district in Maybrat District, West Papua, currently seeking refuge for security reasons.

Their presence is aimed at protecting refugees from acts of terror of armed Papuan terrorists, who brutally killed four soldiers during an ambush they launched in the early hours of Sept 2, an army officer stated.

On Thursday (Sept 9), Commander of the 1809/Maybrat District Military Command Lt Col Harry Ismail and Maybrat District Head Bernard Sagrim visited the refugees and urged them to return home.

On early September 2, 2021, members of an unidentified terrorist group had ambushed several soldiers while they were sleeping at the Kisor military post of South Aifat Sub-district, West Papua Province.

According to Ismail, the Aifat Raya Sub-district areas had relatively been peaceful owing to the presence of army and police personnel in the aftermath of the recent fatal attack.

Hence, he called on locals currently taking refuge to return home. The same recommendation was also echoed by Sagrim as security personnel guarantee safety of the people.

To ensure the refugees' health, Sagrim spoke of having requested the district's healthcare workers to serve those in need of medical treatment.

Referring to the attack on Sept 2, West Papua Governor Dominggus Mandacan had earlier appealed to residents of Kisor Village to assist security personnel to capture the killers of the four soldiers.

Mandacan, who visited the crime scene on September 4, 2021, also called on Kisor villagers, who had fled their homes to take refuge in the forest to return back and resume their normal lives.

"The villagers do not need to panic or take refuge in the forest as the government works with the military and police to ensure public safety and security," he noted.

4) Okmin University fuels hopes of human resource development in Papua

Thanks to Okmin University, native Papuans in the outermost regions of Pegunungan Bintang district, Papua, now have the option of pursuing post-secondary education in their hometown.

 

The university, managed by the Okmin Education Foundation, was granted an official operational permit on August 17, 2021. Its inauguration coincided with the country's 76th Independence Day.

 

On that day, the Indonesian Ministry for Education, Culture, Research, and Technology issued a permit for establishing Okmin University, as stipulated in the ministry's letter of 344/E/O/2021.

 

Welcoming the establishment of the university, the ministry's acting director general for higher education, research and technology, Nizam, said he wanted to see the university contribute to Papua's human capital development.

 

In addition to contributing to the improvement of Papua's skilled and educated human resources, Okmin University is expected to play a role in developing the sources of local economy, he added.

 

"The university campus must also be able to function as a spring for Pegunungan Bintan district's regional development," he was quoted as saying on the ministry's official website, which was accessed by ANTARA.

 

Nizam urged the university's lecturers and researchers to be dedicated in assisting the enhancement of Papua's development through their teaching and research activities as well as community services.

 

In this regard, Okmin University's academic community members need to see the university's establishment as a historic step and a new page for Papuan communities in Pegunungan Bintang to move forward, he added.

 

Nizam said he appreciated Pegunungan Bintang district head Spei Yan Bidana's initiative to boost the quality and expand access to higher eduction in his administrative areas.

Bidana was born in Oklip sub-district, Pegunungan Bintang district on March 22, 1977. He and his deputy, Pieter Kalakmabin, were installed in office by Papua Governor Lukas Enembe on March 3, 2021.

 

Bidana described the inauguration of Okmin University in his district as a valuable gift for the people of Papua on Indonesia's 76th Independence Day.

 

He said he believed strongly in the strategic role of education in creating a literate society and Okmin University's existence was a milestone for better higher education in his district.

 

"Education is a window to the world. How do people open the window to know themselves and others?" remarked Bidana, who obtained his master's degree from the Gadjah Mada University's Faculty of Geography.

 

Education is key to Indonesia's efforts to create a literate society in Papua and other provinces, he said.

 

Bidana's special staff member, Yohannes Sardjono, said the district administration has prepared 110 hectares of land for Okmin University and 10 hectares of land for the development of its integrated campus.

The government has allocated a budget of Rp2.1 trillion for developing the university campus in 2022, he informed, adding that the university's presence would help improve Papua's score on Indonesia's human development index.

 

Sardjono's hope is understandable because Papua remains far behind many other Indonesian provinces in terms of the quality of its human resources despite the inflow of a significant amount of funds from the central government.

 

The scores of Papua and its neighbor, West Papua, remain below the national average of 71.94 on Indonesia's 2020 Human Development Index.

According to Statistics Indonesia (BPS), Papua and West Papua scored 60.44 and 65.09, respectively, on the 2020 Human Development Index. Their scores were lower than Aceh province, which secured 71.94 points.

 

In Papua, there are at least 40 higher educational institutions, including the University of Cendrawasih (Uncen) and Papua Muhammadiyah University (UMP).

 

However, none of them, including Uncen, which is regarded as the province's center of excellence, have been able to enter the list of Indonesia's top 20 universities.

Apart from challenges the universities and colleges in Papua are facing, their real contributions to the improvement of the province's human capital are obvious, and, therefore, need to be appreciated.

 

The Papua Muhammadiyah University (UMP) in Jayapura, for instance, has been contributing to the improvement of the province's human resources as nearly 90 percent of its registered students are native Papuans, an official said.

 

"This reality is a matter of pride in the midst of our pluralistic society," UMP's Deputy Rector for Academic Affairs, Indah Sulistiani, told ANTARA in May this year.

 

Papua's higher education sector is expected to take a major leap forward owing to support from various societal elements at large, she remarked.

 

Okmin University is located in Pegunungan Bintang district, about 219 kilometers away from Jayapura, the capital of Papua province . Its presence will hopefully make a significant contribution to Papua's endeavors to improve the quality of its human capital.
