1) Victor Yeimo 2023 VOLTAIRE EMPTY CHAIR AWARD WINNER


Liberty Victoria is awarding the 2023 Voltaire Empty Chair Award to Mr Victor Yeimo, a strong advocate for West Papua’s independence from Indonesia and an international spokesperson for the National Committee for West Papua (KNPB) and the Papuan People’s Petition.

Established in 2016, the Voltaire Empty Chair Award is presented to a person who is worthy to receive the Voltaire or Young Voltaire Award but cannot be present to receive the award due to the consequences of their exercise of or advocacy for human rights, free speech or civil liberties.

Mr Yeimo, a staunch pro-independence activist and human rights defender, had been on the Indonesian authorities wanted list since he led the civil resistance in West Papua. He has been arrested and imprisoned three times, in October 2009, May 2013 and May 2021, for exercising his civil rights in leading peaceful protest marches.

Mr Yeimo’s recent arrest and imprisonment was on charges of treason for leading peaceful protests against racial discrimination in West Papua in 2019. He was placed in solitary confinement for three months, where he had limited access to lawyers and family, as well as lack of medical treatment for his deteriorating health. After 28 months of imprisonment, he was released on 23 September 2023.

In May 2023, the Jayapura District Court ruled that Mr Yeimo violated the Indonesian Criminal Code by demonstrating and disseminating prohibited information. However, the Jayapura High Court overturned this ruling in July 2023 and sentenced Yeimo to one year’s imprisonmen.

Recently, thousands of Papuans celebrated Mr Yeimo’s release in Waena stadium in Jayapura.

We are honoured that Mr Yeimo has accepted the 2023 Liberty Victoria Empty Chair award.

The Liberty Victoria Empty Chair Award will be presented on Friday 10 November 2023.

2) Indonesian Govt Prepares 1 mln Hectares of Land for Sugar Factory in Papua

TEMPO.COJakarta - Minister of Agriculture Andi Amran Sulaiman stated that the government readied the development of a sugar factory in Merauke, Papua. Minister Amran claimed to have discussed the matter with the Ministry of Environment and Forestry.

"Forestry Directorate General has prepared more than 1 million hectares of land, and we will directly inspect [the land]," he said when met at the ministry office on Friday, November 10, 2023. The sugar factory will reportedly be developed in Food areas.

However, he did not explain when the development of this sugar factory would commence. 

Earlier, Amran relayed that the government planned to develop a sugar factory on 1-2 million hectares of land, with the initial development planned for 200,000 hectares of land.

According to Amran, there are two reasons for the development of a sugar factory in Papua. First, the region has the appropriate climate to plant sugarcane, the raw material for sugar. Second, land is abundant in Papua still.

"This is a huge industry, so it's strategic to establish it [in Papua]," he said. There are even a number of investors interested in funding the factory development.

Amran, however, did not disclose the required amount of investment needed in developing the factory. He only stated that the range is between Rp2.5 trillion to Rp3 trillion. The government also plans to invite private investors to fund this project.

The sugar production, Amran added, will depend on the factory capacity. He estimated the factory to produce between 8,000 to 12,000 tin cans of sugar every day.

3) Yahukimo: Ministry to raise Dekai Hospital status to Type C

Yahukimo, Highland Papua (ANTARA) - The Coordinating Ministry for Human Development and Culture will assist in efforts to raise the status of the Dekai Regional General Hospital (RSUD) in Yahukimo, Highland Papua, from Type D to Type C."We will help to raise the class because it is currently Type D. How come the only hospital in the district is Type D?" Coordinating Minister for Human Development and Culture Muhadjir Effendy asked after visiting the hospital here on Friday.During his working visit to Papua, Effendy visited a number of places. He inspected the Dekai Hospital after a meeting with the district head of Yahukimo.At Dekai Hospital, he inspected the facilities and talked to a number of patients undergoing treatment at the facility.After conversing with the hospital management, he learned that the hospital was experiencing a shortage of medical personnel, medical equipment, and electricity supply, so it was relying on generators.Since the hospital lacks medical devices, any patient requiring dialysis or a CT scan has to be referred to a hospital in Jayapura. However, traveling from Yahukimo to Jayapura can only be done by air and requires a lot of money.Effendy said that he will immediately coordinate with the Health Ministry to address the shortage of medical equipment at Dekai Hospital."I will coordinate with the Ministry of Health, so it can raise to Type C. If it is Type C, (the need for) health workers and medical equipment must be fulfilled immediately," he informed.Regarding the issue of power supply, he said that he would talk to state electricity firm PLN. 4) Highland Papua: Minister provides food aid to famine-hit Yahukimo

Yahukimo, Highland Papua (ANTARA) - Coordinating Minister for Human Development and Culture, Muhadjir Effendy, here on Friday handed over assistance, such as rice, instant food, and vitamins, to Yahukimo, Highland Papua province, which is experiencing a food crisis."This is a follow-up to the handling of famine in one of the sub-districts in Yahukimo. I have visited Yahukimo and the handling there has been carried out well," he informed.Effendy handed over the aid to Yahukimo district head Didimus Yahuli.The National Disaster Mitigation Agency (BNPB) has also provided a ready-to-use budget of Rp1 billion to Yahukimo.Further assistance for people starving in Yahukimo has been provided by the National Food Agency (Bapanas) and state logistics agency Bulog.Minister Effendy said that food assistance is the government's short-term solution to the famine so that the people's food needs can be met.According to him, mitigation efforts and permanent comprehensive solutions need to be carried out to tackle the recurring famines in the Highland Papua and Central Papua regions.One of the mitigation efforts is building social granaries or food storage and logistics warehouses. The plan for their construction will be followed up by the Ministry of Social Affairs in coordination with the BNPB."We will prepare food warehouses so that this cycle of food shortage problems can be ended.
